APPROVAL OF MINUTES The City Council is requested to review and approve: 1) Minutes of the Special City Council Meeting of November 3, 2015; and 2) Minutes of the Regular City Council Meeting of November 3, 2015. Recommendation: Approve. B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS – MEETING OF OCTOBER 28, 2015 The City Council is requested to review the Transportation and Public Safety Commission actions of their meeting of October 28, 2015. Recommendation: Receive and file. C. PUBLIC ART COMMISSION ACTIONS – MEETING OF NOVEMBER 2, 2015 The City Council is requested to review the Public Art Commission actions of their meeting of November 2, 2015. Recommendation: Receive and file. D. PLANNING COMMISSION ACTIONS – MEETING OF NOVEMBER 10, 2015 The City Council is requested to review the Planning Commission actions of their meeting of November 10, 2015. City Council Agenda November 17, 2015 Page 3 of 9 Recommendation: Receive and file. E. PETTY CASH AND VISA CARD REPORT The City Council is requested to review, receive and file the Petty Cash and Visa Card Report. Recommendation: Receive and file report. F. CONSIDERATION TO RELAX THE ENFORCEMENT OF OVERNIGHT PARKING RESTRICTIONS DURING THE HOLIDAY SEASON Relaxed enforcement of the overnight parking restrictions will allow families to gather during the holiday season without having to worry about obtaining an overnight parking permit. Recommendation: Relax the enforcement of the overnight parking restriction from 12:00 midnight on December 20, 2015 to 11:59 p.m. on January 10, 2016. G. APPROVAL OF PILOT TRAFFIC CIRCULATION PROGRAM FOR LONGDEN ELEMENTARY SCHOOL City’s Traffic Engineer consultant, Transtech, completed a traffic review to evaluate and recommend a pilot traffic circulation program for drop -off and pick up of students at Longden Elementary School. Recommendation: 1) Approve implementation of a pilot traffic circulation program at Longden Elementary School to address issues during student pick -up and drop- off; and 2) Appropriate $8,000 from the General Fund Undesignated Fund Balance to be transferred to Account No. 21-960-74-4255 (State Gas Tax Fund) Traffic Signs & Striping Maintenance, Striping/Pavement to fund the recommended improvements. H. APPROVAL OF PROGRAM SUPPLEMENT AGREEMENT NO. 010 -N TO ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5365R FOR THE TEMPLE CITY BOULEVARD PROJECT The Program Supplement Agreement must be approved by the City Council before Caltrans will process invoices from the City for reimbursement of City Council Agenda November 17, 2015 Page 4 of 9 project expenditures. Recommendation: Adopt Resolution No. 15-5131 approving Program Supplement Agreement No. 010-N to Administering Agency-State Master Agreement No. 07-5365R and authorizing the City Manager to sign the Program Supplement Agreement. I. APPROVAL OF PROFESSIONAL SERVICES AGREEMENT WITH URBAN FUTURES INCORPORATED FOR FINANCIAL ADVISORY SERVICES FOR THE REFUNDING OF THE 2005 TAX ALLOCATION BONDS To assist the Successor Agency with the refunding of the 2005 Tax Allocation Bonds, it is recommended that the Successor Agency hire a financial advisor. Recommendation: Approve a Professional Services Agreement with Urban Futures Incorporated for financial advisory services for the refunding of the 2005 Tax Allocation Bonds. J. ADOPTION OF RESOLUTION NO. 15-5133 APPROVING PAYMENT OF BILLS T he City Council is requested to adopt Resolution No. 15-5133 authorizing the paym ent of bills. Recommendation: Adopt Resolution No. 15-5133. K. ADOPTION OF RESOLUTION NO. 15-5128 ADOPTING REVISED SALARY RANGES FOR UNREPRESENTED PART-TIME CLASSIFICATIONS FOR FISCAL YEAR (FY) 2015-16 AND IMPLEMENTING MINIMUM WAGE Adoption of Resolution No. 15-5128 will ensure compliance with the State of California’s minimum wage law and implement similar salary adjustment for employees in part-time classification that were comparable to salaries for employee in full time classifications. Recommendation: Adopt Resolution No. 15-5128 adopting salary ranges for unrepresented part-time classifications for FY 2015-16 and implementing minimum wage. L. FIRST QUARTER FINANCIAL STATUS REPORT City Council Agenda November 17, 2015 Page 5 of 9 To keep the City Council updated on the status of the City’s financial activities, the Financial Status Reports are provided to the City Council on a quarterly basis. Recommendation: Receive and file the First Quarter Financial Status Report. M. TEMPLE CITY CHAMBER OF COMMERCE LEASE AGREEMENT Continuing the lease with the Chamber will allow the Chamber to continue providing its services to the local business community. Recommendation: 1) Approve a three-year lease agreement between the City of Temple City and Temple City Chamber of Commerce for the property at 9050 Las Tunas Drive; and 2) Authorize the City Manager to execute said agreement with the Temple City Chamber of Commerce. 8. PUBLIC HEARING – None 9. UNFINISHED BUSINESS – None 10. NEW BUSINESS A. ADOPTION OF RESOLUTION NO. 15-5132, AUTHORIZING THE CITY OF TEMPLE CITY TO WITHDRAW ITS MEMBERSHIP IN THE LOS ANGELES REGIONAL INTEROPERABLE SYSTEM (LA-RICS) AUTHORITY AND TO OPT-OUT OF THE LOS ANGELES RADIO INTEROPERABLE COMMUNICATIONS SYSTEM JOINT POWERS AGREEMENT (JPA) As a contract city, with first responder services provided by County Sheriff and County Fire who will be utilizing the LA -RICS systems irrespective, our City’s limited secondary responder needs do not outweigh the uncertainty of the costs associated with continued Membership. Recommendation: 1) Adopt Resolution No. 15-5132 (Attachment “A”), exercising its option to opt-out of the Los Angeles Radio Interoperable Communications System (LA-RICS) Joint Powers Agreement (JPA); and City Council Agenda November 17, 2015 Page 6 of 9 2) Direct the City Manager to issue a Notice of Opt-Out (Attachment “B”) to the LA-RICS Board of Directors. B. APPROVAL TO PURCHASE ANIMAL CONTROL AND SHELTER SERVICES IN THE OPEN MARKET FROM THE SAN GABRIEL VALLEY HUMANE SOCIETY City Council’s approval to purchase animal services on the open market will allow the staff to negotiate a contract with San Gabriel Valley Humane Society. Presentation: Community Development Director Recommendation: Approve the purchase of animal control and shelter services in the open market from the San Gabriel Valley Humane Society, in lieu of re-issuing a Request for Proposal. C. DISCUSSION ON SECTION 502(C) OF THE CITY’S CHARTER PERTAINING TO CITY COUNCIL TERM LIMIT PROVISION At the Regular City Council meeting of August 4, 2015, City Council directed staff to prepare a report for City Council discussion on Section 502 (C) of the City’s Charter pertaining to City Council Term Limit provision. Presentation: City Clerk Recommendation: 1) Discuss Section 502 (C) of the City’s Charter pertaining to City Council Term Limit provision; and 2) Provide direction to staff on how to proceed. 11.
