Driscoll, Town Manager Date: February 20, 2020 RE: Agenda Item—Informational Presentation As you recall, on March 12, 2019,the Honorable Town Council adopted twenty-nine (29) conceptual recommendations on the Fiscal Year 2020-2024 CIP. Conceptual recommendation#4 is as follows: • Proceed with the FYI proposed loan order for$900,000 for the Filippello Park field lights and scoreboard upgrades, subject to the condition that the Recreation Department shall hold community meetings to develop a design proposal and have one or more informational presentations to the Town Council. As a follow-up, Thomas J. Tracy, Town Auditor/Assistant Town Manager for Finance provided an update on the project at the February 18, 2020 Committee on Budget&Fiscal Oversight(BFO) meeting which was scheduled to develop recommendations on the Fiscal Year 2021-2025 Capital Improvement Program(see attached update and bid summary spreadsheet). Subsequent to that update,the BFO Committee determined it would be prudent to have an Informational Presentation on the project at the February 251h Town Council Meeting. I Therefore, given all of the above and a follow-up discussion with Town Council President Mark S. Sideris, I respectfully request an Informational Presentation on the Filippello Park field lights and scoreboard project be placed on the February 25, 2020 Town Council Agenda. TOWN MANAGER FOR FINANCE FILIPPELLO LIGHTING AND SCOREBOARD PROJECT FEBRUARY 18, 2020 BFO MEETING FY 17 to FY 21 CIP originally as$525,000 Grove St. side only for FY 18 Changed to $900,000 for both sides of the Park in the FY 18 to FY 22 still in FY 18 $900,000 Estimate came from Musco Lighting Company Two Community meetings were held on 9/24/18 and 7/23/19 During the community meetings the issue of light spillage into the adjoining neighborhoods was discussed and included from MUSCO that the design would have minimal impact. At that time, the Town also committed to apply for Dark Sky Compliance. CDM Smith provided an updated cost estimate of$1,319,831 in November of 2018. The CIP was not updated to reflect this price increase. No formal presentation in front of the full Town Council was held The Town went out to bid during late fall of 2019 with two add alternates. The two bid alternates were to include some walkway Wire Replacement and to replace walkway lighting fixtures with LED The Town received 6 responses to the RFP. The range of the six responders is from $1,200,000 to $1,760,000. CDM Smith has provided a contract administration proposal fee of$65,300 and we should include a contingency of at least 5%of$1,200,000. The low bidder, Dagle Construction, has agreed to hold their bid price until April 1, 2020. In January the Town applied for Dark Sky certification on the project. We received Phase one certification from DARK Sky for the design of this project on February 5, 2020. Phase 2 and final certification entails an on-site visitation once the project is completed. The project includes fencing replacement of the backstop and in front of the player dugouts. It does not include any fencing replacement for the exterior tall fencing from Arlington St to behind the building in the middle of the park. We did receive a $36,000 estimate for this replacement and installation but it did not include the tree work that would most likely be needed. Before we move forward on any fence replacement and tree work it would be our expectation that we would wait for the new forestry supervisor to weigh in.
