2 A RESOLUTION OF THE CITY OF LYNWOOD ENDORSING
3 IN PRINCIPLE THE "RIO HONDO/LOS ANGELES
4 RIVERS BEAUTIFICATION/RECREATION REPORT"
5 DATED JUNE 9, 1971, PREPARED BY THE OPEN SPACE
6 COMMITTEE OF THE EAST CENTRAL AREA PLANNING
7 COUNCIL AND RECOMMENDING THAT THE BOARD OF
8 SUPERVISORS OF LOS ANGELES COUNTY INCLUDE
9 THE AREA ENCOMPASSED BY SAID REPORT IN THE
10 COUNTY'S RECREATION AND OPEN SPACE PROGRAM
11 FOR DEVELOPMENT AT THE EARLIEST POSSIBLE TIME.

13 WHEREAS, the East Central Area Planning Council was
14 created as an alliance of cities to jointly promote e£fective
15 planning and implementation of planning concepts to improve the
16 social and physical environment; and
17 WHEREAS, the East Central Area Planning Council,
18 through its Open Space Commit'�ee and with proper consideration
19 for and consultation with the adjacent Cities of Pico Rivera
20 and Downey, has produced a report entitled, "Rio Hondo/Los
21 Angeles Rivers Beaufification/Recreation Report" dated June 9,
22 1971; and
23 W�EREAS, the said Beautification/Recreation Report
24 identifies more than 1,000 acres of publicly owned lands lying
25 along the Rio Hondo and Los Angeles Rivers which could be
26 utilized to enhance the physical and social environment through
27 multiple use development of these lands for recreational uses and
2$ open space beautification; and
29 WHEREAS, financial assistance for the development of
30 these lands is available at the State or Federal leval and the
31 Executive Committee of the East Central Area Planning Council,
32 subsequent to consultation with regional and federal agency

j representatives, finds that a plan and program to explore all
2 funding sources for implementing the concepts of the said
g Beautification/Recreation Report is in the best interests of the
¢ East Central Area;
5 NOW, THEREFORE, BE IT RESOLVED that the City of Lynwood
g endorses in principle the "Rio Hondo/Los Angeles Rivers
7 Beautification/Recreation Report" dated June 9, 1971, prepared
g by the Open Space Committee of the East Central Area Planning
g Council;
10 BE IT FURTHER RESOLVED that the Board of Supervisors
11 of Los Angeles County be requested to include the area encompassed
12 by the said Beautification/Recreation Report in the county's
13 recreation and open space program for development at the earliest
14 Possible time;
15 BE IT FURTtIER RESOLVLD that this body, by its adoption
16 of this resolution, supports the concept of development and
17 operation of this valuable recreation and open space resource
Lg by either the county, a multi-jurisdictional agency, or the
ig State of California;
20 BE IT FURTHER RESOLVED that the City of Lynwood hereby
Z1 declares its willingness to accept those obligations necessary
22 to assure the ongoing implementation of this recreation and open
� space concept, provided all other benefited cities similarly
24 agree and accept said obligations and also provided said
25 obligations are reasonable and equitable to the benefited
Z6 jurisdictions in the opinion of this city council, as const:ituted_
27 at the time a specific proposal has been £ormulated.
28 BE IT FURTHER RESOLVED that copies of this resolution
29 be transmitted to the United States Department of Housing and
30 Urban Development;the State of California Council on Inter-
31 governmental P,elations; the Southern California Association of
32 Governments; the Los Angeles County Board of Supervisors; and
