CITY OF MEDINA
RESOLUTION NO.97-29
RESOLUTION GRANTING A CONDITIONAL USE PERMIT TO
SUBURBAN HENNEPIN REGIONAL PARK DISTRICT FOR AN
OUTDOOR EDUCATIONAL FACILITY
WHEREAS, the Suburban Hennepin Regional Park District (the "Applicant"), which owns
and operates Baker Regional Park, has requested permission to construct an outdoor educational
facility on park property south of Co. Rd. 24, west of Homestead Trail and east of the Ranger facility;
and
WHEREAS, the proposed outdoor educational facility will consist of a main lodge with eight
log cabins and parking for 40 cars; and
WHEREAS, the city's zoning ordinance requires that a Conditional Use Permit be granted
prior to the Applicant being able to construct the proposed facility; and
WHEREAS, this matter was reviewed by the planning commission at its meeting on June 10,
1997 and by the city council at its meeting on July 1, 1997; and
WHEREAS, it has been determined that the Applicant's use of the property as proposed will
not adversely affect the use or development of adjacent properties for purposes for which they are
zoned.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MEDINA, MINNESOTA, that a Conditional Use Permit be granted to the Applicant to conduct
the outdoor educational facility, subject to the following terms and conditions:
1. The fire and emergency access to the facility must be acceptable to the fire department
and city staff,
2. A security gate must be constructed on the access road 275 feet from Co. Rd. 24;
3. During construction of the facility, four-way stop signs must be posted at all trail
crossings in the vicinity;
4. All junk and debris in the area of the proposed facility must be cleaned up and removed
from site before occupancy is permitted,
5. The proposed site must be developed in accordance with the approved building and
site plans and in accordance with the building and fire codes. If the Applicant wishes to make any
changes to the plans after approval which will be significant, in the opinion of the city staff, the
Applicant must return to the planning commission for further review;
6. The city recommends that the eight individual cabins be named for early settlers of this
area,

7. The parking and drop off areas and the service drive must be paved to a design
approved by the city engineer unless gravel limestone meets the state ADA requirements;
8. The first 150 feet of the driveway from Co. Rd. 24 must be paved to a nine ton
standard, 26 feet in width;
9. All other driveways or accesses must be constructed to a design standard acceptable to
the city engineer;
10. The primary and alternate septic sites must be located and protected by a fence before
and during construction of the facility;
11. The Applicant must obtain the approval of the Minnehaha Creek Watershed District
for the facility;
12. The site must be inspected by the Maple Plain Fire Department and city staff for
approved accessibility for emergencies;
13. All exterior lighting must be designed and installed so that the globe is recessed and
enclosed on all sides except the bottom and that no light is cast directly on any other property or right-
of-way;
14. All areas of buildings must meet ADA requirements and be accessible to the disabled
unless the Applicant receives an exemption from the state;
15. A stop sign must be provided on the access road at Co. Rd. 24; and
16. The Applicant must pay to the city an administrative fee in an amount sufficient to
reimburse the city for the cost of reviewing this application.

upon vote being taken thereon, the following voted in favor thereof

Whereupon said resolution was declared duly passed and adopted.
