SUBJECT: APPROVE CONCEPT FOR THE TEMPORARY PANELS ON THE
ROSEMEAD BOULEVARD DIRECTORIES
RECOMMENDATION:
The City Council is requested to approve the Public Art Commission's recommendation
for the temporary panels on the Rosemead Boulevard directory monuments .
BACKGROUND:
1. In April 2015 , artist, Carole Oueijan installed the mosaics on the directory
monuments along Rosemead Boulevard.
2. On May 19, 2015 , the Public Art Commission (Commission) appointed
Commissioners Larsen and Rachford to the Rosemead Boulevard Directories Ad
Hoc Committee (Ad Hoc Committee).
3. From May to June 2015 , staff discussed an alternative concept for the design of the
temporary panels of the Rosemead Boulevard directory monuments to the Ad Hoc
Committee .
4. On June 8 , 2015, the Commission received an update and presentation on an
alternative concept for the temporary panels for the Rosemead Boulevard directory
monuments . The Commission unanimously directed staff to continue to work with
the original concept (Attachment A).

ANALYSIS :
Th e directory monuments a lo ng Rosemead Boulevard were insta ll ed to serve as a
directory to key places throughout Temple City . As Temple City con t in ues to work on
ide ntifying and creat in g un ique places in the City , the development of the directory panels
has been placed on hold and a te mporary treatment/pan e l will need to be installed in its
place. T he following describes the Pub lic Art Commission 's recommendation for
addressing t he vacant pan el behind the m osaic panels of the directory monuments.
The Public Art Commission 's Rosemead Boulevard Directori es Ad Hoc Committee
proposes using a poly metal panel to depict illustrations of t he mosaic (artist and mosaic
til e work) a nd include three narra ti ves. Two of the three narratives on the poly metal
pa nel will be re peating na rratives , o ne narrative describing Mosaic Ti le as an art form
and the other repeating narrative describing Carole Ouejan as an artist and her
technique . The third (non-repeating) narrative will be diffe re nt on each panel and
describe the significance of certai n elements depicted in t he mosaic on the flipside of
the directory. A sample of the proposed concept is inc luded as Attach ment A. This
option may be further refined pending City Council feedback on the Pub l ic Art
Commission 's proposed co nce pt. The proposed co ncept would address the vacant
panels on the directory monu ments along Rosemead Boulevard and complete the Art
Walk con cept for the boulevard .
CONCLUSION :
City Council approval of the concept for the treatment of the vacant panels on the directory
monuments w ill com p lete t he Art Walk co ncept for Rosemead Boulevard . Whi le the poly
metal panels described are temporary in st a llm ents, installing temporary panels will
promote a fin ished look to the boulevard until a permanent directory panel is installed in
the future .
FISCAL IMPACT:
The C ity Council appropriated $5 ,000 as part of the Fiscal Year 2015-16 City Budget for
temporary monument artworks .
