CALL TO ORDER: Pursuant to the Agenda posted September 1, 1994, Vice Chairman Breazeal called the meeting of the Temple City Redevelopment Agency to order at 8:10 p.m. on Tuesday, September 6, 1994. 2. ROLL CALL: PRESENT: Member - Gillanders, Souder, Wilson and Breazeal ABSENT: Member -Budds ALSO PRESENT: Executive Director Riley, General Counsel Martin, Special Counsel Parrington and Assistant Executive Director Dawson Vice Chairman Breazeal moved to excuse Chairman Budds for cause, seconded by Mrs. Wilson and unanimously carried. 3. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: NONE 4. CONSENT CALENDAR: Mr. Souder moved to approve the Consent Calendar as presented, seconded by Mr. Gillanders and ,unanimously carried. A. APPROVAL OF MINUTES - Regular meeting of August 16, 1994 Approved the minutes from the regular meeting of August 16, 1994, as submitted. B. RESOLUTION NO. CRA 94 -555: WARRANTS & DEMANDS Adopted Resolution No. CRA 94 -555 allowing claims and demands in the amount of $289,621.10. 5. UNFINISHED BUSINESS: NONE 6. NEW BUSINESS: A. SALE OF PARKING LOT WITHIN BLOCK "B" OF THE ROSEMEAD BOULEVARD REDEVELOPMENT PROJECT AREA - Special Counsel Parrington presented the background information as outlined in the staff report dated September 6, 1994. Mr. Gillanders asked why the assessment was so low. Special Counsel Parrington explained that the parking lot was part of a financing mechanism so that when the bonds were paid off, the pads would be conveyed to the adjoining owners based on a formula in which no charge could be made and no value taken into account at the time of sale. The required value is $1,000. Mr. Souder said the most the Agency can get from the sale is $125,000 and asked if the Agency had to sell the parcels. Mayor Pro Tem Breazeal said once the bonds were paid off the Agency must sell the parcels. Agency Minutes, September 6, 1994 Page 2 Special Counsel Parrington explained that the agreement was the Agency would lease the parking lot to the property owners and the lease payments would defray the cost of the purchase price. He agreed the value of the property has increased, but the value was set at the time the agreement was signed. Mr. Souder asked what would happen if five property owners agreed to purchase the lots and one property owner chose not to purchase. Special Counsel Parrington said the Agency would continue to own. the one lot. The adjoining property owners would have use of the lot under the Reciprocal Easement Agreement and those property owners would be responsible for the maintenance of all of the lots. Vice Chairman Breazeal asked what happens if the companies do not wish to purchase the parcels. Special Counsel Parrington said the Agency will have a parcel free and clear of restrictions with the present value of zero. Vice Chairman Breazeal asked if the resolution could be worded to be all encompassing so that the Council does not have to review each sale. Special Counsel Farrington said the intent was to authorize the City Manager to carry out the conveyance of all properties. Mr. Souder asked if the city would continue maintaining the property. Special Counsel Parrington said there is a proposed management agreement; once all the signatures have been obtained the agreement will be turned over to a management company. Councilmember Souder moved to adopt Resolution No. CRA 94 -556, A RESOLUTION OF THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY APPROVING THE SALE OF REAL PROPERTY BY THE AGENCY PURSUANT TO CERTAIN OPTION AGREEMENTS, seconded by Councilmember Wilson and unanimously carried. 7. COMMUNICATIONS: NONE 8. MATTERS FROM AGENCY MEMBERS: NONE 9. ADJOURNMENT: At 8:22 p.m., it was moved, seconded and unanimously carried to adjourn.
