of Temple City was called to order by Mayor Tyrell who led the

8. ORDINANCE NO. 62-83: Re amendment of truck route Ordinance No.
61-33. City Attorney Shatford read title to Ordinance No. 62
83 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
j AMENDING THE MUNICIPAL CODE SECTION 3306 TO SPECIFICALLY INCLUDE

9. RESOLUTION NO. 62-217: Zone variance request Harold & Eleanor
Kreeble, 5809 N. Encinita, to construct a duplex on lot having
less than required square footage. City Attorney Shatford read ,
title to Resolution No. 62-217 A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF TEMPLE CITY GRANTING A ZONE VARIANCE TO HAROLD
AND ELEANOR KREEBLE TO CONSTRUCT A DUPLEX ON APPLICANTS" LOT
HAVING LESS THAN THE REQUIRED SQUARE FOOTAGE AT 5809 NORTH ENCIN-

reading and to adopt Resolution No. 62-217, Councilman Dickason

10. Held over until time of "Matters from City Officials."
11 . TEMPLE CITY BEAUTIFUL: re cost of maintenance of street tree
planting on Las Tunas Dr. City Manager Woollett advised that
Mrs. Minsky of the Temple City Beautiful Committee, thought the
City was going to take over the maintenance of the trees , and
at the Council meeting the approval was only for the changing of
the kind of trees to be planted to Indian Laurel . He requested
a clarification of the City ' s position regarding this maintenance.
Following considerable discussion it was agreed to have the staff
check with Road Dept. fd vjhat the cost would be to use the Road
Dept. water tank if used when sweeping is done before business
hours , and to hold the matter over for discussion when this in-
formation is available.
-� 12. APPOINTMENT OF ARCHITECT FOR LIBRARY:
City Manager 'Noollett suggested the Council interview three firms
of the some odd 16 firms that had been interviewed, scheduling
each interview on the hour for 45 min. leaving 15 min, between
for discussion. Also that when adjourning the meeting tonight
that it be adjourned to a specific time for these interviews.
Following discussion it was agreed this meeting would be on Mon-
day night, July 16th, at Henry Shatford's office, 5920 Temple
City Blvd. , at 7: 00 P. M.
13. TRACT NO. 20748: presentation of final map.
Mr. Ray Cushman, Planning Advisor, presented the final map for
Tract No. 20748 with the following recommendations from the
County Engineer: 1 . approval of map
2. acceptance of streets and easements as
offered for dedication on said map.
3. approval and acceptance of the following
work agreements and bonds after their first
being examined and approved by the City
Attorney;
• An agreement to install sanitary sewers
as required by the subject tract , and
surety bond in the amount of $3,000. ex-
ecuted by Miller & Price Development Co.

The .City Council ; pursuant to Section
11587 of the Subdiv;sion Map Act, hereby
finds that Miller & :Price Development Co. ,
subdivider of the subject tract, has. in
good faith attempted to secure the signa-
tures of County of ,Los. Angeles and Southerr
California Edison Company, has been unable
to do so and a refusal to .accept the .map
for recording would work an undue hardship
on the subdivider
The City Council , pursuant to Section
11590 of the Subdivision Map Act, hereby
finds that Miller & Price Development Co. ,
subdivider of the subject tract, has in
good faith attempted to secure- an outright
offer of dedication from Pacific Telephone
& Telegraph Company, and California-Michi -
gan Land & Water Company, has been unable
to do so and a refusal to accept the map
for recording would work an undue hardship
on the subdivider. ,
Mr. Cushman also presented the recommendation from the County
Road Dept. that the streets offered for dedication be accepted
in accordance with the conditions set forth in an Agreement to ba
entered into between the City of Temple City and Miller & Price
Deveopment Co. for improvements of streets according to specifi-
cations- and plans, wh'Ich have been filed in the office of the
Road Dept. ,with surety bond executed by the Aetna Casualty &
Surety Company, in the amount of $8750. Bond No. 33 S '54592
guaranteeing faithful performance.
Following discussion Councilman Nunamaker moved to approve the
recommendations of the County Engineer and County Road Dept.
as listed above and that the sidewalks be installed next to the
curb, and that the Mayor, City Clerk, and City Treasurer, be
instructed to sign the necessary papers for acceptance, Council-

14. COUNTY OF LOS ANGELES: DEPT OF PARKS 0 RECREATION:
City Manager Woollett advised this agreement provided recreation
services at Emperor School which is in the school district but
not in the corporate area, for which the County would pay the
City the sum of $2250. , and he recommended the City Clerk and
the Mayor be instructed to sign the agreement. . Councilman Dicka-
son so moved, Councilman Fitzjohn seconded, roll call vote as
follows: -

14B. PLANNING COMMISSION RECOMMENDATIONS: Ordinance No. 62-84. 1st read
City Attorney Shatford read title to Ordinance no. 62-84 AN ORDI -
NANCE OF THE CITY OF TEMPLE CITY AMENDING THE TEMPLE CITY MUNICI -
PAL CODE TO PROVIDE PLANNING COMMISSION DETERMINATION OF ALL ZONE
VARIANCE CASES AND MODIFICATIONS THEREOF WITH RIGHT OF APPEAL TO
• THE CITY COUNCIL. He advised this was in accordance with the
discussion at the joint meeting of the Council and Commission.

As this was the first reading of Ordinance No. 62-84 no further
action was taken.
15. TRAFFIC COMMISSION RECOMMENDATIONS:
1 . recommend bus stop NE corner of Rosemead & Las Tunas be res-
cinded as per Traffic Engineer ' s report.

2. recommend red curb markings be added and one stall obliterated
adjacent to driveway as per Traffic Engineer' s sketch at 9214-16

3. recommend additional arrows and barrier line be placed at

16. RESOLUTION N0. 62-215: Warrants & Demands. City Manager -Woollett
presented Resolution No. 62-215 , and explained the break-down
of several warrants. Following discussion Councilman Fitzjohn
moved to approve Resolution No. 62-215 warrants and demands in
j the sum of $71 ,456. 17 , Demand Nos. 1606 through No. 1677, Coun-
cilman Merritt seconded, roll call vote as follows:

Following discussion of overtime pay for the Recreation Director
1 it was agreed that the City Manager be authorized to pay him
overtime until the employment of allotted personnel .
17. COMMUNICATIONS:

City Manager Woollett presented the above letters to the Council .
Councilman Fitzjohn moved to receive and file, Councilman Merritt
seconded, and carried.
b. City of Azusa, requesting our participation in their Diamond
Jubilee celebration, the parade to be held on October 20. Follow-
ing discussion Councilman Merritt moved to refer the request to
the Temple City Chamber of Commerce, Councilman Fitzjohn seconded,
and carried.
C. City Manager Woollett read a letter from the International
Cystic Fibrosis Research Foundation requesting a charitable soli -
citation permit during the month of July. Councilman Fitzjohn
moved to approve, Councilman Merritt seconded, and carried.
d. The City Manager read a letter from the Jr. Chamber of Commerce
requesting permission to extend a banner across Las Tunas Dr. in
9500 block to advertise the polio clinic on July 12 to be removed
on Friday , July 13. Councilman Fitzjohn moved to grant, Council-
man Dickason seconded, and carried.

paper at the time commercialized poker interests tried to be-
come established In that City, which finally was eliminated by
popular vote, by ll ; to 1 .
City Attorney Shatfor.d. stated the new law is to outlaw poker
entirely, and that the board :of Supervisors passed a Resolution
placing thi.s on the .November ballot.
The Council will make a further study of this proposed legisla-
tion.
20. . ADJOURNMENT .
Councilman Fitzjohn moved to adjourn to July 16, 1962, .at 7: 00
P. M. , the adjourned meeting to be held in City Attorney Shat
ford' s office at 5920 Temple City Blvd. Council adjourned at
9: 30 P. M,
