about the Beau Rivage and Regency properties. They have discontinued
lighting the property and are not taking care of the landscape. Mr.
Maley said he would contact the owners.

COUNCIL MINUTES
July 31, 1984
The Council of Bal Harbour Village met Tuesday, July 31, 1984 at
9:30 A. M. in the Village Hall.
Present: Mrs. Antiles and Messrs. Laikin, McKeehan and Sherman
Absent: Mr. Taplin
Also present were Fred W. Maley, Village Manager; Mary T. Wetterer,
Village Clerk; and Alan S. Gold, Village Attorney.
On motion of Mrs. Antiles, seconded by Mr. Laikin
minutes of June 26, 1984 were approved as submitted.
Mr. Charles Burton McKeehan was sworn into office

Mr. Sherman reviewed the Village's position in regard to the inter -
local agreement to establish a unified convention authority in Dade
County. He said every effort was made to have the City of Miami join
the agreement and also to have the agreement spell out a long range

tourism plan by Dade County. Neither have been agreed to by the parties
concerned. Representatives from the Greater Miami Tourism Coalition,
including Mr. Arthur Surin of the Fontainbleau Hotel and attorney Kenneth
Meyers, explained how important it was to have Bal Harbour as part of the
coalition. Mr. Steve Mostrand, Chairman of Tourism for the Greater Miami
Chamber of Commerce explained what was being done to promote tourism
over the whole county. The council discussed Section 4.04 the agree-
ment which would limit the ability of Bal Harbour to issue bonds. Mr.
Meyers said that Dade County and the City of Miami Beach would agree
to an amendment striking this section. Mr. Steve Bobby of Bal Harbour
Shops and Mr. Jay Litt of the Sheraton spoke in favor of Bal Harbour
joining the coalition. Mr. Sherman said he would try to talk to members
of the City of Miami commission individually to see if he could change
their vote when they meet again. It was moved by Mr. Laikin, seconded
by Mrs. Antiles and voted that Bal Harbour sign the interlocal agree-
ment.
Mr. Maley said he had contacted several specialists in graphics
and their fees might run into the Competitive Negotiations Act. He said
representatives from Gart Urban, Gary Greenan and Harold Lewis Malt
of the University of Miami had looked at Collins Avenue and wished to
come back when the street furniture has been installed. Mr. Mauch of
Fairfield Manor wanted to know why the signs on the west side of Collins
Avenue for the apartment buildings are being held up. Mr. Maley ex-
plained that they are part of the graphics. It was agreed that the signs
will be the first assignment when a graphics firm is hired.
The council reviewed a letter from Kruse, O'Connor and Ling, our
retirement plan actuaries, regarding lump sum pension benefits for retirees.
Mr. Maley explained the evolution of the plan from insurance annuity
contracts for each participant to the present plan drawn by Kruse, O'Connor
and Ling. 'He also explained the retirement options. Mr. Maley passed out
a list of the participants in the plan showing each employee's benefit as
of October 1, 1983. He said that Northern Trust Bank has stated that
lump sum withdrawals will not harm the trust if proper notification is
given. It was moved by Mr. McKeehan, seconded by Mrs. Antiles and voted
that Northern Trust and Kruse, O'Connor and Ling make a recommendation
on lump sums and report back to the council for review.
The Council considered the nine months' operating statements as ex-
plained by Mr. Kelly. He explained that the budget would be amended to
reimburse the Tourism Department for the Collins Avenue bus bay and to
fund the public works garage, from the General Fund reserve balance.
On motion of Mrs. Antiles, seconded by Mr. Laikin the statements were
filed for audit.
Mr. Sherman introduced Mr. Murray Gaby of Keyes Martin & Gaby
Advertising, Inc., the new agency for the Department of Tourism. Mr.
Sherman said that the Resort Tax Advisory Committee had selected a
different type of advertising eliminating coupon requests for infor-
mation, our cooperative advertising agreements and participation in
trade shows by the tourism department. The hotel would send their own
representatives to the trade show and be responsible for sending out
their own information along with general information regarding Bal Harbour.
Mr. Bobby and Mr. Litt said they agree with the new advertising policy
and the Tourism Department should be removed from the Village. Mr. Sherman
advised that this would save approximately $100,000 and the money could

be better used for more advertising. Mr. John Monahan, sales agent,
said he could handle the public relations aspect for the village. Mr.
Gaby said that the hotels would be furnished mailing lists and follow
through on their own. It will be easier to function with a central
marketing source. The village needs recognition. Mr. Maley inquired
about the holiday festivals and was advised that this had not been
discussed. Mr. Maley also asked about the level of operation for
forwarding inquiries, etc. Mr. Litt thought that some administrative
activities should be left It was moved by Mrs. Antiles, seconded by
Mr. McKeehan and voted to adopt the new advertising plan as proposed
by Mr. Gaby.
Mr. Maley said the village must hold two public hearings on the
proposed 1984-85 budgets after five P.M. He submitted to the tax
assessor his proposed 3.78 millage rate as required by law. After
discussion, the hearing dates and time were set for 5:00 P.M. on
August 29th and September 12th, on motion of Mr. McKeehan, seconded
by Mrs. Antiles and Voted.
The council discussed a proposed 1'% increase in the Resort Tax
which would raise it to 3%. Mr. Maley said he would prefer it to go
on the November ballot. Mr. Gold was instructed to prepare a resolution
raising the Resort Tax for the ballot.
Mr. Sherman called attention to the trouble the village experienced
on the beach the 4th of July. Chief Staubesand explained his plans
for additional manpower and equipment to be ready for Labor Day and
future holidays. Also the Dade County Fire Department will be advised
on how to gain access to the beach. It was decided that no access
could be obtained through private property.
Mr. McKeehan said he would like to call attention to the fact
that juveniles were driving golf carts in a reckless manner in the
village. Mr. Maley said the parents had been advised of the rules
governing carts on public streets. Mr. Gold suggested that the village
be conservative and enforce the law.
On motion of Mrs. Antiles, seconded by Mr ..ikin and voted
the meeting was adjourned at 12:10 P.M.
