RESOLUTION NO. 15-8945
A RESOLUTION OF THE COMMISSION OF THE CITY
OF OPA LOCKA, FLORIDA, AUTHORIZING THE
LEASING OF A CITY OWNED PARCEL FOR USE AS A
PARKING LOT TO SERVE THE RESIDENTS OF 2070 AND
2060 LINCOLN AVENUE, A NEARBY AFFORDABLE
HOUSING RENTAL COMPLEX; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE
WHEREAS, beginning in 2010 Opa -locka Community Development Corporation, Inc.
( "OLCDC ") used funds received from United States HUD and other sources to acquire and re-
habilitate the apartment buildings located at 2070 and 2060 Lincoln Avenue in the Magnolia
North neighborhood ( "Buildings ") so as to convert them into modern and affordable energy effi-
cient rental units for low income residents. Title to the property is held in the name of a wholly
owned subsidiary of OLCDC; and
WHEREAS, the Buildings were acquired with the knowledge that initially there would
not be adequate parking for the residents; and
WHEREAS, the City Commission, pursuant to Resolution 11 -8184, authorized the City
Manager to work in partnership with OLCDC for the redevelopment of the Magnolia North
neighborhood; and
WHEREAS, on July 23, 2013 the City Commission adopted a Resolution authorizing the
City Manager to swap certain City owned parcels on Washington Avenue for some County
owned parcels near the Buildings for use as parking. The swap, however, could not be consum-
mated because of restrictions on the County owned land resulting from the federal funding that
was used for their acquisition; and
WHEREAS, the OLCDC and City staff have identified a City owned parcel at 2100
Washington Avenue that would be suitable for parking. OLCDC has proposed that it be allowed
to lease that parcel from the City so as to provide the needed parking.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA LOCKA, FLORIDA:
Section 1. The recitals in the above preamble are incorporated herein by this reference.
Section 2. The City Commission hereby authorizes and directs the City Manager to
lease the property at 2100 Washington Avenue, folio 08- 2122003 -1140, to OLCDC for use as
parking for the residents of 2070 and 2060 Lincoln Avenue. The lease shall have a term of two
(2) years. OLCDC shall have the option to renew the lease for up to three (3) additional one (1)
year terms. The rent shall be $350 per month. OLCDC shall be required to provide landscaping
and to maintain and secure the property. Three parking spaces shall be reserved for City
employees working at the adjacent City owned building. Nothing contained herein shall affect or
modify the obligations of OLCDC to pay to the City of Opa -locka payments in lieu of taxes in
regard to 2070 and 2060 Lincoln Avenue, or in regard to the subject property.
Section 3. This Resolution shall take effect immediately upon its adoption subject to
the City Manager being able to enter into a lease reasonably satisfactory to the City.
