Consultant firm and what they could do for the Village. On motion of
Mrs. Antiles, seconded by Mr. McKeehan and voted, Long Associates was
hired to do a salary and personnel study for Bal Harbour.
The council reviewed the proposed budgets and considered the transfer
of functions formerly charged to the Tourism Department, which will
now be charged to the General Fund. Also considered was the proposed tax
increase which will produce 5.3% more revenue.
Mr. Kelly explained that the village isfinancially sound and there
is money available for projects the council wants. The Purchasing
Function that was recommended by the auditors and him last year has been
set up and is working fine. Mr. Maley pointed out that the budget does
not provide for renovation of the garage building behind the village hall.
He suggested that this be considered after the Public Works building is
completed and functioning. Mr. Maley also called attention to the fact
that the Sewer Department would now be self funded by raising the sewer
charges now in effect by 50%.
The Village Clerk read proposed ordinances adopting the budgets for
the General Fund, Water Department, Sewer Department, and Department of
Tourism by title. On motion of Mr. Taplin, seconded by Mr. McKeehan
and voted the ordinances were passed on first reading. On motion of Mr.
McKeehan, seconded by Mrs. Antiles and voted the tentative tax rate
was set at 3.78 mills.
Mr. Sherman announced that the next Budget Hearing would be held
on Wednesday, September 12, 1984 at 5:00 P.M.
On motion of Mr. McKeehan, seconded by Mr. Laikin and voted the
meeting was adjourned at 6:10 P.M.

BUDGET HEARING
September 12, 1984
The final Public Hearing on the proposed 1984-85 proposed budgets
was held at 5:00 P.M. on Wednesday, September 12, 1984 in the Village Hall.
September 12, 1984
Present: Mrs. Antiles, and Messrs. Laikin, McKeehan and Taplin
Absent: Mr. Sherman
Also present was Mary Wetterer, Village Clerk
Mr. Taplin asked if there were any comments on the proposed
budgets. The council said they had no comments and there were none from
the audience. The Village Clerk then read for the proposed ordinances by
title only. On motion of Mr. Laikin, seconded by Mrs. Antiles and voted
the General Fund budget was adopted. On motion of Mr. McKeehan, seconded
by Mrs. Antiles and voted the Water Department budget was adopted. On
motion of Mr. Laikin, seconded Mr. McKeehan and voted the Sewer Depart-
ment budget was adopted. On motion of Mr. McKeehan, seconded by Mr. Laikin
and voted the Department of Tourism budget was adopted.
The Village Clerk read
Resolution No. 290
setting the 1984 millage at 3.780 mills. On motion of Mr. McKeehan, seconded
by Mrs. Antiles and voted the Resolution was adopted.
On motion of Mrs. Antiles, seconded by Mr.Keehan and voted the
meeting was adjourned at 5:10 P.M.

The Council of Bal Harbour Village met Tuesday, September 25, 1984
at 9:30 A. M. in the Village Hall.
Present: Mrs. Antiles and Messrs. Laikin, Sherman and Taplin
Absent: Mr. McKeehan
Also present were Fred Maley, Village Manager; Mary Wetterer, Village
Clerk and Alan Gold, Village Attorney.
On motion of Mrs. Antiles, seconded by Mr. Taplin and voted the minutes
of August 28, 1984 and the Budget Hearings of August 29 and September 12,
1984 were approved as submitted.
Mr. Maley said that he had interviewed three graphics consultants
and had proposals from two. Harold Malt submitted a price of $12,000
and Gart Urban, $8,600. The council discussed the qualifications of both
