RESOLUTION NO. 15 -8962
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA LOCKA, FLORIDA, DIRECTING THE CITY
MANAGER TO ISSUE A REQUEST FOR PROPOSALS (RFP)
FOR A NW 38TH AVENUE DRIANAGE AND ROADWAY
PROJECT FUNDED BY COMMUNITY DEVELOPMENT
BLOCK GRANTS AND /OR STATE REVOLVING LOAN
FUNDS; PROVIDING FOR INCORPORATION OF
RECITALS; PROVDING FOR AN EFFECTVIE DATE
WHEREAS, the City of Opa -locka currently has funding from both
development block grants and /or State Revolving loan funds for a drainage and
roadway repair project at NW 38th Avenue; and
WHEREAS, the City Commission desires the Manager to obtain bids via an
RFP for qualified firms to conduct these repairs; and
WHEREAS, the funds are available currently in account numbers 43- 5386314
and 44- 541809.
NOW THEREFORE BE IT RESOLVED THAT THE CITY COMMISSION
FOR THE CITY OF OPA LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission hereby directs the City Manager to issue an
RFP to qualified firms to make drainage and roadway repairs along NW 381h
Avenue using block grants and /or State Revolving Loan funds.
Section 3. This Resolution shall take effect immediately upon adoption.

Staff Summary:
NW 38 Avenue is a city - owned, two -lane, two -way asphalt roadway with decrepit condition. The
roadway floods even during low frequency short duration rain events, and creates unsafe conditions for
drivers and impairs mobility on NW 38 Avenue. These conditions have had negative impacts on
businesses, as their customers, suppliers and employees get difficulties in getting effective access to their
respective businesses or use of NW 38 Avenue for transit. The drainage improvements will alleviate the
current flooding problem and will ease the driving comfort with increased safety and mobility. The
project will consist of roadway reconstruction and/or milling and resurfacing, and a new drainage system
with outfall into the NW 127th Street Canal.
The project is funded by Community Development Block Grant (CDBG) by Miami -Dade County Public
Housing and Community Development Department (PHCD) and also by the State of Florida Revolving Loan
by Florida Department of Environmental Protection Agency (FDEP).
Proposed Action:
Staff recommends approval in order to resolve drainage deficiencies on NW 38 Avenue.

DEVELOPMENT BLOCK GRANTS (CDBG) AND /OR STATE OF FLORIDA

FINANCIAL IMPACT: The project is funded by Community Development Block Grant (CDBG) by

IMPLEMENTATION TIME LINE: As soon as possible.
RECOMMENDATION (S). Staff recommends approval in order to resolve NW 38 Avenue area
drainage deficiencies.
ANALYSIS:
The storm water system consists of a series of canals, swales, storm sewers and exfiltration
systems. The existing storm water system in the city consists of a number of independently built
facilities rather than an integrated network and do not provide the interdependency as well as an
outlet feature to facilitate discharge to local canals system(s). Most of the drainage and storm
water management within the city occurs through limited and sparsely located infrastructure and
via overland flow along the city streets.
Flooding problems are prevalent in the city due to the lack of adequate drainage infrastructure.
The city currently experiences significant flooding during periods of light to moderate rainfall
events. The roadways within the commercial and industrial areas of the city experience the
highest levels of flooding incidents. These roadways subsequently become severely damaged due
to the heavy traffic loads and the inundation of the roadway crowns due to flooding. NW 38
Avenue typically impacts the businesses and commercial land uses that are located within these
corridors. The drainage system will provide required pre- treatment of the runoff before
discharging into NW 127th Street Canal and will alleviate the frequent prolonged flooding issues
on NW 38 Avenue.
