AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A PRELIMINARY
PUD PLAN FOR PROPERTY ADDRESSED AS 3507 AMAZONAS DRIVE; DESCRIBED AS
PART OF THE SOUTHEAST QUARTER OF SECTION 4, TOWNSHIP 44 NORTH, RANGE 12
WEST, JEFFERSON CITY, COLE COUNTY, MISSOURI.
WHEREAS, Jefferson City Area YMCA, owner of the real estate hereinafter described, having
submitted to the City Council a Preliminary PUD Plan of said real estate, being
located in Jefferson City, Cole County, Missouri, and more particularly described as
follows: Part of the Southeast Quarter of Section 4, Township 44 North, Range 12
West, in the City of Jefferson, Cole County, Missouri, more particularly described as
follows: From the southeast corner of said Section 4; thence S86019'W, along the
Section Line, 1788.03 feet to the southeast corner of a tract of land described in
Quit Claim Deed of record in Book 240, page 939, Cole County Recorder's Office;
thence NO3°43'31"W, along said easterly line of said tract and along the easterly
line of another tract described by deed of record in Book 240, page 938, Cole
County Recorder's Office, 700.95 feet to the northeasterly corner of said tract in
Book 240, page 938; thence S86 014'26"W, along the northerly line of said tract in
Book 240, page 938, 260.00 feet to the westerly right-of-way line of ALAMEDA
DRIVE and the POINT OF BEGINNING for this description; thence continuing

WHEREAS, it appears that the procedures set forth in the zoning code relating to zoning have in
all matters been complied with, as said property owner submitted to the Planning
and Zoning Commission and City Council a Preliminary PUD Plan for the above
referenced property.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SECTION 1. The Preliminary limin e ary PUD Plan submitted by Central Missouri Professional
Services, Consultant, on file as Case No. P08034 in the Jefferson City Planning Division is hereby
approved for the above land referenced herein.
SECTION 2. The underlying zoning district, for the purpose of determining allowed uses is
hereby established as C-1 Neighborhood Commercial.
SECTION 3. Common Areas and Public Land. No common areas are proposed and no
lands are dedicated to public use with this PUD Plan.

• SECTION 4. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

• Jefferson City Area YMCA, property owner, Craig Lammers, authorized representative, for
approval of a Preliminary PUD Plan to construct a single story building with walk-out basement
containing 28,050 square feet and parking lot with 82 spaces. The proposed use is for a wellness
center. The property is zoned PUD Planned Unit Development and is located southwest of the
intersection of Alameda Drive and Amazonas Drive. The property is described as: Part of the
Southeast Quarter of Section 4, Township 44 North, Range 12 West, Jefferson City, Cole County,
Missouri, containing 2.67 acres (Central Missouri Professional Services, Consultant).
Mr. Barron explained that the subject property is located on the corner of Amazonas and
Alameda Drive and is currently vacant. He stated that the YMCA is proposing to construct a wellness
center and parking lot.
Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding
this request. Mr. Bates distributed a reduced copy of the site plan and a site plan superimposed on
aerial photography. He explained that access is provided off of Amazonas and Alameda Drive. Mr.
Bates stated that the proposed development is a two story building with a lower level walkout
basement. He explained that construction is slated to start in late winter or early spring.
No one spoke in opposition to this request. No correspondence was received in opposition or in
favor of this request.
Mr. Barron gave the Planning Division staff report and explained that the Preliminary PUD Plan
proposes 82 parking spaces, which exceeds the total parking requirement of 64 spaces. He stated
that the underlying zoning district is proposed as C-1 Neighborhood Commercial for the purpose of
determining allowed uses. Mr. Barron explained that the Preliminary PUD Plan shows two monument
style signs and one building mounted sign. He stated. that a five (5) foot sidewalk is shown along
• Amazonas Drive, however no sidewalk is indicated along Alameda Drive due to future development
plans that may involve the vacation of this section of Alameda Drive.

Mr. Wade gave the Engineering Division staff report and explained that infrastructure exists in the
• vicinity. He stated that stormwater detention is not proposed with the preliminary plan, however,
stormwater calculations will be necessary before and after development to ensure that the capacity of
the existing enclosed system is not exceeded. Mr. Wade explained that the proposed development
will be served by an existing sanitary sewer main running through the site. He stated that fire hydrant
and street light facilities exist along Amazonas and Alameda Drive.
Mr. Bates stated that he concurs with staff comments and recommendations.
Mr. Nunn moved and Mr. Lake seconded to recommend approval of the Preliminary PUD plan for
3507 Amazonas Drive to the City Council, subject to the following conditions:
1. The underlying zoning district shall be established as C-1 Neighborhood Commercial for the
purpose of determining allowed uses.
2. Compliance with the recommendations and technical corrections of the Engineering Division.
The motion passed 7-0 with the following votes:

JEFFERSON CITY AREA YMCA-WEST FACILITY
3507 Amazonas Drive

(a.) The project proposes to construct a wellness center on 2.67 acres at the southwest
corner of Amazonas and Alameda Drives. The facility use will include
administrative offices, restrooms, locker rooms, fitness areas and a childcare area
for users of the fitness center. The first floor will be accessed from an adjoining
82 car parking lot. Total finished area of the first floor is 18,257 sq. ft. A partial
lower level of 9,793 sq. ft. will be used for incidental storage. FAR is 24%.
Sidewalks will be provided along Amazonas. The City master plan states that a
greenway trail system could be provided at the rear of the property. The building
will be constructed of glass, brick veneer, painted CMU and an aluminum coping
and canopy with a metal roof. Building height, measured from the first floor to the
top of the parapet will be a maximum of 30'.
(b.) A preliminary site is attached with the application for review..
(c.) There is no proposed platting of the parcel which is free standing and served by
• all utilities.
(d.) There are no proposed covenants, restrictions or conditions.
(e.) Based on the proposed use we do not believe the peak hour traffic requires a site
specific traffic impact study. Access to Truman Blvd., an arterial street will be
from Amazonas and Alameda.
(£) Signage will be provided on the building and on a pylon mounted sign, total
allowed area 736 sq. ft. per the City's current signing ordinance. Proposed
signage area to be 200 sq ft.
(g.) Landscaping will be detailed in the final PUD Plan according to the City's
standard requirements. There are no plans for a special screening effort since are
adjoining uses are compatible.
(h.) The front parking area will be lit by overhead pole mounted fixtures and a
photometric drawing will be submitted with the building plans. Lighting will be in
accordance with the zoning code.
(i.) A check for the filing fees is attached in the amount of$260.00.

Case No. P08034 — 3507 Amazonas Drive; Preliminary PUD Plan. Application filed by Jefferson City Area
YMCA, property owner, Craig Lammers, authorized representative, for approval of a Preliminary PUD Plan to
construct a single story building with walk-out basement containing 28,050 square feet and parking lot with 82
spaces. The proposed use is for a wellness center. The property is zoned PUD Planned Unit Development and is
located southwest of the intersection of Alameda Drive and Amazonas Drive. The property is described as: Part of
the Southeast Quarter of Section 4, Township 44 North, Range 12 West, Jefferson City, Cole County, Missouri,
containing 2.67 acres (Central Missouri Professional Services, Consultant).
Nature of Request
The applicant intends to develop the property with a 28,050 square foot wellness center and parking lot as phase one
of a long term development plan for the property. The wellness center building would include offices, locker
rooms, fitness area, and a childcare area. The building would consist of an 18,250 square foot main level and 9,800
square foot lower level. Future phases of development might include a gym facility and an indoor swimming
facility.
Location
The subject property is located on the southwest corner of Alameda Drive and Amazonas Drive. Adjacent zoning
and land use is as follows:

Staff Analysis

The required parking for a health club/fitness center is 1 parking space per 200 square feet. 12,312 square feet of
the building will be utilized as a fitness center(with a parking requirement of 62 spaces) and 670 square feet of the
building will be utilized as an office (with a parking requirement of 2 spaces). The remainder of the building will
be utilized as accessory storage space, locker rooms, and childcare area with no applicable parking requirement.
The total parking requirement for the site is 64 spaces. The Preliminary PUD plan meets this requirement with a
total of 82 parking spaces.
Permitted Uses: The Preliminary PUD Plan identifies an underlying zoning district of C-1 Neighborhood
Commercial for the purpose of establishing allowed uses on the property. The floor area ratio of the development is
24% (28,050 square feet over 2.67 acres).
Access/Traffic: The parking lot would gain access via an entrance off of Amazonas Drive and an entrance off of
Alameda Drive. A temporary granular driveway would provide access to the rear (lower level) of the building, a
standard paved commercial approach would connect the driveway to the Alameda Drive cul-de-sac bulb.
Building Design: The building note on the Preliminary PUD Plan indicates that the building will be a single story
building with a walk out basement. The building finish will be brick veneer on the north, west, and east sides and
painted CMU on the south side. The front of the building will have an aluminum coping and canopy, aluminum
storefront windows and tinted glass.
Landscaping_ The Preliminary PUD Plan shows a preliminary landscaping layout and notes that the final
landscaping details will be established at the time of Final PUD Plan submittal according to the standard
landscaping requirements.

Sims: In PUD districts, the location, size and character of signs shall be established by the Commission and
•Council during site plan review and approval. The Preliminary PUD Plan shows two monument style signs (each
with a 5 foot by 5 foot base and a 5 foot by 10 foot top) and one 12.5 foot by 4 foot building mounted sign. The
Preliminary PUD Plan indicates that the total allowed signage area allowed for the site is 568 square feet(based on
736 feet of road frontage)and that the total planned signage is 200 square feet.
Lighting: The Preliminary PUD Plan indicates that the front parking lot will be lit by overhead pole mounted
fixtures and that the lighting levels will be in compliance with the requirements of the underlying zoning district.
Pedestrian Walkways: A 5 foot wide sidewalk is shown along Amazonas Drive. No sidewalk is indicated along
Alameda Drive.
Staff Recommendation
Staff recommends approval of the Preliminary PUD Plan with the following conditions:
A. The underlying zoning district shall be established as C-1 Neighborhood Commercial for the purpose of
determining allowed uses.
B. Compliance with the recommendations and technical corrections of the Engineering Division.

ENGINEERING STAFF RECOMMENDATION-
Support approval of the proposed plan, subject to minor technical revisions as per our
current review of the resubmitted plan.
Infrastructure Summary
* Infrastructure exists in the vicinity. New sidewalk is planned along Amazonas Drive.
Storm water detention is not proposed with the preliminary plan. Stormwater
calculations will be necessary for before and after development for the site to insure that
the capacity of the existing enclosed system is not exceeded. Sanitary sewer exists for the
property. Storm water from the back of the property will be directed to the creek area to
the south of the property.
Site Plan Summary
• Storm Water/Erosion Control
* A grading, storm water and erosion control plan will be needed with the final plan.
Sanitary Sewer
* The proposed development will be served by an existing sanitary sewer main running
through the site.
Sidewalk
* A five (5) feet sidewalk is proposed along Amazonas Drive.
Street Access /Traffic Impact
* One (1) drive entrance is proposed onto Amazonas Drive and two (2) drive entrances are
proposed onto Alameda Drive, one (1) proposed from the cul-de-sac of Alameda Drive.
Sight distance is adequate for all entrances.
* Alameda Drive and Amazonas Drive are considered local commercial roadways.
• Fire Hydrants /Street Lights
* Facilities exist along Amazonas Drive and Alameda Drive. A fire hydrant exists on the
west sideline of the property. A street light exists at the intersection of Alameda Drive
and Amazonas Drive.
