Resolution No. 15 -8898 NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. TRAFFIC IMPACT STATEMENT I am presenting this Traffic Impact Statement because I have complete and continuing experience with this apartment complex for the past 21 years. The traffic will not change, only the location. All traffic from this complex will relocate from Port Said Road, an industrial street, to Alexandria Drive, a residential street. The existing traffic on Alexandria Drive, a dead -end street is minimal. So I will only address the impact of Glorieta Apartments, on this street. The most important item is the make up & trip character of the existing tenants. This complex is, and will continue to be, a 100% Section 8, low- income. Virtually none of the tenants are employed, and those who do work, have varied schedules. The maximum number of occupied parking spaces is less than 300. The traffic appears to be largely errand- running & visiting. This is spread out during the 24 hour day as these tenants keep varied schedules. Assume each "car" (occupied parking space) goes on 2 trips per day. This translated to 1,200 trips / 24 hours or 50 trips /hour. The maximum hour could be as high as 100 trips /hour. Assume a maximum 2 minute waiting time to enter NW 135th Street, there would only be 4 cars waiting. This is not significant. The existing complex has a 24 -hour security entrance, which will be relocated. I have observed this condition numerous times & have never seen more than 3 cars waiting for clearance to enter the site, and this is rare. Assuming 2 minutes to process a vehicle, this is a maximum of 30 cars per hour going thru Security. With the same number leaving, we have 60 trips per hour. This is even less than the assumptions above. The only real traffic issue is the narrow paved way leading to the new entrance. We have been told that the City will widen Alexandria Drive, as part of general street improvements, which will take care of this issue. When I met with Gerald Lee, Gregory Gay & other City Staff on August 6, the idea was thrown out that we could provide a 900 automatic exit only gate out to Port Said Road. discussed this with the Owner & we have included this feature in the revised drawings. This will significantly reduce the traffic exiting Alexandria Drive onto NW 135t' Street.
