Mayor Blum called the Special Meeting to order at 7:10a.m.

A. VIDA Program Update
Sergeant Miranda provided an overview of the Vital Intervention and
Directional Alternatives (VIDA) program.
Action: Received report.
B. Megan's Law Web-Site Accuracy
Sergeant Miranda provided information regarding the jurisdiction in charge of
maintaining the accuracy of the information on the Megan's Law website.
Action: Received report.
C. Post 4th of July Enforcement
Sergeant Miranda provided an update regarding service calls requested
regarding the use fireworks after the 4th of July.

D. Reasons for Increased Traffic Accidents in June
Sergeant Miranda provided an update regarding the increase in traffic
accidents in June.
Action: Received report.
E. Radar Trained Deputy Status
Sergeant Miranda provided an update regarding radar training for deputies.
Interim City Manager Penman discussed the possible funding request for a
deputy trained to use traffic speed radar during the mid-year budget review.
Mayor Blum requested to add an update regarding the potential hiring of a
deputy trained to use a traffic speed radar during a City Council meeting in
November 2014.

A. Sexual Predator Investigation
Sergeant Miranda provided an update regarding a sexual predator
investigation that occurred.
Action: Received report.
B. July 4th Fireworks Enforcement
Sergeant Miranda provided an update regarding 17 citations for the use of
illegal fireworks.
Mayor ProTem Chavez discussed the possible use of unmarked vehicles to
patrol the City during the night of the 4th of July.
Action: Received report.
C. Suspected Fraud Investigations
Sergeant Miranda provided an update regarding fraud investigations
conducted.

A. QUALITY OF LIFE
Received report.
Sergeant Miranda provided an update regarding sex offender registrants,
number of parolees, and number of probationers in the City.
B. OPERATIONS (PROBATION/PAROLE)
Sergeant Miranda provided an update regarding probation and burglary
operations that occurred in the City.
Councilmember Vizcarra arrived at 7:36a.m.
C. TRAFFIC ISSUES (SCHOOLS/OTHER)
Sergeant Miranda provided an update regarding the traffic issues and special
City operations that occurred in the City. Sergeant Miranda indicated that the
level of service provided by the Sheriff's department is dependent on the
severity of the issues.
D. CRIME AND TRAFFIC TRENDS
Sergeant Miranda provided an update regarding crime and traffic trends in the
City.
E. PUBLIC OUTREACH
Sergeant Miranda provided an update regarding the public outreach program
such as the Neighborhood Watch program.
Mayor Blum requested information regarding the influence the Neighborhood
Watch program has had in the reduction of crime.

Sergeant Miranda provided an update regarding notable arrests made in the
City.
