SUBJECT: APPROVE THE FISCAL YEAR 2015-16 PUBLIC ART ANNUAL PLAN RECOMMENDATION: T he C ity Co un ci l is requ ested to approve the Fisca l Year (FY) 20 15-16 Public Art An nu al Plan . BACKGROUND : 1. On Aug ust 2 1, 201 2 , t he City Co un c i l adopted Ord in ance No. 12-960 wh ich enacted the City's Art i n Pub li c Places Prog ram and Pub li c Arts Commission . Included in Ordi nance No. 12-960 is a provisio n that req ui res City Council adoption of a Public Art An nual Pla n. 2. In 20 13, the Publi c A rt Co mm iss ion (Comm issio n) disc ussed preliminary Pubic Art Ann ua l Pl a n recomm endations fo r City Co un ci l co ns ideration . 3 . On May 20, 201 4, th e Ci ty Cou nc il adop ted th e Commission 's recommended FY 20 14 -15 Ann ua l Pl a n. T he FY 20 14 -15 Publ ic A rt A nnua l plan ide ntified s ix critica l goa ls tha t rea lized f our new public artworks and initiat ion of the development of long- term pol icies esse nti a l for public art (i.e ., City Council discuss ion on Percent-for-Art Ordinance a nd sol ic it at io n of bids for Administrati ve Guidelines). Progress on three of th e goa ls ide ntified in FY 2014-15 wi ll conti nue o nto FY 2015-16 and is included in th e FY 2015-16 An n ual P lan . 4 . On June 8 , 2015, the Commiss io n pr ioritized t he goa ls for the FY 20 15-16 Public Art Annual Plan. The Commission recomm e nd ed prioritizing goals in the following orde r (highest priority li sted fi rst): Fo rm alize a citywide rotating mural program ; Finalize concept for a te mp orary instal lat io n to the backside of Rosemead Boulevard City Council October 20 , 2015 Page 2 of 5 directory monuments ; Provide Commission input when opportunities for public art arise in the proposed Las Tunas Streetscape Redesign Project and Park Facilities Master Plan ; Continue work on the Temple City Routes art installation us ing Linden Walk in -lieu fees; Update the City's Community Profile to identify and in form new artistic themes and design sensibilities for procurement of new artwork ; Formalize Public Art Implementation Strategy (i.e ., potential locations fo r new public art) for the City's growing public art collection ; Initiate development of the Public Art Administrative Guidelines ; Formalize a Maintenance Schedule for the City's public art collect ion ; and Provide Commission input for the updated General Plan . 5 . On August 10 , 2015 , the Commission discussed the goals for the FY 2015-16 Public Art Annual Plan. The Commission commented on the Percent-for-Art Fee Ordinance and requested a status update . After discussion on th e Percent-for-Art Fee Ordinance and the proposed funding for the various goals , the Commission unan imously approved the FY 2015-16 Public Art Annual Plan as amended , with the following changes : bring back the Percent-for-Art Fee Ordinance initiative as a top priority w ith the remainder of the prioritized goals unchanged . ANALYSIS: The Commission recommends the follow ing Public Art Annual Plan to realize artworks and establish long -term policies essential for a successful public art program . Items below are prioritized from high to low. Attachment A is a detail of the Public Art Annual Plan and includes an implementation strategy with necessary resource allocations for FY 2015-16 . PRIORITY ONE Establish a Percent for Art Ordinance. Summary: The percent for art ordinance will provide a susta inable funding source for future cultural programming and the acquisition, installation and maintenance of public art. Most city public art ord inances allocate one to two percent (1 -2%) of total building valuation from applicable public capital improvement projects and/or private developments towards artwork and cultural programming , or i nto a mun ici pal public art fund. The City Council received a presentation on Percent for Art Ordinance earlier this year for discussion . PRIORITY TWO Formalize a citywide rotating mural program. Summary : The City has co mpleted two murals since 2011 , with the latest mural completed this past June 2 015 . PRIORITY THREE Finalize concept for a temporary installation to the backside of Rosemead Boulevard directory monuments. Summary: Installation of the Rosemead Boulevard directory monuments began Ap ril 2015 . The Rosemead Boulevard Directories Ad Hoc Committee's proposed temporary installations include a panel with text and imagery . The text includes a short biography on Artist Carole Oueij an , a narrative on mosaic tile as an art form and a brief descript ion of the imagery on the mosaic artwo rk . Pending the City Council 's direction on the Rosemead Boulevard Directories Ad Hoc Committee's concept, work to be done includes finalizing concept for fabrication . PRIORITY FOUR Provide Commission input when opportunities for public art arise in the proposed Las Tunas Streetscape Redesign Project and Park Facilities Master Plan. Summary: The Las Tunas Streetscape Redesign Project is in the preliminary phase and the Park Fac iliti es Master Plan is currently underway. Pe nd i ng final project scope and City Council direction , the Public Art Commission may have an opportunity to provide input on potential public art installations . PRIORITY FIVE Continue work on the Temple City Routes art installation using Linden Walk in- lieu fees . Summary: Temple City Routes is a public art project on Rosemead Boulevard consisting of 24 mosaic tile pavers and te xt that covers a broad array of local history. In conjunction with the Homestead Museum , th e pavers created by artist Rob in Brailsford has an associated website which provides further information on each paver , integrating local h istory from the native Kizh -Gabrieleiio peoples , and the arrival of the Temple and Workman families during the Me xican period of Cal ifornia , to the founding of Temple City in the 1920s. Further work on the Temple City Routes Project includes fabrication of descriptive panels with QR codes . PRIORITY SIX Update the City's Community Profile to identify and inform new artistic themes and design sensibilities for procurement of new artwork . Summary: As t he City's Public Art collection is expanding , the Community Profile w ill serve to formal ize artistic themes and design sensibi lities for future artworks i n the upcoming years for projects not limited to the Las Tunas Streetscape Redesign ,--------------------------- City Council October 20 , 2015 Page 4 of 5 -------------------------------- Project and the Parks Facilities Master Plan . The Community Profile may be incorporated in a future Public Art Master Plan . PRIORITY SEVEN Formalize Public Art Implementation Strategy (i.e., potential locations for new public art) for the City's growing public art collection. Summary: The City's Public Art collection continues to grow and the Public Art Implementation Strategy will assist in identifying potential locations for new public artworks . Separate from Capital Improvement Projects like the Rosemead Boulevard Project or the Las Tunas Streetscape Redesign Project , the implementation strategy can help inform and guide potential locations for future artworks when mon ies are available . The Implementation Strategy may be incorporated in a future Public Art Master Plan. PRIORITY EIGHT Initiate development of the Public Art Administrative Guidelines. Summary : Administrative Guidelines assist in implementation of the City's Public Art Program . Administrative Guidelines are a best practice and w i ll address how the Public Art Program is administered by the City. The guidelines provide a clearer description of the roles of decision-makers as provided in the Public Art Ordinance and provide guidance on the process for how public art is selected as well as how it is managed and maintained . Elements of the Administrative Gu idelines can include policies on gifts and loans of artwork , deaccession , artist selection and guidelines for private development. The Administrative Guidelines may be incorporated in a future Public Arts Master Plan . PRIORITY NINE Formalize a Maintenance Schedule for the City's public art collection. Summary : The Maintenance Schedule is needed to protect the integrity of the City 's public artworks . The Maintenance Schedule will address routine maintenance and conservation of all public artworks . The Maintenance Schedule includes when artworks need to be regularly inspected , procedures for implementation of necessary repairs to artwork, and ensure that all conservation and repairs of the artwork are completed with the highest standards of professional conservation. PRIORITY TEN Provide Commission input for the updated General Plan. Summary : The development of the City 's General Plan is currently underway. Pending direction from the City Council and General Plan Advisory Committee, the Publi c Art Commission w ill ha ve an opportunity to provide inpu t on goals and pol icies relat ed to arts and cultura l resources . City Council October 20 , 2015 Page 5 of 5 CONCLUSION: The Public Art Annual Plan supports City Council's Strategic Plan Goal of Quality of Life . Approval of the FY 2015-16 Public Art Annual Plan allows for the continuation of public art initiati ves . The focus of this year's Annual Plan is to establish essential policies and provide input on the inclusion of a public art component , when poss ible , in the project scope for major capital improvements . FISCAL IMPACT: The City Council appropriated $20 ,000 for the use of a consultant to develop the Administrative Guidelines (i.e ., Priority Eight) and $5 ,000 for T emporary Monument Artworks (i.e ., Priority three) in the FY 2015-16 City Budget. Appropriations for the remaining priorities will be contingent upon final project scope which will be presented to the City Council for consideration. ATTACHMENT: A. Public Art Annual Plan ------------------- ATTACHMENT A PUBLIC ART ANNUAL PLAN FISCAL YEAR 2015-16 PRIORITY ONE Establish a Percent for Art Ordinance. Resources : City Council and staff support. Allocation : There is no clear indication on the amount of revenue to be potentially generated by a potential ordinance as valuation thresholds remain undefined . Summarv : The percent for art ordinance will provide a sustainable funding source for future cultural programming and the acquisition, installation and maintenance of public art. Most city public art ordinances allocate one to two percent (1 -2 %) of total building valuation from applicable public capital improvement projects and/or private developments towards artwork and cultural programming , or into a municipal public art fund . The City Council rece ived a presentation on Percent for Art Ordinance earlier this year for discussion . PRIORITY TWO Formalize a citywide rotating mural program. Resources : Staff support and Artist. Allocation : Not applicable for the development of the program . Pending indiv idua l mural project scope , the mural costs may average approximately $25 ,000 each project. Moving forward , the proposed cityw ide rotating mural program will need to consider the following for a formalized program : potential locations for future murals , rotation schedule , mural themes and overall program guidelines (e.g., requirements for participation , community versus artist led mural painting , etc.).
