Mayor Blum called the City Council Regular Meeting to order at 7:30 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City

Natalie Scigliano, Temple City Youth Committee member, led those present in the
Pledge of Allegiance to the Flag.
5. PRESENTATIONS
A Pet of the Month
Cindy Rigney, President of the Board for the San Gabriel Valley Humane
Society, introduced the featured pet for the month "Sheba". Sheba is a female
Shiba lnu approximately two years old. Those interested in adopting her can call
the San Gabriel Valley Humane Society at (626) 286-1159.
B. Recognition of Youth Committee Members
Cathy Burroughs, Parks and Recreation Director, gave a brief introduction of the

outgoing and incoming committee members.
Mayor Blum and City Council presented letter of recognition to outgoing
committee members and certificate of appointments for incoming committee
members.
C. Chamber of Commerce Quarterly Update
Peter Choi, Chamber of Commerce (Chamber) President/CEO, gave a brief
update of the Chamber's activities for the last two weeks.

7. CONSENT CALENDAR
Mayor Blum abstained from voting on the approval of the Minutes of the City Council
Regular Meeting of August 19, 2014, as he was absent for this meeting.

Mayor Pro Tem Chavez made a motion to receive and file the Minutes of the
City Council Regular Meeting of August 19, 2014. Seconded by
Councilmember Yu and approved by the following votes:

B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS -
MEETING OF AUGUST 13,2014
The City Council is requested to review the Transportation and Public Safety
Commission actions of their meeting of August 13, 2014.

C. LEAGUE OF CALIFORNIA CITIES DIRECTION FOR VOTING DELEGATES

This year's League of California Cities General Assembly and business meeting
will be held during the annual conference on September 5, 2014 in Los
Angeles. The City Council has appointed Mayor Blum as the City's voting
delegate and Mayor Pro Tern Chavez as the alternate delegate. The City
Council is requested to direct the voting delegates to vote for the approval of
the League of California Cities resolution, "Illegal Marijuana Grow Site
Resolution."
Action: Directed the voting delegates to vote for the
approval of the League of California Cities
resolution.
D. ADOPTION OF RESOLUTION NO. 14-5025 APPROVAL OF PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 14-5025 authorizing
the payment of bills for Fiscal Year 2013-14.
Action: Adopted Resolution No. 14-5025.
E. ADOPTION OF RESOLUTION NO. 14-5026 APPROVAL OF PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 14-5026 authorizing
the payment of bills for Fiscal Year 2014-15.

9. UNFINISHED BUSINESS
A. SECOND READING AND ADOPTION OF ORDINANCE NO. 14-995
AMENDING SECTION 3-5D-9.D AND ADDING SECTION 3-5D-11 OF
ARTICLE A OF CHAPTER 5 OF TITLE 3 OF THE TEMPLE CITY MUNICIPAL
CODE (TCMC) RELATIVE TO DOGS IN PUBLIC PARKS
Currently, the City prohibits the entrance of any dog or domesticated animal
within City parks pursuant to Section 3-5D-9.D of the Temple City Municipal
Code. Adoption of Ordinance No. 14-995 will allow leashed dogs in certain
areas of the City's parks finalizing a recommendation from the recently adopted
Parks and Open Space Master Plan.
Parks and Recreation Director Burroughs gave a brief summary of the staff
report.

Mayor Blum opened public comment. Hearing no request to speak, Mayor
Blum closed public comment.
Mayor Pro Tem Chavez made a motion to waive further reading and adopt
Ordinance No. 14-995 amending Section 3-5D-9.D and adding Section 3-5D-11
of Article A of Chapter 5 of Title 3 of the Temple City Municipal Code.
Seconded by Councilmember Vizcarra and approved unanimously by the

A. PROPOSED DESIGN CONCEPTS FOR 5800 TEMPLE CITY BOULEVARD
The City Council is requested to select design concepts which will move forward
the property's reuse by providing direction on pending demolition activities, as
well as long-term actions for the site's future development and its function as a
local redevelopment catalyst.
Economic Development Manager/Assistant to the City Manager Haworth gave
a brief summary of the staff report.
David Goodale, Design Principal of Gonzalez and Goodale, gave an overview
of the proposed design concepts for 5800 Temple City Boulevard.
City Attorney Vail commented that if Council designates the site for park use, it
will be very difficult for the City to change the property from public recreational
to another use in the future.
Staff answered City Council questions.
Mayor Blum opened public comment. Hearing no request to speak, Mayor
Blum closed public comment.
Councilmember Vizcarra left the meeting at 8:57 p.m. and returned at 9:00 p.m.
City Council meeting recessed at 9:00 p.m. and reconvened at 9:09 p.m.
Councilmember Yu made a motion to approve Future Development of City
Properties Standing Committee's recommendation (i.e., Alternative 1 B) to
pursue an interim reuse of 5800 Temple City Boulevard which retains the site's
existing asphalt parking lot to provide 31 angled parking stalls, and razes the

former mortuary building to accommodate non-recreational (i.e., not a park)
drought tolerant demonstration landscaped frontage at the gateway corner with
a budget not to exceed $100,000; directed staff and the Future Development of
City Properties Standing Committee to come back within 90 days with
alternative financing opportunities and proposal of retail options; and bring back
to Council for approval a request to go out for bid the demolition of 5800 Temple
City Boulevard mortuary building. Seconded by Mayor Pro Tern Chavez and
unanimously carried by the following votes:

City Council directed staff to include request for funding to hire a real estate
consultant when submitting staff report requesting approval to reissue RFP for
demolition of 5800 Temple City Boulevard mortuary building.
B. SECOND AMENDMENT TO THE DIGITAL BILLBOARD ADVERTISING AND
AMORTIZATION AGREEMENT BETWEEN THE CITY OF TEMPLE CITY AND
TEMPLE CITY GATEWAY, LLC
City Council is requested to approve the Second Amendment which allows for
contractual language revisions that clarify expectations between both parties,
and temporarily delays installation of an architectural overhang sign for
purposes of continuing retail attraction efforts.
Economic Development Manager/Assistant to the City Manager Haworth gave
a brief summary of the staff report.
Pierre Delorenzo, Temple City Gateway, LLC., answered City Council
questions regarding which streetlight banners he is requesting to remove.
Jerry Jambazian, Temple City business owner, suggested installation of
ornamental iron monument on Rosemead Boulevard like the ones in downtown
Monrovia on Myrtle.
Councilmember Yu made a motion to approve the Second Amendment to the
Digital Billboard Advertising and Amortization Agreement between the City and
Temple City Gateway, LLC; authorize the Interim City Manager to execute said
amendment with Temple City Gateway, LLC; and allocate $15,000 in
Undesignated General Fund Balance for relocation of streetlight pursuant to
contractual terms.

Acting City Manager/Administrative Services Director Hause made the following
announcements: City's new website launched this past weekend with a user-friendly
design and customizable tools. Council will receive a formal report at its next meeting;
Citizen's Academy is back for its third class! Residents and business owners are
encouraged to enroll in this six-week program to learn more about City Hall.
Applications are due on September 26 with classes beginning on October 16. For
more information, visit www.templecity.us; Breast Cancer Awareness month with a
walk around Live Oak Park on October 1. The first 60 to register will receive a free
gift. More information on the event can be obtained from the City's website and at
Live Oak Park Annex; and finally, residents will receive the next issue of Temple City
Connect magazine in their mailboxes starting Monday, September 8.

Mayor Blum formed a City Manager Transition Ad Hoc Committee. Mayor Blum

Penman to bring the new City Manager, Bryan Cook, up to date with the projects in
