Bruce McEachen, Temple City resident, expressed traffic safety concerns on El
Monte Avenue as it has not yet been restriped.
Franklin Ruedel, Temple City resident, thanked City Council for holding a Veteran's
Day Celebration.
7. CONSENT CALENDAR
City Manager Cook pulled Consent Calendar Item 7K for staff to provide an update
on the staff report attachment.
Councilmember Sternquist made a motion to approve the items on the consent
calendar except for item 7K. Seconded by Councilmember Fish and approved by

E. PETTY CASH AND VISA CARD REPORT
The City Council is requested to review, receive and file the Petty Cash and
Visa Card Report.

F. CONSIDERATION TO RELAX THE ENFORCEMENT OF OVERNIGHT
PARKING RESTRICTIONS DURING THE HOLIDAY SEASON
Relaxed enforcement of the overnight parking restrictions will allow families to
gather during the holiday season without having to worry about obtaining an
overnight parking permit.
Action: Relaxed the enforcement of the overnight
parking restriction from 12:00 midnight on
December 20, 2015 to 11:59 p.m. on January
10, 2016.
G. APPROVAL OF PILOT TRAFFIC CIRCULATION PROGRAM FOR
LONGDEN ELEMENTARY SCHOOL
City's Traffic Engineer consultant, Transtech, completed a traffic review to
evaluate and recommend a pilot traffic circulation program for drop-off and
pick up of students at Longden Elementary School.
Action:
1) Approved implementation of a pilot traffic circulation program at Longden
Elementary School to address issues during student pick-up and drop-

off; and
2) Appropriated $8,000 from the General Fund Undesignated Fund Balance
to be transferred to Account No. 21-960-74-4255 (State Gas Tax Fund)
Traffic Signs & Striping Maintenance, Striping/Pavement to fund the
recommended improvements.
H. APPROVAL OF PROGRAM SUPPLEMENT AGREEMENT NO. 010-N TO
ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5365R
FOR THE TEMPLE CITY BOULEVARD PROJECT
The Program Supplement Agreement must be approved by the City Council
before Caltrans will process invoices from the City for reimbursement of
project expenditures.
Action: Adopted Resolution No. 15-5131 approving
Program Supplement Agreement No. 010-N to
Administering Agency-State Master Agreement
No. 07-5365R and authorized the City Manager
to sign the Program Supplement Agreement.
I. APPROVAL OF PROFESSIONAL SERVICES AGREEMENT WITH URBAN
FUTURES INCORPORATED FOR FINANCIAL ADVISORY SERVICES FOR
THE REFUNDING OF THE 2005 TAX ALLOCATION BONDS
To assist the Successor Agency with the refunding of the 2005 Tax Allocation
Bonds, it is recommended that the Successor Agency hire a financial advisor.
Action: Approved a Professional Services Agreement
with Urban Futures Incorporated for financial
advisory services for the refunding of the 2005
Tax Allocation Bonds.
J. ADOPTION OF RESOLUTION NO. 15-5133 APPROVING PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 15-5133 authorizing
the payment of bills.
Recommendation: Adopt Resolution No. 15-5133.
L. FIRST QUARTER FINANCIAL STATUS REPORT
To keep the City Council updated on the status of the City's financial activities,

the Financial Status Reports are provided to the City Council on a quarterly
basis.
Recommendation: Receive and file the First Quarter Financial
Status Report.
M. TEMPLE CITY CHAMBER OF COMMERCE LEASE AGREEMENT
Continuing the lease with the Chamber will allow the Chamber to continue
providing its services to the local business community.
Action:
1) Approved a three-year lease agreement between the City of Temple City
and Temple City Chamber of Commerce for the property at 9050 Las
Tunas Drive; and
2) Authorized the City Manager to execute said agreement with the Temple
City Chamber of Commerce.
K. ADOPTION OF RESOLUTION NO. 15-5128 ADOPTING REVISED SALARY
RANGES FOR UNREPRESENTED PART-TIME CLASSIFICATIONS FOR
FISCAL YEAR (FY) 2015-16 AND IMPLEMENTING MINIMUM WAGE
Adoption of Resolution No. 15-5128 will ensure compliance with the State of
California's minimum wage law and implement similar salary adjustment for
employees in part-time classification that were comparable to salaries for
employee in full time classifications.
Administrative Services Director Hause announced a revision to Exhibit 1 of the
staff report.
Councilmember Man made a motion to adopt Resolution No. 15-5128
adopting salary ranges for unrepresented part-time classifications for FY 2015-
16 and implementing minimum wage with revision to Exhibit 1 (Part-Time
Hourly Salary Ranges). Seconded by Councilmember Fish and approved by
the following votes:

10. NEW BUSINESS
A. ADOPTION OF RESOLUTION NO. 15-5132, AUTHORIZING THE CITY OF
TEMPLE CITY TO WITHDRAW ITS MEMBERSHIP IN THE LOS ANGELES
REGIONAL INTEROPERABLE SYSTEM (LA-RICS) AUTHORITY AND TO
OPT-OUT OF THE LOS ANGELES RADIO INTEROPERABLE
COMMUNICATIONS SYSTEM JOINT POWERS AGREEMENT (JPA)
As a contract city, with first responder services provided by County Sheriff and
County Fire who will be utilizing the LA-RICS systems irrespective, our City's
limited secondary responder needs do not outweigh the uncertainty of the
costs associated with continued Membership.
City Manager Cook gave a brief overview on the Los Angeles Regional
Interoperable System Authority.
Public Safety Supervisor Ariizumi gave a brief summary of the staff report.
Mayor Chavez opened public comment. Hearing no request to speak, Mayor
Chavez closed public comment.
City Council commented and discussed regarding the option to opt-out of the
Los Angeles Radio Interoperable Communications System Joint Powers
Agreement.
Mayor Pro Tern Yu made a motion to adopt Resolution No. 15-5132,
exercising its option to opt-out of the Los Angeles Radio Interoperable
Communications System (LA-RICS) Joint Powers Agreement (JPA); and
directed the City Manager to issue a Notice of Opt-Out to the LA-RICS
Board of Directors. Seconded by Councilmember Man and approved by the
following votes:

Society.
Community Development Director Forbes gave a brief summary of the staff
report and answered City Council questions.

City Council discussed and commented on the purchase of animal control and
shelter services in the open market from San Gabriel Valley Humane Society.
Mayor Pro Tem Yu made a motion to approve the purchase of animal
control and shelter services in the open market from the San Gabriel Valley
Humane Society, in lieu of re-issuing a Request for Proposal. Seconded by

C. DISCUSSION ON SECTION 502(C) OF THE CITY'S CHARTER
PERTAINING TO CITY COUNCIL TERM LIMIT PROVISION
At the Regular City Council meeting of August 4, 2015, City Council directed
staff to prepare a report for City Council discussion on Section 502 (C) of the
City's Charter pertaining to City Council Term Limit provision.
City Clerk Kuo gave a brief summary of the staff report.
Mayor Chavez opened public comment.
Carl Blum, Temple City resident, spoke in favor of amending City's Charter to
extend City Council term limit.
Hearing no further request to speak, Mayor Chavez closed public comment.
City Council commented and discussed regarding City's Charter provision
pertaining to City Council term limit.
Jerry Jambazian, Temple City business owner, spoke in favor of amending
City's Charter to eliminate City Council term limit.
Mayor Pro Tem Yu made a motion to direct staff to take necessary actions

to add a measure on the November 8, 2016, Statewide General Election

12. UPDATE FROM CITY MANAGER
A. Water Conservation
City Manager Cook reported on a Cal Recycle seminar and California City
Management Seminar conference he attended. He also provided an update
on the City's preparation for dealing with upcoming El Nino and vehicle lease
with Enterprise.
B. Community Events
City Manager Cook announced upcoming city events: Mayor's Walk on
Saturday, November 21; Las Tunas Drive Study Session on Tuesday,
December 1; and Lights on Temple City on Friday, December 4.
13. UPDATE FROM CITY A HORNEY
A. Update on recent legislation-Grow Houses
City Attorney Vail provided an update on three recent bills adopted by state
legislature (i.e., Assembly Bill 243, 266 and Senate Bill 643) which addresses
medical marijuana regulations.

Mayor Pro Tem Yu reported on the standing committee's meeting on
November 6 and announced that City Council will have a study session
regarding Las Tunas Drive Project on December 1, 7 p.m., at Live Oak park.
E. FUTURE DEVELOPMENT OF CITY PROPERTIES STANDING COMMITTEE
(Mayor ProTem Yu and Councilmember Man)-Formed 2/18/2014
Councilmember Man reported on the standing committee's meeting on
November 6 regarding options for the use of 5800 Temple City Boulevard.
Staff will bring an item for City Council consideration at the December 15
meeting.

Councilmember Fish reported on the ad hoc committee's meeting on
November 17 with the Youth Committee Water Conservation Working Group.
She shared the initiatives the Youth Committee will be implementing to bring
awareness to the youth in the community.

Commented on the successful Veteran's Day Celebration.
B. COUNCILMEMBER MAN
Commented on the successful Veteran's Day Celebration. Reported on the
California Contract Cities Annual Conference he attended and shared the
discussion regarding cities' struggle dealing with storm water issues.
C. COUNCILMEMBER STERNQUIST
Reported on the California Contract Cities Annual Conference she attended
and shared the discussion regarding human trafficking and sex crimes of
minors. She also commented on the successful Veteran's Day Celebration
and shared that she will be meeting with County Supervisor regarding
revamping the children's section of the Temple City Library.
D. MAYOR PROTEM YU
Commented regarding storm water issues and the effects of El Nino. He
shared the County's effort to store storm water and for staff to explore
partnering with County on park projects. He also reported on the California
Contract Cities Annual Conference he attended and the discussion regarding
cities running out of gas tax money for road maintenance. He stated that the
City needs to be fiscally responsible and look for a way to fund the repaving of
roads citywide.
E. MAYOR CHAVEZ
1. Flood Insurance
Mayor Chavez expressed concern that the residents cannot purchase
flood insurance as the City is not a member of a certain federal

program. City Manager Cook shared that staff is looking into this issue
and will update City Council at the next regular meeting.
Mayor Chavez commented on a successful Veteran's Day Celebration.
He invited the public to "Walk with the Mayor and Councilmembers" on
Saturday, November 21. He also announced that six students were
selected for the Sister City Australia Student Exchange Program and
they will travel to Australia in July, 2016.
