CITY COUNCIL
MINUTES
MARCH 1, 1983
INITIATION:
ICALL TO OEDER:
Mayor Tyrell called the regular meeting of the City Council to order
at 7:30 p.m. on Tuesday, March 1, 1983, in the Council Chamber of the
City Hall.
2. The invocation was given by Reverend David Brinkley, Church of Christ
5272 North Sereno Drive.
3. The Pledge of Allegiance to the Flag was led by Mayor Tyrell.

and Recreation Director Kobett, Julie Estrada, Temple
City Times.
Councilman Atkins moved to approve Items A through H on the Consent
Calendar as recommended, seconded by Councilman Gillanders, and
carried.
A. APPROVAL OF MINUTES: Regular Meeting of February 15, 1983.
Approved as written.
B. RECOMMENDATION FROM PARKS AND RECREATION COMMISSION - Meeting of
February 16, 1983: REQUEST FOR RESERVED USE OF TENNIS COURTS -
TEMPLE CITY HIGH SCHOOL.
Approved recommendation from the Parks and Recreation Commission reserving
tennis courts for May 10 and 11 by the Temple City Unified School District
to conduct the Rio Hondo League Boys Tennis Prelims and Finals subject to
the required Certificate of Insurance.
C. PLANNING COMMISSION ACTION: Meeting of February 22, 1983.
Received and filed memo relating to action by the Planning Commission
at their regular meeting held February 22, 1983.
D. ACCEPTANCE OF BID: STREET NAME SIGN INSTALLATIONc
Accepted low bid from Traffic Operations in the sum of $7,426 for instal-
lation of street name signs and authorized Mayor and City Clerk to sign.
E. STREET IMPROVEMENTS - 1982/83 ANNUAL SIDEWALK PROJECT.
Approved plans and specifications for the construction of sidewalk im-
provements under the 1982 -83 Project:; approved the calendar of events;
found that the project is categorically exempt pursuant to California
Environmental Quality Act; authorized staff to advertise for bids; and
appropriated additional funds in the amount of $7,667 and amended the
adopted budget accordingly.
F. CLAIM FOR DAMAGES: Michael E. Tucker, 4810 Halifax Road.
Received claim of Michael Tricker regarding a motorcycle accident alleged
to have occurred at the intersection of Temple City Boulevard and Lower
Azusa Road, which was denied and referred Co JPIA.
G. RESOLUTION NO. 83 -2143: EMPLOYMENT OF PERSONNEL.
Adopted Resolution No. 83 -2143 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TEMPLE CITY APPOINTING PERSONNEL.
H. RESOLUTION NO. 33 -2144: WARRANTS AND DEMANDS,
Adopted Resolution No. 83 -2144 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY ALLOWING CLAMS AND DEMANDS IN THE SUM OF
$206,483,26 DEMAND NOS. 5336 TIIRU 5390.
6. UNFINISHED BUSINESS:
A. PUBLIC HEARING: 7:30 p.m. ORDINANCE NO. 83 -534 2nd reading ENACTINC
AN INTERIM ZONING ORDINANCE PURSUANT TO THE PROVISIONS OF SECTION
65858 OF THE CALIFORNIA GOVERNMENT CODE AMENDING PART XIV -A OF THE
ZONING CODE RELATING TO THE ZONING OF ADULT BUSINESSES,
City Manager Koski gave background information stating that Council at
their regular meeting of February 15, 1983, introduced an ordinance re-
lating to zoning of adult businesses and set public hearing for this
evening. The ordinance is an urgency ordinance which will be effective
for 45 days to allow the Planning Commission to hold a public hearing
and make their recommendations to City Council..
Mayor Tyrell declared the public hearing open and invited anyone wishing
to speak to come forward. There being no one come forward to speak,
Councilman Gillanders moved to close public hearing, seconded by Council-
man Atkins and carried.
City Attorney Martin read title to Ordinance No. 83 -534 ENACTING AN
INTERIM ZONING ORDINANCE PURSUANT TO THE PROVISIONS OF SECTION 65858 OF
THE CALIFORNIA GOVERNMENT CODE AMENDING PART XIV -A OF THE ZONING CODE
RELATING TO THE ZONING OF ADULT BUSINESSES. Councilman Atkins moved to
adopt and refer to Planning Commission, seconded by Councilman Gillanders
and carried.
B. PROPOSED ORDINANCE NO. 83 -535 ADDING A NEW SECTION 4609 TO THE
TEMPLE CITY MUNICIPAL CODE RELATING TO RESTRICTIONS ON SOLICITA- .
TIONS.
Pursuant to request from Council at their regular meeting of February
15, 1983, City Attorney Martin introduced Ordinance No. 83 -535 AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ADDING A NEW
SECTION 4609 TO THE TEMPLE CITY MUNICIPAL CODE RELATING TO RESTRICTIONS
ON SOLICITATIONS for first reading by title only. This ordinance per-
mits solicitations by all individuals from 9:00 a.m. to 8:00 p.m..
excepting anyone under the age of 13 must be accompanied by an adult
from sunset to 8:00 p.m.
Councilman Atkins moved to waive Further reading, seconded by Councilman
Swain and carried.

No one came-forward.
RECESS TO CRA:
At this time, Council recessed to meet as the Community Redevelopment.
Agency, all members being present, approved the minutes of the regular
meeting of February 15, 1983, and adopted resolution approving warrants
and demands.

Mr. Gillanders expressed concern regarding the vehicular parking in the
fire lane in CRA K -Mart parking lot and Ralph's /Thrifty parking lot and
requested that the Sheriff's Department continue the patrol and enforce-
ment of the illegal parking in the fire lanes and handicapped parking
areas. The minutes are set forth in full in the records of the agency.

11. MATTERS FROM CITY OFFICIALS:
A. LEAGUE OF CALIFORNIA CITIES PLANNING COMMISSIONERS INSTITUTE
March 2 -4, 1983.
Councilman Gillanders moved to approve Planning Commissioner Coolman's
attendance at the League of California Cities Planning Commissioners
Institute to be held in Monterey, March 2 -4, 1983, and authorized
necessary expenses, seconded .by Councilman Swain and carried.
B. GABRIEL'S MEN'S WEAR
City Manager Koski stated Gabriel's Men's Wear is scheduled to have
their grand opening on Saturday, March 5th at 10:00 a.m. and all
Councilmembers are invited to attend.
12. ADJOURNMENT:
On motion by Councilman Swain, seconded by Councilman Dennis, meeting
adjourned at 7:55 p.m. Next regular meeting of the City Council will
be held Tuesday, March 15, 1983, 7:30 p.m. in the Council Chamber of •
the City Hall.
