IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council Member Rob Geray, Council President Dan Gubler, Council Member Kathy McNamara, Council Member Dan Garren, City Clerk Shara Roberts, Public Works Director Zech Prouse, and Chief of Police Karl Bowcutt. ABSENT: None. VISITORS: None. Discussion and Review of Continuation of Water Committee: Council Member Geray discussed the importance of clarifying the status on the continuation of the Water Committee. He explained if the City Council's expectation is to disband the Water Committee since the top priorities have been identified until it becomes necessary to reinstate it they need to clearly outline the decision for the record. After further discussion, it was determined a decision would be made during the City Council meeting at 7:00 p.m. Discussion of New City Code — Construction Ordinance: Chief Bowcutt reported he had received numerous complaints regarding Rockwell Homes and their subcontractors starting work as early as 5:00 a.m. and disturbing the peace in the Country Haven Subdivision. Since then, he has spoken with Vice President Greg Hansen and came to an agreement work shifts could start no earlier than 7:00 a.m. and have posted signs on the job site. Chief Bowcutt further explained he didn't see anything currently in the Iona City Code which clearly outlined start and stop times for new construction. After further discussion, all agreed they believed the City of Iona would be covered under Bonneville County's Code regarding start and stop time for new construction. Mayor Andersen asked Chief Bowcutt to follow up and double check both the Iona City Code and Bonneville County Code. July 4th Parade Discussion: Mayor Andersen reported he spoke with the individual who approached him about doing a parade for the 4th of July this year. Due to time constraints, it wouldn't be a possibility for this year. However, it was discussed if it was planned for well in advance the City would be interested in the individual leading the organization of the event next year. Council Member Geray noted the importance of making sure the individual was aware clean up would be part of organizing such an event. Iona Days Discussion: Mayor Andersen reported Sasha Belliston is looking for names and contact information of volunteers for the Iona Day Celebration, as well as, prizes, toys, donations, gifts etc. to go towards the event. Mayor Andersen asked the Council and employees who would be available to help with the breakfast and fun run. Director Prouse, Council President Gubler, Council Member McNamara, Chief of Police Bowcutt, Officer Mathie, and Clerk Roberts will all be available to help. Council 1 Member Geray explained he would be participating in the fun run but would be there to help where he could. Council Member Gan -en will be absent due to work. Council McNamara inquired if the Mayor's Youth Advisory Council (MYAC) was still planning on leading the breakfast. Mayor Andersen explained MYAC would be the lead and the breakfast would be a fundraising opportunity for them, but would still need at least 2 or 3 adults for supervision. Mayor Andersen asked Clerk Roberts to contact the local 4H group to see if they can help with the 5K Fun Run. Street Tree Discussion: Director Prouse explained he has had a few residents approach him regarding trees which were once planted at or near the property line that have now matured into street trees. Director Prouse referenced the Community Forestry Title from the Iona City Code (Title 8, Chapter 4, Subsections 10-15) and explained once they become street trees they are the City's responsibility to maintain. He further outlined the locations of each tree he was aware of and passed around aerial views for the Council to review. He recommended the City work with Gerry Bates from the Idaho Community Forestry Program to do a risk assessment on each tree. Mayor Andersen noted a few years ago a tree inventory was completed. Director Prouse suggested the inventory be located and updated, as well as, make plans to remove some of these larger trees based on the results of the risk assessment. He estimated the cost to be anywhere from $2,000 - $3,000 per tree. He further recommended the City start obtaining bids for the problem locations and with the Council's approval start moving forward. Council President Gubler asked about trees in the City park. Director Prouse explained for the past 5 years they have been able to maintain them and keep them in good health at this time. Reports: Public Works Department: Director Prouse noted most of his report was going over the bid for the water tank project, a secondary irrigation system for the potential new Rockwell development, and the street tree discussion and didn't have anything else to report on at this time. Police Department: Chief Bowcutt reported Task Force has been approved and will begin this week. Additionally, he discussed the possibility of adding another security camera or rearranging the current cameras to better capture video due to some break-ins which have occurred at the City building. Director Prouse also suggested getting an additional security camera for the shop as well. Council President Gubler commented looking at the cost to put bars up on the windows. Chief Bowcutt noted he will be on vacation from June 30th — July 6th Council Member McNamara asked Chief Bowcutt if he has been receiving complaints regarding yard debris. Chief Bowcutt replied he has and plans to put something in the newsletter for July to hopefully address some of the issues and will talk to people to educate them about what the Iona City Code allows. 2 City Clerk's Office: Clerk Roberts provided a handout to go over a quote for some new longer microphones for the City Council Chambers due to the public not being able to hear the meetings very well, Exhibit A. She explained she asked for a quote for 10" inch microphones or 15" microphones and an option for a 3 year warranty. After further discussion, it was determined the Council would like to purchase (7) 15" microphones as soon as possible without the warranty. Council President Gubler commented he would look into Teton Communications for a second price quote. Clerk Roberts will move forward with purchasing microphones once they have received the second price quote and approval from the City Council at a later meeting. Clerk Roberts also reported on the AIC Annual Youth Conference that the Mayor's Youth Advisory Council (MYAC) had an opportunity to attend from June 21st — June 24th. President Madison Stolworthy was a speaker during the main luncheon of the conference and represented the City of Iona very well. Clerk Roberts explained she had numerous mayors and city officials approach her on the quality of her speech. The youth also had an opportunity to make 75 fleece blankets for cancer patients around the State and attended several workshops about leadership skills, importance of community, and preparing for their futures. Planning & Zoning Minutes: Clerk Roberts reported on minutes from the Planning and Zoning meeting on June fit . She reported it was the first public hearing for the Thomasville Estates Preliminary Plat and the Commission recommended the City Council approve the preliminary plat with the following stipulations: (1) a traffic study be conducted and (2) a qualified city planner study the safety impacts it could have on fire and traffic, as well as, children's safety since Main Street is used as one of the main walking routes to and from school. Council Member Garren asked what resources would be available to conduct some of these studies. Director Prouse explained there are resources available through Bonneville Metropolitan Planning Organization (BMPO). Mayor Andersen noted the importance of making sure the water system is able to take on the additional 110 homes before anything is finalized and should be contingent on whether or not the City is able to acquire the additional water rights they have been trying to pursue. He further explained the City has to be able to maintain the responsibility to supply water to the citizens they have now.
