HomeMy Public PortalAbout15-8917 Enter into an Agreement w/Grace and Naeem Uddin Inc for the Phase 2 rehabilitation of the History City HallSponsored by: City Manager RESOLUTION NO. 15 -8917 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH GRACE AND NAEEM UDDIN, INC., FOR THE PHASE 2 REHABILITATION OF THE HISTORIC CITY HALKL BUILDINGS, IN AN AMOUNT NOT TO EXCEED ONE MILLION NINE HUNDRED FORTY SEVEN THOUSAND FOUR HUNDRED NINETY DOLLARS ($1,947,490.00)E OF $10,000, PAYABLE FROM ACCOUNT NUMBER 44- 541823, A BUDGETED ITEM; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the City Commission has authorized the rehabilitation of the Historic City Hall Building, a landmark in the Great City of Opa- locka, Florida; and WHEREAS, in response to the City's Request for Proposals (RFP), the liaison of Grace and Naeem Uddin, Inc., submitted the most responsive and responsible proposal and the City desires to award the Phase 2 contract for the Rehabilitation Project to Naeem Uddin, Inc. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa -locka authorizes the City Manager to enter into a contract with the firm of Grace and Naeem Uddin, Inc. for the Phase 2 Rehabilitation Project for the Historic City Hall Building, in an amount not to exceed $1,947,490.00, a budgeted item. Resolution No. 15 -8917 Section 3. This resolution shall take effect immediately upon adoption. The phase -2 scope includes the new interior walls and ceiling finishes; restroom renovations, replacement of exterior doors and windows, new interior doors, stucco repairs, wood detailing repairs and restoration, new lighting and electrical devices, new mechanical and plumbing systems, upgrade of fire alarm and fire protections systems, new roofing for entire complex and observation tower repairs and restoration, landscape improvements at courtyards and restoration of fountain along with restoration of existing historic finishes, light fixtures and historic details; new painting throughout. Analysis: The RFP was advertised for more than a month and it was broadcasted to 533 bidders by DemandStar website. A total of 12 bidders participated at the pre -bid meeting, and 23 bidders downloaded the RFP, but the City finally received only one (1) bid. Baker, City Manager Re: Rehabilitation of Historic Opa -Locka City Hall Building RFQ # 12- 0706100 AE Fee Proposal — Phase 1 Conditions Assessment / Report and Recommendations. Dear Mr. Baker: This is our REVISED proposal, based in -part on our negotiation meeting of November 6, 2012 our meeting of December 6, 2012 and information obtained this past month. This fee proposal assumes the City will engage Mary Means + Associates as your Programming and Planning Consultant. M.C. Harry and Associates will collaborate with this firm, but they will perform the bulk of the tasks as outlined in their agreement. M.C. Harry & Associates proposes to provide the services identified below for the Rehabilitation of Historic Opa Locka City Hall Building RFQ # 12- 0706100. I. GENERAL BACKGROUND: The Opa Locka City Hall is a historically significant building and is listed on the National Register of Historic Places. The building, featuring Morrish Revival Architecture, was completed in 1926 by architect Bernhardt E. Muller and was last restored in 1987. MCHany and Associates is presenting herewith a full service team to develop rehabilitation /restoration /enhancement program that will respect the building's unique history and original design. Historic City Hall has been unoccupied for several years and suffers a degree of damage from water intrusion, termite infestation and general neglect. MC Harry Associates has been engaged by the City to conduct an analysis of existing conditions and develop a program for complete restoration to be implemented in phases. Phase 1 shall include a complete conditions assessment, leading to a budget and work plan for implementation; FUTURE PHASES: Future phases of our services will be for Basic Services related to the development of the construction documents, assistance with obtaining permits, and construction administration of the subsequent restoration efforts as they are developed. We cannot provide the fees for this phase of the work at this time until we conclude the Condition Assessment. Each phase will have its own fee and schedule. The final 'use' of the Historic City Hall has not been determined, but we will assume that the building will continue to be used for public purposes, providing general meeting spaces and offices for the City, therefore the initial scope of the project will be as follows for Phase 1: SCOPE OF WORK The Phase 1 work shall be organized in four (4) tasks. These tasks are not necessarily sequential; and in -fact will be completed simultaneously. MCHarry has researched local archives and located many of the original drawings, but they are only available in photographic, non - scaled documents. We propose to develop existing condition drawings (site plan, floor plans, reflected ceiling plans, elevations, building sections) in Auto-CAD (DWG) for use as the base documentation. The following are the tasks required: We will visit the site with a team of architects to take field measurements of all building elements. We will develop CAD floor plans, roof plan, exterior elevations and sections of the existing building using a combination of the information from the archives, plus the measured data. Deliverables for this Task Auto-CAD (DWG); submitted in PDF format: site plan, floor plans, reflected ceiling plans, elevations, building sections. Fee /Compensation: $27,000.00 Task 3 — Collaborate with Planning + Programming Consultant. The City has or will engage Mary Means + Associates who will provide the City with Programming and Planning services designed to evaluate future uses of the building, and the possible impact those uses might have on the restoration scope. MCHarry will collaborate with the City staff and Mary Means + Associates to review the scope of the renovations/ restoration to build concurrency between the required scope, available budgets and expectations. We anticipate the following tasks leading to a consensus for the future use of the Opa- Locka City Hall. 1. Meetings with City staff and Mary Means + Associates to consider and outline potential future uses; and receive your input, ideas and thoughts for consideration. 2. MCHarry will develop conceptual floor plan and site graphics to graphically represent the various options for future use. 3. Attend Community Input Workshop (hosted by the City and organized by Mary Means + Associates) to present the concepts and ideas, and to encourage the community to participate in the planning. Deliverables for this Task Conceptual Plan Layouts of potential uses. Fee /Compensation: $12,360.00 OPTIONAL SERVICES: The above task anticipates one (1) community workshop. MCHarry will participate in additional community workshops for an additional fee of $2,000 per workshop.
