This management plan outline includes, among others, the items discussed during the Village Beach Task Force meeting on November 7, 1996. The outline of each plan element is summarized as follows: 1. Existing Beach Performance: Historic beach survey data along the entire Key Biscayne island, reports and studies will be compiled and analyzed to determine the performance of the Key Biscayne( beac1iirio and subsequent to the Village's 1987 beach nourishment „ Q project. The erosion rate along the Key Biscayne beach between 1987 and 1996 will be G�" identified. The most critical eroding area along the Village shoreline will be identified, r/,'"'"" �j r and an analysis will be conducted to determine the corrective measures that need to be taken in order to reduce the rapid erosion along this critical area. 2. Future Beach Needs: Based on the understanding of historic beach performance and erosion trend occurred along the Village beach, the amount of sand required to maintain the Village's beach at its 1987 design template for the next 50 years will be identified. The frequency and sand quantity ofgach beach renourishment project within the 50 -years time span will be determined. The designed template of the beach renourishment project along the Village shoreline will be presented. Costs for each beach renourishment project will be identified considering various sand sources. 3. Sand Source Evaluation: Viable sand sources will be identified to meet the needs of the Village beach for future beach renourishment projects for the next 50 years. Closely working with the U.S. Army Corps of Engineers (COE), the quantity and compatibility of sand in the offshore borrow sites at Government Cut and Key Biscayne will be explored. Other available sand sources including upland and the Bahamaswill also be evaluated for the expected performance and estimated cost. Funding Processes: Funding availability from the U.S. Army Corps of Engineers, the State of Florida and Dade County for implementation of the beach renourishment project will be evaluated. The feasibility of federal participation in funding for the beach project under the provisions of Section 103 will be explored. Coordination with DERM will be made to include the beach renourishment project in the Dade County funding application to the State. The processes and time required for obtaining the federal, state and/or 1 •1 L' _.711.f county funding will be identified. The deadlines for funding applications to various regulatory agencies will be identified and incorporated into the 10 -year beach management plan schedule. The amount of funding available from various agencies will also be presented. 5. Beach Maintenance, Landscaping and Public Education: Beach maintenance practice alternatives will be presented and evaluated. An optimum beach maintenance plan will be recommended and presented to the Village for approval and adoption. The Village proposed dune landscaping and beach walkway plan will be evaluated and incorporated into this beach management plan. Public education relative to the adopted beach maintenance plan will be addressed. Possible fundings from the State Coastal Management Plan for public education in beach management issues will be explored. fe r?
