Hause , Admini strativ e Se rvice s Director SUBJECT: ADOPTION OF RESOLUTION NO. 15-5128 ADOPTING REVISED SALARY RANGES FOR UNREPRESENTED PART~IME CLASSIFICATIONS FOR FISCAL YEAR (FY) 2015-16 AND IMPLEMENTING M I NIMUM WAGE RECOMMEN DATION: T he C it y Council is requested to adopt Resolution No . 15-5128 (Attachment "A"), adopting sa lary ra nges for unrepresented part-t ime classifications for FY 2015-16 and implementing minimum wage. BAC KG ROUN D : 1. On June 16 , 2015 , th e City Co un cil adopted the Fiscal Year (FY) 2015-16 City Budget whic h included fund ing for salary adj ustments for unrepresented f ull tim e classificatio ns . 2. Effective J anua ry 1, 2016 , the State of California 's minimum wage law is increas ing f rom $9 .00 per hour t o $10 .00 per hour. ANAL YSIS: In order to ensure co mpliance with the State of Ca lifornia 's minimum wage law , two of th e part-time positions c lassifications (i .e ., Recreation Leader I and Recreation Aide) need to be in creased to $10 .00 per hour. Further, t he Recreation I classification inclu des an addi ti ona l adj ustm e nt to all ow for five steps (Steps 3 -7), the first step benchmarked at the minimum wag e of $10.00 . City Council November 17 , 2015 Page 2 of 2 In addition , historically the City Council has set hourly rates for employees i n part-time classifications that were c omparable to salaries for employee i n full time c lass if ications . Sa lary adjustments for FY 2014 -15 and FY 2015-16 for full time employees represented by TCEA were addressed with the adoption of Resolution 15-5067 approving an MOU. It is recommended the City Council consider similar salary adjustments for all unrepresented part-time employees . CITY STRATEGIC GOALS : Adoption of Resolution No . 15-5128 will promote or further the City's Strateg ic Goal of Good Governance . FISCAL IMPACT: T he adopted FY 20 15-16 City Budget includes sufficient resources for the recommended adj ustments. ATTACHMENT : A. WHEREAS , on Jun e 16 , 2016 , the City Co uncil adopted t he Fisc al Year (FY) 2015-16 City Budget which included funding for a salary adjustment for unrepresented classificatio ns . WHEREAS , on January 1, 2016 , the State of California's minimum wage law is increasing from $9 .00 per hour to $10 .00 per hour. NOW THEREFORE, THE CITY CO UN CIL OF THE C ITY OF TEMPLE CITY DOES HEREBY RESOLVE , DETERM IN E A ND ORDER AS FOLL OWS: SECTION 1. The City Council hereby approves salary range s for u nrepresent ed part-time classification s (Exhibit "1") implementing salary adjustment for unrepresented part-time classifications , effective with the pay period end ing November 27, 2015 ; and SECTION 2. Th e City Clerk shall certify to the adoption of this Re solution. PASSED, APPROVED AND ADOPTED on th is 17th day of November, 201 5.
