NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from CME Associates for engineering services related to the preparation of a Community Forestry Management Plan, at a total cost not to exceed $4,500.00 (a state grant for $3,000.00 with $1,500.00 matching funds from the Borough) is hereby approved. 2. This actio'n is approved as an award of a professional services contract pursuant to NJ.S.A 40A:1l-5(l)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department and CiYlE Associates. Adopted this 17'h day of June, 2010 and certified as a true copy of the original on June 18,2010. It is our understanding that the Borough has received grant approval from the NJ Forest Service to hire a consultant to draft your CFMP. We believe the following scope of service is necessary to draft and submit your plan: 1. Meet with the Borough entity responsible for the Borough's tree resource to determine the goals and objectives for the plan. 2. Research Borough history. 3. Contact the Borough Department of Public Works for budgetary information and tree care equipment list. Determine current level of tree related services. 4. Draft oulline of plan. 5. Correspond with Borough Shade Tree entity to review plan draft for recommendations & modification. 6. Distribute plan for review, approval, and signature by Borough Council / Committee. 7. Submit plan to NJ Forest Service. 8. Prepare expenditure report for plan creation for grant re-imbursement. Any engineering, land surveying or environmental services beyond the scope outlined above will be considered extra. Said fees will be based on the hourly rate or a fixed fee mutually agreed upon in writing. . The fees on the hourly rate schedule are SUbject to change January 1 of every year. All documents including drawings and specifications prepared by CME Associates pursuant to this Agreement are instruments of services and any reuse by others on extensions of the project will require a written consent by CME Associates.
