Member Jim Johnson introduced the following resolution and moved its adoption:
CITY OF MEDINA
RESOLUTION NO.98-08
RESOLUTION RELATING TO FRONTAGE ROAD FOR TH
55 AT ARROWHEAD DRIVE AND COUNTY ROAD 116
WHEREAS, the Minnesota department of transportation and Hennepin county have been
collaborating to bring about the widening of TH 55 between Arrowhead Drive and County Road 116;
and
WHEREAS, during the design of the TH 55 widening it has been determined that it would be
desirable to improve safety along the highway by controlling access thereto; and
WHEREAS, the city of Medina Comprehensive Plan supports the concept of access control
to TH 55 and the use of frontage roads to serve properties abutting and adjacent to the highway; and
WHEREAS, the city and Hennepin county have determined that land is now available to
support construction of a portion of a north TH 55 frontage road from Arrowhead Drive easterly
approximately a quarter mile; and
WHEREAS, the Minnesota department of transportation sponsors a municipal agreement
program from which it provides funding for the construction of such projects.
NOW, THEREFORE, BE IT RESOLVED by the city council of the city of Medina,
Minnesota, that it hereby requests that the Minnesota department of transportation enter into an
agreement with the city which provides for the state's funding of the construction of a north TH 55
frontage road from Arrowhead Drive easterly approximately one quarter mile, as depicted in a
Hennepin county plan transmitted to the Minnesota department of transportation on October 9, 1997,
in accordance with the provisions of the Minnesota department of transportation municipal agreement
program.

BE IT FUR1H1:R RESOLVED that if the Minnesota department of transportation finances
construction of the subject frontage road segment, the city will exercise its zoning authority as
appropriate and necessary, in accordance with law, to restrict further access to the north side of TH 55
from Arrowhead Drive easterly to approximately one quarter mile east of the extension of Tamarack
Drive north of TH 55; and will plan for the construction of the extension of the north TH 55 frontage
road easterly from the easterly terminus of the subject north TH 55 frontage road segment in
conjunction with the development of the property through which it will traverse in accordance with the
city's comprehensive plan and its budget for capital improvements.

The motion for the adoption of the foregoing resolution was duly seconded by member Phil Zietlow
and upon vote being taken thereon, the following voted in favor thereof
Ferris, Hamilton, Johnson, Thies, and Zietlow
and the following voted against same: None
Whereupon said resolution was declared duly passed and adopted.
