6 WHEREAS, Senate Bill No: 333 provides for compulsory
7 and binding arbitration of wages, and cbnditions of employ-
., .
$ ment for policement and firemen and removes such emplo'yees from th
9 provisions of the Meyers-Millias-Brown Act; and
10 WHEREAS, there presently exists under the provisions of
11 said Meyers-Milias-Brown Act an equitable manner of resolving
12 employer-employee differences; and
13 WHEREAS, the final deternination of wages which are
14 derived from taxes should be and remain with the elected
•15 representatives of the taxpayers and not subject to the control of
16 an arbitrator who is not answerable to the people for his
d7 decisions; and
18 WHEREAS, binding arbitration has the effect of under-
".19 mining collective bargaining because neither �ide will make a �
•20 decision for fear of prejudicing its case in subsequent proceedings,
�21 and, furthermore, binding arbitration would encourage negotiators
22 to present and maintain extreme positions since they know that an
Q3 unresolved dispute would be presented to a third party for an
'�} ultimate decision thereby reducing the importance of direct talks
25 between public employers and employee representatives in favor
26 of decisions by a third party;
27� NOW, THEREFORE, THE CITY COUDICIL OF THE CITY OF LYNWOOD,,
28 CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
2g Section 1 . That it strongly opposes Senate Bill nlo. 333
•30 as an improper inter£erence in the meeting and conferring process
31 municipal employers and safety employees.
32 Section 2 . That the City Clerk is hereby authorized and
