HomeMy Public PortalAboutM 2010-07-20 - CC LYNWOOD CITY COUNCIL REGULAR MEETING July 20, 2010 The City Council of the City of Lynwood met in a regular meeting in the Council Chambers, 11330 Bullis Road on the above date at 5�07 p.m. Mayor Pro Tem Castro presiding. Council Members Flores, Morton, Rodriguez, and Castro were present. Mayor Santilian was absent. Also present were City Manager Haley, City Attorney Galante, City Clerk Quinonez and City Treasurer Alatorre. City Clerk Quinonez announced that the Agenda had been duly posted in accordance with the Brown Act. Item #6. PRESENTATIONS/PROCLAMATIONS • Sheriff Captain James Hellmold — Update on Law Enforcement Issues Captain Hellmold announced that the last ten week leadership class has just finished and a large group of students from Lynwood have graduated with this class. He reported that assaults with a firearm and homicides are still at record lows however the department is concerned with a surge in graffiti. He encouraged residents to call the Sheriff's Department if they see anything He aiso announced that the City of Lynwood will have a new police dog and will hold a contest to name the dog. • Los Angeles Universal Preschool (LAUP), Silvestre Quiroz, Jr , Public Affairs Specialist The City Council presented a proclamation to Silvestre Quiroz Jr on behalf of LAUP • City Council Members Reporting on Meetings Attended (Gov Code Section 53232.3(D)) Council Member Jim Morton reported that he attended a conference in Rancho Bernardo to work with other cities to keep the state from taking city money He stated that the California Redevelopment Association urges all the cities to increase the protection of the Constitution to protect our redevelopment funds. He also reported that right now hybrids can be plugged into a 110 plug but electric cars will need a 240 piug so an electrician will need to come out to the City garage when a change to electric cars is made. He reported that Edison has a good rebate program on solar water heaters for anyone that is interested He reported that Los Angeles has run out of space to store its waste and so it is negotiating a deal with Arizona to ship the waste out of state He reported that he also heard a presentation about retirement benefits and pensions and the need to reform them. Mayor Pro Tem Castro reported on her training session on public health issues in San Francisco, paid for by the NALEO Educational Fund. She reported that she continued to be trained on combating childhood obesity, diabetes, cholesterol and high blood pressure in the community She reported that the good news is that the City has aiready completed a lot of the necessary work to combat these things She reported that her assignment was to bring a farmers market to Lynwood She reported that she was trained on how to work with the media and this training was worth ten thousand dollars but provided for free. Item #7. COUNCIL RECESS TO� LYNWOOD REDEVELOPMENT AGENCY 5:28 p.m. PUBLIC ORAL COMMUNICATIONS (Regarding Agenda Items Only) Harry Gibbens stated that he had already asked the City to fix the sidewalk but it was never fixed and has gotten worse. He asked for Council's support in getting the sidewalk fixed. Arthur Martinez commented on Item #18 — OPERATIONAL HOURS FOR ICE CREAM TRUCKS. He stated that it is a great idea to have the trucks out until 8pm during the summer time. Pearline Calderon commented on Item #11 — REQUEST TO ISSUE REQUEST FOR PROPOSAL (RFP) FOR SENIOR CONGREGATE MEALS SERVICE. She requested that the seniors be treated with respect and included in this process. She also commented on Item #18 — OPERATIONAL HOURS FOR ICE CREAM TRUCKS She stated that the vendors break all the laws that govern them and are a public nuisance. Derrick Alatorre from the South Coast Air Quality Management District asked Council to consider playing an AQMD informational video on the City website and cable channel. He also thanked Council for continuing to use AB 2766 funds for cleaner transportation. PUBLIC ORAL COMMUNICATIONS Irma Rivas Castillo stated that she bought a house in Lynwood with prior code violations and had to go to court because of that. She said she fixed the violations but then took pictures of her neighbors' violations and took them to the City Manager's Office. She said she feels she is getting the run around and it is unjust that only she was picked on. ABSTAIN NONE ABSENT COUNCIL MEMBER SANTILLAN Item #8. PROJECT ACCEPTANCE IMPERIAL HIGHWAY STREET IMPROVEMENT PROJECT (FROM ALAMEDA STREET TO MARTIN LUTHER KING JR. BOULEVARD) PROJECT NO 4011.67 967 RESOLUTION NO. 2010.148 ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING THE IMPERIAL HIGHWAY IMPROVEMENT PROJECT (FROM ALAMEDA STREET TO MARTIN LUTHER KING JR. BOULEVARD), PROJECT NO 4011 67 967 AS She stated that she witnessed Jonathan Colin having a yard sale where he sold animals and instruments and she believed that to be against the law She asked for Council's support in getting answers regarding her neighbors' code violations and why she was picked on and they continue to be allowed to have the violations. Frank P Calderon stated that the people acting as the puppet masters, who are pulling the strings, will just toss aside their puppets when they are done with them. He also stated that history repeats itself when we sit by and do nothing. Pearline Calderon asked the City for two banners and a port-a-potty for the block watch groups to advertise for National Night Out. She stated that the Friendship Club volunteered to decorate the Senior Center for Fourth of July stated three different times that the club would also be responsible for bringing down the decorations. However, someone else still took down the decorations. She asked Council for clarification on the role of the Senior Advisory Council and who is in charge of the Senior Center She also stated that there needs to be a pedestrian sidewalk on Fernwood between Bullis and Ernestine Antonio Munguia commented on the red light cameras on Imperial and Atlantic, Imperial and Long Beach Blvd., and on Sanborn going north on 105 He asked if the city is making any money from these cameras. He stated that he is concerned with and wants to know if these cameras are actually preventing any accidents. Linda Joyce Hancock Brigg asked for Council's support in putting God's word into public elementary schools, junior high schools, high schools and universities. She asked for support in stopping transplants, abortions, psychiatric drugs, stem cell research, wars, and help feed starving children. She asked Council for permission to have a horse on her property to use as transportation. She also asked Council to tear down all convalescent homes. Arthur Martinez stated that the July 4 fireworks show was fantastic and he appreciated it very much. He asked the City to not be steered away from all the good stuff that happens in the City, such as the Fourth of July celebrations and the Christmas Parade. Ophelia Sanders stated that she is a volunteer at the Senior Center and she enjoys it. She announced the Rhapsody in Blue dance on Saturday August 7� from 6pm until 10pm. She stated that the Senior Center has a lot of fun activities to offer and encouraged everyone to attend. CONSENT CALENDAR It was moved by Council Member Rodriguez, seconded by Council Member Flores, to approve the consent calendar and receive and file staff reports. City Manager Roger Haley pulled Item #16 — CITY HALL HEATING, VENTILATION AND AIR-CONDITIONING (HVAC) SYSTEM REPLACEMENT It was moved by Council Member Flores, seconded by Council Member Rodriguez, to approve expenditure of $75,000 for project. City Attorney Fred Galante stated that the resolution language would have to be , changed to "A resolution of the City Council of the CiYy of Lynwood approving $75,000 expenditure for the heating, ventilation and air-conditioning (HVAC) system improvement projecY' He stated that section 1 would also have to be revised in similar fashion. RESOLUTION NO. 2010.151 ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE EXPENDITURE OF AN ADDITIONAL $75,000 FOR THE CITY HALL HEATING, VENTILATION AND AIR-CONDITIONING (HVAC) SYSTEM IMPROVEMENT PROJECT AYES COUNCIL MEMBERS FLORES, MORTON, RODRIGUEZ AND CASTRO NOES NONE ABSTAIN NONE ABSENT COUNCIL MEMBER SANTILLAN � Item #17. BLVD — STREET CLOSURE (BULLIS ROAD TO HU�ME AVENUE) RESOLUTION NO. 2010.152 ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE STREET CLOSURE OF MARTIN LUTHER KING JR. BLVD (BULLIS ROAD TO HULME AVENUE) FOR THE NATIONAL NIGHT OUT EVENT AND AUTHORIZING THE DIRECTOR OF PUBLIC WORKS/CITY ENGINEER TO CLOSE THE STREET FOR THIS EVENT Item #18. Mayor Pro Tem Castro pulled Item #18 — OPERATIONAL HOURS FOR ICE CREAM TRUCKS It was moved by Mayor Pro Tem Castro, seconded by Council Member Rodriguez, to allow the ice cream vendors to conduct business until 8pm during the summer months and to make this a permanent change. Director of Development Services, Jonathan Colin asked for clacification on the dates of the extended hours. Mayor Pro Tem Castro amended her motion to approve the item with the start of the season in June and to terminate on Labor Day, on a yearly basis. It was seconded by Council Member Rodriguez. REVIEW OF BOARD AND COMMiSSION MEMBERS City Clerk Maria Quinonez introduced the item regarding review of board ancJ commission members. It was moved by Council Member Flores , seconded by Council Member Rodriguez, to post the commission vacancies. AYES COUNCIL MEMBERS FLORES, MORTON, RODRIGUEZ, CASTRO AND NOES NONE ABSTAIN NONE ABSENT COUNCIL MEMBER SANTILLAN CITY COUNCIL ORAL AND WRITTEN COMMUNICATION Council Member Flores thanked everyone for coming and asked that they share the information with others. Council Member Morton thanked everyone for coming. Council Member Rodriguez asked for the graffiti to be removed on the alley south of Elmwood all the way to Martin Luther King Mayor Pro Tem Castro asked everyone to come out to National Night Out on August 3` at 5pm. She asked the City Manager to look into supporting Block Watch with banners and a portable potty She asked staff to look into the raised sidewalk on Louise. She clarified that she does attend Biock Watch meetings. She reported that the illegal vendors in the Superior parking lot are being supported by organized crime and asked that residents think twice before they support those vendors, and instead support the legal businesses in the City that actually give back to the community She stated that the City does get revenue from the traffic cameras and they have also increased public safety because people think twice before running a red light.
