CITY OF LYNWOOD REQUESTSNG THE STA.TE
WATER RESOURCES CONTROL BOARD TO POSTPONE
ACTION ON THE IMPLEMENTATION OF STRICTER
REQUIREMENTS ON DISCIiARGE OF MUNICIPAL AND
INDUSTRIAL WA.STE WATERS TO THE OCEAN IINTIL
THE CONCLIISION OF THE SOUTHEHN CA.LIFORNIA.
COASTAL WATER RESEARCH PROJECT STUDIES.
WF�REAS, the State Water Aesources Control Board
will be holding hearings on November 18 and December 2, 1971,
Por the purpoae of reviewing th.e +..ew px•cposed Califorr.ie State
Policy for Wster Quality C�nt:rol---•G��t�.eral Pi•Sr�ciples and Provisions
for Discharge to Ocean Waters; ar..ad
WHEREA3, `h.e proposed fitate policy for discharge to
ocean waters wil.l require ma,�or capit:al ar_d operational expendi-
tures without a measurable bez_efi': to �he Southern ^a'i°ornia
aoast line environmenf:, as the�e is not: aufficient scientific
knowledge on which to base these require;r��r:,`s; a.nd
WHEREAS, if f:kie reguia4:iona emoodiea in the proposed
State policy regarfiing discharge of was�:= wate.r to the ocean is
adopted, t:1�e :rs A.ngeles Co�:*:t�z t;axpayex•'s {:ax bill will increase
by 100$ to 200� for the service being provided by County Sanitation
Dietriets; and
WHEREAS, the Southern California Coastal Water
Research Pro�ect ia preaently engaged in a study of the effect
of ocean diseharge on the Pacific Ocean waters of the Southern
California coast line; and
Wf�REAS, this study has been underway for the paat
two and one-hdlf years, with the Ventura County, I,oa Angelea
County, Orange County, the City of Los Angeles, snd the City of
$an Diego sanitation agenciee as eupporting bodies; and
Wf�REAS, with sufficient research to develop the
tundamental ecientific facta, it would be possible to design
and operate waste dieposal facilities which not only guarantee
protection and conservation of marine resources, but slso
enhanee the beneficial uaes of these resources by promoting
incressed productivity in the ocean; and
� WHEREAS, it is anticipated that the Sov.'.hern
California Coastal Water Research. ProJect will be completed by
October, 1972;
NOW, Tf�REFORE, BB IT RESOLVED b,y the City Council
oY the City of Lynwood that: ii: Yiereby requests that the State
Water Resources Control Board postpone consideration of the
implementation of stricter cor?trols, or tkiat changes in the
methods of aewage treatment for ocean outfall discharges be
withheld until the completio*±. of ':he :ioat'�r.err. Cai:forr.ie
