Mayor Chavez called the Regular City Council meeting to order at 7:32 p.m. 2. ROLLCALL PRESENT: ABSENT: ALSO PRESENT: 3. INVOCATION Councilmember-Fish, Man, Sternquist, Yu, Chavez Councilmember-None City Manager Cook, City Attorney Murphy, City Clerk Kuo, Assistant to the City Manager/Economic Development Manager Haworth, Administrative Services Director Hause, Parks and Recreation Director Burroughs, Community Development Director Forbes, and Executive Assistant to the City Manager Corella Pastor Jeffrey Chan, Golden West Baptist Church, provided the Invocation. 4. PLEDGE OF ALLEGIANCE Mayor Chavez led those present in the Pledge of Allegiance. 5. CEREMONIAL/PRESENTATIONS A. PRESENTATION-Pet of the Month Cindy Rigney, San Gabriel Valley Humane Society Shelter Board President, introduced the featured pet for the month "Thunderin Cloud", a 2 years old male cat. Those interested in adopting him can call the San Gabriel Valley Humane Society at (626) 286-1159. B. PRESENTATION-First Lutheran School Cardinal Cheerleaders First Lutheran School Cardinal Cheerleaders performed their cheer routine for the City Council and members of the audience. CONSENT CALENDAR Mayor Pro Tern Yu pulled item 7E for staff presentation. Councilmember Man made a motion to approve the remaining items on the consent calendar. APPROVAL OF MINUTES Fish, Man, Sternquist, Yu, Chavez None None The City Council is requested to review and approve: 1) Minutes of the Special City Council Meeting of April17, 2015; 2) Minutes of the Regular City Council Meeting of May 19, 2015; and 3) Minutes of the Special City Council Meeting of May 27, 2015. Action: Approved. B. PUBLIC ARTS COMMISSION ACTIONS-MEETING OF MAY 11, 2015 The City Council is requested to review the Public Arts Commission actions of their regular meeting of May 11, 2015. Action: Received and filed. C. PLANNING COMMISSION ACTIONS-MEETING OF MAY 26,2015 The City Council is requested to review the Planning Commission actions of their regular meeting of May 26, 2015. Action: Received and filed. D. ACCEPTANCE OF PROJECT COMPLETION FOR DEMOLITION ACTIVITIES AT 5800 TEMPLE CITY BOULEVARD Demolition activities are now complete and to the City Engineer's satisfaction. City Council Minutes June 2, 2015 Page 3 of 11 City Council is requested to take formal actions to close out the project and release final payment to the contractor. Action: 1) Accepted project completion for demolition of the former mortuary building at 5800 Temple City Boulevard, as performed by Unlimited Environmental, Inc. with a final contract amount of $35,000; and 2) Authorized the City Manager to file a Notice of Completion with the County of Los Angeles Registrar-Recorder and release the retention payment within 35 days thereafter. F. APPROVAL OF COST SHARING AGREEMENT FOR HARBOR WATERS TOXIC POLLUTANTS MONITORING Approval of an agreement with Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority (GWMA) will allow the City to share the costs and responsibilities of complying with the Harbor Waters Toxic Pollutants Total Maximum Daily Load with other responsible agencies. Action: Authorized the City Manager to enter into an agreement between the City and Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority for administration and cost sharing for installing monitoring equipment and ongoing monitoring of toxic pollutants as required by the California Regional Water Quality Control Board for the Dominguez Channel, Los Angeles Harbor, and Long Beach Harbor. G. FISCAL YEAR (FY) 2014-15 CITY BUDGET AMENDMENT RETROSPECTIVE PAYMENT TO CALIFORNIA JOINT POWERS INSURANCE AUTHORITY (CJPIA} Funding and payment to CJPIA for this retrospective adjustment is necessary to ensure the City remains in good standing with CJPIA. Action: Authorized staff to revise budgeted appropriations for FY 2014-15 City Budget in the amount of $122,089 for a retrospective payment to CJPIA. City Council Minutes June 2, 2015 Page 4 of 11 H. PETTY CASH REPORT The City Council is requested to review, receive and file the Petty Cash Report. Action: Received and filed report. I. ADOPTION OF RESOLUTION NO. 15-5090 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 15-5090 authorizing the payment of bills. Action: Adopted Resolution No. 15-5090. 8. PUBLIC HEARING -None 9. UNFINISHED BUSINESS A. FISCAL YEAR (FY) 2015-16 CITY BUDGET REVIEW Staff continued with the FY 2015-16 City Budget Study Session presentations. Administrative Services Director Hause demonstrated the use of Fiscal Diagnostic Tool to forecast future City budget by changing the City's revenues and expenditures. City Council received presentations from staff and commented on the proposed City Budget for FY 2015-16. City Council meeting recessed at 9:08p.m. and reconvened at 9:17p.m. with all City Council present. Staff answered City Council's questions regarding the Estimated Unassigned Fund Balance. Administrative Services Director Hause used the Fiscal Diagnostic Tool to demonstrate what the City Budget would look like based on changes to City's revenue and expenses over time. City Council directed staff to eliminate the unfunded staff positions (i.e., Public Safety and Services Manager and two part-time Management Analysts positions in the Communication's Office and Planning Department). B. APPROVAL OF VEHICLE LEASE AND MAINTENANCE PROGRAM City Council Minutes June 2, 2015 Page 5 of 11 Due to a limited capacity for the City to effectively develop and maintain a comprehensive vehicle maintenance and replacement program, contracting with EFM for the lease of City vehicles, maintenance and on-going replacement will ensure the City's vehicle operations are effective and cost efficient. Administrative Services Director Hause gave a brief summary of the staff report. City Council discussed and commented on the vehicle lease and maintenance program. Mayor Chavez opened public comment. Hearing no request to speak, Mayor Chavez closed public comment. Councilmember Sternquist made a motion to authorize the City Manager to enter into a Master Equity Lease Agreement with Enterprise FM Trust and related addendums for a vehicle lease and maintenance program. ADOPTION OF RESOLUTION NO. 15-5087 AMENDING CITY COUNCIL AND COMMISSIONER PROTOCOL City Council is requested to consider adoption of Resolution No. 15-5087 amending Section 5.2.1 0 "Campaign Contribution" of the City Council and Commissioner Protocol. Mayor Chavez gave a brief summary of the Rules and Protocols Review Ad Hoc Committee meeting in May. The Ad Hoc Committee reviewed all of the City Council and Commission protocol and their underlying purpose. The Ad Hoc Committee felt a discussion on the City Council Section 5.2.1 0 "Campaign Contribution" of the City Council and Commission Protocols was warranted. Mayor Chavez opened public comment. Hearing no request to speak, Mayor Chavez closed public comment. Councilmember Man made a motion to adopt Resolution No. 15-5087 amending City Council and Commissioner Protocol. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 15-1002 AMENDING SECTION 3-3A-30 OF THE TEMPLE CITY MUNICIPAL CODE TO REPEAL THE BLANKET PROHIBITION ON BACK-IN PARKING ON MUNICIPAL PARKING LOTS AND GRANT THE CITY COUNCIL THE AUTHORITY TO PROHIBIT BACK-IN PARKING WHERE DEEMED APPROPRIATE OR NECESSARY City Council is requested to adopt Ordinance No. 15-1002 to repeal the blanket prohibition on back-in parking and grant the City Council the Authority to prohibit back-in parking where deemed appropriate or necessary. Community Development Director Forbes gave a brief summary of the staff report. City Council discussed and commented on the proposed ordinance. Mayor Chavez opened public comment. Hearing no request to speak, Mayor Chavez closed public comment. Councilmember Sternquist made a motion to introduce Ordinance No. 15- 1002 for first reading by title only amending Section 3-3A-30 of the Temple City Municipal Code related to back-in parking; waive further reading of Ordinance No. 15-1002; and schedule the second reading of Ordinance No. 15-1002 for June 16, 2015. Seconded by Councilmember Fish and carried by the following votes: AYES: Councilmember: ABSTAINED: Councilmember: NOES: Councilmember: Fish, Man, Sternquist, Yu, Chavez None None C. PROPOSED MASTER FEE AND FINE SCHEDULE FOR FISCAL YEAR 2015- 16 Staff reviewed current fees and is proposing increases to existing fees and/or establishment of new fees to adequately defray the cost of providing the service. Community Development Director Forbes gave a brief overview of the proposed master fee and fine schedule for FY 2015-16. Parks and Recreation Director Burroughs answered City Council questions regarding proposed Parks and Recreation fees. City Council directed staff to analyze the fines and fees further and bring back recommendations for City Council's consideration at the next Regular City Council meeting on June 16, 2015. 11.
