A RliSOLUTION OF TIIE CIT1' COUNCZL OF THE CITY
OF LYNWOOD AUTF;CRZZING i'HE EXiCUTION OF AN
AGREEMENT BETWx'EN 'PHE CITY 07' LYNWOOD AND
TFIE STATF. OF ('ALIFOR9IF�, AVD ALSO AUTHORIZING
THE EXECU'I':ON OF A SECOND AGR7:EMENT II8'P�7EEH SAID
CITY AND ROBERT CRUMMELIN AND ASSOCIATES FOR THE
PURF'OSE OF IMPLEMENTING THAT CERTAIN TRAFFIC
OPERATIONS SMPROVEMENT PROGRAM KNOWN AS "TOPICS".
wHEREAS, the Congress of the United States has in the
Federal-Aid Highway Act of 1968 3eclared it to be in the national
interest for Federal Funds to be expended for a"TOPICS" program
consisting of developing traffic operations improvements on a
systematic basis in accordance with an area-wide plan over a net-
work of arterial and other major streets within urban areas, and
WHEREAS, the Legislature of the State of California has
enacted Chapter 1141 of the Statutes of 1969, by which the federal
funds authorized may be made available for use on county highways,
city streets, and state highways to reduce traffic congestion and
to facilitate the flow of traffic in urban areas in accordance
wit;i the intent of the federal act, and
WHEFtEAS, there exists a compelling need for traffic
operation imprevements on existiny streets within the boundaries
of the City of t,ynwood, and
WHEREAS, the City of Lynwood and the State of California
tnerefore desire to make use of such "TOPICS" funds as may be
maae available within the jurisdictional boundaries of the
City of Lynwood, and
WIILRF.AS, beforc Federal-Aid wiil be made availabie for
a"TOPICS" program, the City of Lynwoo3 and the State of
California are required to enter into an agreement with respect to
the preparation of an area-wide "TOPICS" plan and with respect to
the construct.ion, maintenance and evaluation of such "TOPICS"
improvement projects as may be financed in part with federal
"TOPICS" funds, and
WHEREAS, the "TOPICS" program further requifes that the
City of Lynwood execute a second and separate agreement with
a private consultant to complete the implementation of the "TOPICS"
plan.
NOW, THERGFORE, BE IT RESOLVED by the City Council of
the City of Lynwood that the Mayor and City Clerk are hereby
authorized to execute that certain agreement by and between the
City of Lynwood and the State of California providing for
the preparation of an area-wide "TOPICS" plan more particularly
described as Agreement No. 55, for Urban Area No. 3091, known
as the Los Anyeles Urban Area.
BE IT FORTHER RESOL�F;D that the Mayor and City Clerk
are also authorized to execute a second agreement between the
