Adjourn MEMORANDUM TO: Mayor Martin and City Council FROM: Ron Batty, City Attorney and Scott Johnson, City Administrator DATE: May 19, 2022 SUBJ: MEDA Meeting June 7, 2022 The Medina Economic Development Authority (“MEDA”) will meet at 6:30 p.m. on Tuesday, June 7, 2022 for its second 2022 meeting. The purpose of the meeting is to conduct certain housekeeping business and discuss policy direction. The following items will be discussed on the agenda. Approve Resolution Adopting Report on 2021 MEDA Activities MEDA must report annually to the city council regarding its activities during the previous year. In 2021, MEDA’s activities consisted essentially of organizational matters and making debt service payment’s on MEDA’s financial obligations. Staff will provide a brief report for 2021 at the meeting. Approve Resolution Adopting 2023 Budget Adoption of MEDA’s 2023 budget will be discussed at the meeting. There are no changes suggested from the 2022 budget. Staff will provide updated information on TIF District 1-9 at the meeting. Staff recommends approval of the 2023 budget. CommonBond TIF Request The City Council discussed the request from CommonBond at the May 17, 2022 Work Session regarding a proposed affordable housing proposal. CommonBond Communities has indicated that their organization would like to pursue an affordable housing project on the property guided for High Density Residential (HDR) development at the NE of Highway 12 and County Road 29. The applicant intends to submit requests for funding from Minnesota Housing and various other agencies for the project, which they project as a 50-unit apartment building with all units to be reserved for residents at varying levels of affordability. Property will also be platted into a separate lot and set aside for additional high-density development to meet the minimum density requirement for the site. At this time, the applicant projects that Tax Increment Financing (TIF) will be necessary for the project to be viable after accounting for anticipated funding from other agencies. Staff will bring forward the preliminary analysis from Ehlers on the TIF request for review and discussion when complete. Another meeting may be needed on July 5, 2022 to discuss the request based on the timing of the information from Ehlers and CommonBond. Set date of next meeting – July 5, 2022 or January 17, 2023 MEDA Meeting Minutes 1 January 18, 2022 MEETING MINUTES OF THE MEDINA ECONOMIC DEVELOPMENT AUTHORITY (MEDA) Tuesday, January 18, 2022 6:30 p.m. Virtual Meeting ___________________________________________________________________________ The Economic Development Authority of Medina, Minnesota met virtually on January 18, 2022 at 6:30 p.m. I. Call to Order II. Oath of Offices/Roll Call of Commissioners – Members present: Albers, Cavanaugh, DesLauriers, Martin and Reid Members absent: None Also present: Executive Director Scott Johnson, Planning Director Dusty Finke, Finance Director Erin Barnhart, and MEDA Attorney Ron Batty. III. Approval of Minutes for the June 1, 2021 Meeting Minutes Commissioner Cavanaugh made a motion to approve the June 1, 2021 EDA meeting minutes. Commissioner Albers seconded the motion. Roll Call Vote: Albers, Cavanaugh, DesLauriers, Martin and Reid voted aye. IV. New Business A. Election of Officers and Appointment of Administrative Offices for 2022 - Commissioner Cavanaugh made a motion to approve Kathy Martin as President, Dino DesLauriers as Vice-President, and Todd Albers as Treasurer for 2022. Commissioner Reid seconded the motion. Roll Call Vote: Albers, Cavanaugh, DesLauriers, Martin and Reid voted aye. B. No changes were recommended for the administrative offices for 2022. C. Staff requested authorization to prepare the 2023 MEDA Budget for the proposed June meeting. President Martin made a motion to authorize the preparation of the 2023 MEDA Budget. Commissioner DesLauriers seconded the motion. Roll Call Vote: Albers, Cavanaugh, DesLauriers, Martin and Reid voted aye. D. Staff recommended approval of the enabling resolution for 2022 with no changes. President Martin made a motion to approve the enabling resolution with no changes for 2022. Commissioner DesLauriers seconded the motion. Roll Call Vote: Albers, Cavanaugh, DesLauriers, Martin and Reid voted aye. E. Staff recommended authorization to prepare a report to the City Council regarding 2021 MEDA activities. President Martin made a motion to authorize preparation of a report to the City Council regarding 2021 MEDA activities. Commissioner DesLauriers Agenda Item #3 MEDA Meeting Minutes 2 January 18, 2022 seconded the motion. Roll Call Vote: Albers, Cavanaugh, DesLauriers, Martin and Reid voted aye. V. Old Business A. Set date of next meeting - The EDA directed staff to set June 7, 2022 as the date for the next meeting. VI. Reports A. No reports were provided by the Commissioners or Executive Director Adjournment Commissioner Cavanaugh made a motion to adjourn the meeting. Commissioner Reid seconded the motion. Roll Call Vote: Albers, Cavanaugh, DesLauriers, Martin and Reid voted aye. MEDINA ECONOMIC DEVELOPMENT AUTHORITY RESOLUTION NO. 2022-XX RESOLUTION ADOPTING REPORT ON 2021 ACTIVITIES OF THE MEDINA ECONOMIC DEVELOPMENT AUTHORITY WHEREAS, the Medina Economic Development Authority (“MEDA”) is a public body corporate and politic under the laws of Minnesota; and WHEREAS, MEDA has received and reviewed a report on MEDA’s activities in 2021. NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the Medina Economic Development Authority as follows: 1. The report on MEDA’s activities in 2021 attached hereto is hereby approved and adopted. 2. Staff is authorized and directed to submit the report to the Medina city council. Agenda Item #4A 2021 Medina Economic Development Authority (MEDA) Annual Report Summary: The Medina Economic Development Authority (MEDA) was formed on September 20, 2011 by the Medina City Council to administer economic development functions for the City of Medina. The MEDA Board is made up of the Mayor and City Council Members. The transition of the economic development functions from the City Council to MEDA took place in 2011. The MEDA Board took the following actions in 2021:  At the January 19, 2021 meeting the EDA elected officers, appointed administrative officers, authorized preparation of the 2022 MEDA Budget, adopted the enabling resolution, and authorized a report regarding the 2021 MEDA activities.  The second meeting for 2021 was held on June 1st. The EDA passed a resolution adopting the 2020 MEDA activities report and adopted the 2022 MEDA Budget. Recommended Action: Adopt the 2021 MEDA Activities Report by resolution and submit to the City Council. Commissioner introduced the following resolution and moved its adoption. MEDINA ECONOMIC DEVELOPMENT AUTHORITY RESOLUTION NO. 2022-XX RESOLUTION ADOPTING THE 2023 BUDGET OF THE MEDINA ECONOMIC DEVELOPMENT AUTHORITY WHEREAS, the Medina Economic Development Authority (“MEDA”) is a public body corporate and politic under the laws of Minnesota; and WHEREAS, MEDA has received and reviewed a proposed budget for 2023. NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the Medina Economic Development Authority as follows: 1. The budget for calendar year 2023 attached hereto is hereby approved and adopted. 2. Staff is authorized and directed to submit the budget to the Medina city council. Dated: June 7, 2022.
