� WHEREAS, the'Los'Angeles County tax�rate tivas substantially
. raised.this year; and ' � � ' � , : .
� WHEPEAS,.County officials contend that the raise was
largely due to state mandated�programs; and . 1

_� GIHEREAS; it, is contended.,that 'the County '.controls only
4% of�its massive $2.75 billion,budget'; and. � . `
GIHEREAS, it is imperative that action be taken at'�the'
� State level,to reverse this trend and provide financial relief
