CITY COUNCIL
MINUTES
APRIL 5, 1983
INITIATION:
1. CALL TO ORDER:
Mayor Tyrell called the regular meeting of the City Council to order
at 7:30 p.m. on Tuesday, April 5, 1983, in the Council Chamber of the
City Hall.
2. The invocation was given by Reverend Albert Frederico, Seventh Day
Adventist Church, 9664 East Broadway.
3. The Pledge of Allegiance to the Flag was led by Mayor Tyrell.
4. ROLL CALL:
Present: Councilmen- Atkins, Dennis, Gillanders, Swain, Tyrell
Absent: Councilmen -None
Also Present: City Manager Koski, City Attorney Martin, Assistant
City Manager Kimbrough, Parks and Recreation Director
Kobett, Julie Estrada, Temple City Times, and David
Gero, the Pacesetter.
At this time Mayor Tyrell presented to Roger Lockie, Chairman of the Perform-
ing Arts Department at Temple City High School, a Certificate of Recognition
for the fine professional performance of "Hello Dolly" as well as the other
outstanding productions of the past years.

4r. Lockie introduced Drama Director, Bill Shaw, thanked the Council, and
tated it was the support of the parents, school board, and outstanding
upport of the children that has made these productions possible.
5. CONSENT CALENDAR:
Councilman Atkins requested that Item 5. H be removed from the Consent
Calendar.
On motion by Councilman Atkins and seconded by Councilman Gillanders
all other items on the Consent Calendar were unanimously approved as
recommended.
A. APPROVAL OF MINUTES - Regular Meeting March 15, 1983
Approved as written.
B. RECOMMENDATIONS FROM PARKS AND RECREATION COMMISSION - Meeting of
March 16, 1983
(1) REQUEST FOR USE OF LIVE OAK PARK - TEMPLE CITY YMCA
Approved use of Live Oak Park on May 22, 1983, by the YMCA Indian
Guides for the purpose of bringing the activities of the Indian
Guides to the public's attention, subject to the required Certifi-
cate of Insurance.
(2) REQUEST FOR USE OF LIVE OAK PARK - TEMPLE CITY YOUTH FOOTBALL
Approved use of Live Oak Park by the Temple City Youth Football
for little league practice and the use of the concession stand
during their football season from August 8 through December 2,
1983, subject to the required Certificate of Insurance.
(3) REQUEST FOR USE OF FACILITIES AT LIVE OAK PARK - SEQUOIA
UNION SCHOOL DISTRICT
Approved use of Live Oak Park for May 4 -6, 1983, by the Sequoia
Union School District for a field trip subject to the usual Certi-
ficate of Insurance.

C. RECOMMENDATIONS FROM PLANNING COMMISSION - Meeting of March 22, 1983
(1) PROPOSED AMENDMENT TO THE ZONING CODE RELATING TO THE ZONING OF
ADULT BUSINESSES
Set public hearing for April 19, 1983, to extend interim Ordinance
No. 83 -534 for 60 days and also set public hearing for the same date
to consider proposed amendment to the Zoning Code relating to the
zoning of adult businesses.
(2) PLANNING COMMISSION ACTION
Received and filed memo from Planning Commission relating to action
taken at their regular meeting held March 22, 1983.
(3) PLANNING DEPARTMENT FEE SCHEDULE
Set public hearing for May 3, 1933, to consider the proposed re-
visions and updating of the fee schedule.
D. SUMMER YOUTH EMPLOYMENT PROGRAM
Authorized staff to implement the Summer Youth Employment Program,
approved the budget adjustment in the amount of $144, and appro-
priated $624 in the 1983 -84 fiscal budget accordingly.
E. SET PUBLIC HEARING: STREET LIGHTING; IMPROVEMENTS - RANCHO REAL
ROAD, SULTANA AVENUE TO LOMA AVENUE (Pursuant to Chapter 27,
Streets and Highways Code)
Accepted petition requesting installation of street lights, adopted
Resolution No. 83 -2148 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TEMPLE CITY DECLARING ITS INTENTION TO CAUSE CONSTRUCTION OF CER-
TAIN IMPROVEMENTS PURSUANT TO THE PROVISIONS OF SECTION 5870, ET.
SEQ., OF THE STREETS AND HIGHWAYS CODE OF THE STATE OF CALIFORNIA,
and set public hearing for May 3, 1983.
F. ACCEPTANCE OF BID: STREET IMPROVEMENTS - GOLDEN WEST ET AL
Annual Sidewalk Program FY 1982 -83
Accepted low bid from Josip Kovac in the amount of $22,444 for con-
struction of sidewalks in specified areas and authorized Mayor and
City Clerk to sign.
G. ACCEPTANCE OF WORK: STREET LIGHTING CONVERSION, PHASE II -
TEMPLE CITY BOULEVARD, LIVE OAK TO GARIBALDI AVENUE
Accepted work erformed pursuant to contract; authorized payment in
the amount of $13,200; authorized filing Notice of Completion, and
release of 10% retention at the end of the 35 -day lien period.
I. RESOLUTION NO. 83 -2150: EMPLOYMENT OF PERSONNEL
Adopted Resolution No. 83 -2150 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY APPOINTING PERSONNEL
J. RESOLUTION NO. 83 -2151: WARRANTS AND DEMANDS
Adopted Resolution No. 33 -2151 A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM.
OF $165,767.84 DEMAND NOS. 5457 THRU 5546
K. EXTENSION OF COMMUNITY DISPOSAL EXCLUSIVE FRANCHISE
Granted extension of Community Disposal exclusive Franchise Agree-
ment to 1990 and an additional contract extension to the year 2000;
instructed the City Attorney to prepare a new franchise agreement;
and, authorized the Mayor and City Clerk to execute the agreement.

CONSENT CALENDAR ITEM H. RESOLUTION NO. 83 -2149: APPROVE THE
DESTRUCTION OF CERTAIN CITY RECORDS
Councilman Atkins expressed concern regarding the destruction of public
nuisance records prior to 1978 since some of the history of the public
nuisance cases would not be available to substantiate facts which might
be needed.
Councilman Atkins moved to adopt Resolution No. 83 -2149 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPROVING THE DESTRUC-
TION OF CERTAIN CITY RECORDS with the exception of the Planning Depart-
ment's "Public Nuisance material prior to 1978" which will be retained,
seconded by Councilman Swain and unanimously carried.
9 TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Donna Ross of the Ladies' Auxiliary of the Fleet Reserve Association,
San Gabriel Valley Unit 85, stated their organization would like to
donate an American Flag to the "Tot's Recreation Class" at Live Oak
Park, and if possible would like one of the council members present
when the presentation is made. Mayor Tvrell thanked the Ladies's
Auxiliary for their donation and requested staff to coordinate with
the Ladies' Auxiliary a convenient time for the presentation.
RECESS TO CRA:
At this time, Council recessed to meet as the Community Redevelopment
Agency, all members being present, approved the minutes of the regular
meeting of March 15, 1983, and adopted resolution approving warrants and
demands. The minutes are set forth in full in the records of the Agency.

There was no action to be taken.
11. MATTERS FROM CITY OFFICIALS:
A. Request for Transfer of Funds - Purchase of Additional Typewriter
for City Hall.
Councilman Gillanders moved to approve the purchase of an IBM
Selectric III Correcting Typewriter, and authorized the transfer
of funds in the sum of $980 from the reserve account 2384 to
account 1285, seconded by Councilman Atkins and unanimously
carried.
B. Request to attend California Municipal Treasurer's Association
Annual Seminar - Newport Beach, April 19 -22
Councilman Atkins moved to approve the City Treasurer's attendance
to the California Municipal Treasurers Association Annual Seminar
in Newport Beach, April 19 -22, 1983, and authorized the necessary
expenses, seconded by Councilman Gillanders, and unanimously
carried.
C California Contract Cities 24th Annual Municipal Seminar
Palm Springs, May 19 -22, 1983
Councilman Swain moved to approve the City Officials attendance at
the California Contract Cities annual Municipal Seminar in Palm
Springs, May 19 -22, 1983, and authorized the necessary expenses,
seconded by Councilman Atkins, and unanimously carried.

11. D. Offers of Donation
Councilman Gillanders moved to accept with appreciation the $50
donation of Madeline Jacobs to be used for animal control, seconded
by Councilman Atkins, and unanimously carried.
Councilman Swain moved to accept with appreciation the $15 donation
from the Junior Woman's Club to be used in support of the Easter
week activities, seconded by Councilman Gillanders, and unanimously
carried.
E. Councilman Gillanders commented on the improvement in the new
street name signs; particularly, at nighttime, they -can be seen --
from approximately 200 feet away.
F. Councilman Atkins stated he has noted the new format on Channel 55
Cable TV and asked City Manager Koski to thank his staff for a
job well done.
Councilman Atkins also directed the Council's attention to the
San Gabriel Valley Association of Cities General Membership Meet-
ing on April 21st which will be held at the Tournament House
(former Wrigley mansion) followed by a tour of Tournament House.
Spouses and teen -age family members are also invited, but reserva-
tions are mandatory.
G. Mayor Tyrell received a request from the State Military Reserve
to proclaim May 21st as Armed Forces Day and with Council's con-
currence instructed staff to prepare the proclamation.
12. ADJOURNMENT:
On motion by Councilman Dennis, seconded by Councilman Swain, meeting
adjourned at 7:55 p.m. Next regular meeting of the City Council will
be heard Tuesday, April 19, 1933, 7:30 p.m. in the Council Chamber of
the City Hall.
