TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY
MINUTES
MARCH 1, 1994
INITIATION:
1. CALL TO ORDER:
Pursuant to the Agenda posted February 25, 1994, Chairman Manning called the meeting of the
Temple City Redevelopment Agency to order at 8:54 p.m. on Tuesday, March 1, 1994.
2. ROLL CALL:
PRESENT: Member- Breazeal, McGowan, Wilson, Budds and Manning
ALSO PRESENT: Executive Director Ovrom and General Counsel Martin
3. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAR: NONE
4. CONSENT CALENDAR:
Mr. Breazeal requested removal of Item 4.B. Mrs. Wilson moved to approve the remainder of the
Consent Calendar as presented, seconded by Mr. Budds and unanimously carried, with Mr.
Breazeal and Mrs. Wilson abstaining on Item 4.A.
A. APPROVAL OF MINUTES - Regular meeting of February 15, 1994
Approved the minutes from the regular meeting of February 15, 1994, as submitted.
C. RESOLUTION NO. CRA 94 -537: WARRANTS & DEMANDS
Adopted Resolution No. CRA 94 -537 allowing claims and demands in the amount of
$4,928.50.
B. APPROVAL OF AGREEMENT: APPRAISAL SERVICES, OTIS E. HACKETT &
ASSOCIATES -
Mr. Breazeal questioned why an appraisal is necessary if the land sale is uncontested and
asked if stab had contacted the property owners of the center.
Mr. Sims explained that an independent appraisal will protect the interest of the Agency,
ensuring the fair market value of the property is established properly. The existing
contract with the property owners requires the Agency to offer the property to them upon
retirement of the bonds. The five property owners within the shopping center are doing
individual analyses.
Mr. Breazeal asked if the appraisal could be treated similar to the EIR. In preparation
for an EIR, staff solicits bids from qualified firms; selects a firm and the interested party
pays for the EIR.
Mr. Dawson said the appraisal is different and typically an EIR is part of an application
and the application is not considered complete until the EIR is performed.
Mr. Breazeal moved to approve the agreement for appraisal services with Otis E. Hackett
& Associates; authorize the Chairman to sign and amend the 1993 -94 Budget accordingly,
seconded by Mrs. Wilson and unanimously carried.

At 9:00 p.m., it was moved, seconded and unanimously carried to adjourn. The next regular
meeting of the Temple City Community Redevelopment Agency will be held on Tuesday, March 15,
1994.
