I. Call to Order; Roll Call
Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk -
Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie
Bingham, Mark Hammer, Terry Smith and Phyllis Rokicki.
II. Public Petitions and Comments: Audra Blasdale from DePauw University
updated the Council on events and construction projects at the University.
III. Special Requests
A. Street Closure DePauw- Almost Home — Motion by Mark Hammer to
accept the street closures for the Greencastle Music Festival put on by
Almost Home in August. Added to the motion was an approval for Noise
Ordinance Wavier too, second by Adam Cohen, 5 -0, motion carried.

V. Reports
A. Mayor's Report — Updated Council on Stellar Projects, Streets and
Sidewalk Projects and the Zinc Mill Lift Station.
B. Clerk- Treasurer's Report - State Board of Account still working on audit
and it will be completed at the end of May.
C. Councilors' Report — Common Council will be presenting a scholarship to a
Greencastle High School Senior at the GHS Awards Night on May 17,
2013.
VI. Approval of Minutes
A. Regular Session- April 2, 2013-
B. Special Session- April 9, 2013- Motion was made by Adam Cohen to
accept both the Regular Session and Special Session minutes as
presented, second Terry Smith, 4 -0 motion carried Mark Hammer
abstained.
VII. Approval of City Claims — Motion was made by Mark Hammer to accept the
claims as presented, second by Terry Smith, 5 -0, motion carried.
VIII. Old Business- None
IX. New Business
A. Resolution No. 2013 -9 — A Resolution Authorizing Funding of the
Greencastle /Putnam County Development Center From Industrial
Development Funds.- Motion was made by Terry Smith to accept
Resolution No. 2013 -9 as presented, second Phyllis Rokicki, 5 -0, motion
carried.
B Resolution No. 2013 -10 — A Resolution Declaring an Economic
Revitalization Area (Chiyoda USA Corporation) - Mayor requested not
to read legal description. Motion was made by Phyllis Rokicki to accept
Resolution No. 2013 -10 as presented, second Mark Hammer, 5 -0, motion
carried.
C. Ordinance 2013 -2 (First Reading)- An Ordinance of the City of
Greencastle authorizing the current refunding by the City of its
Sewage Works Revenue Bonds, Series 2000; authorizing the issuance
of sewage works refunding revenue bonds for such purpose;
providing• for the collection, segregation and distribution of the
revenues of the sewage works; the safeguarding of the interests of
the owners of the sewage works refunding revenue bonds authorized
herein; other matters connected therewith, and repealing ordinances
inconsistent herewith. Motion by Adam Cohen to waive the reading of
the document due to its length, second Mark Hammer, 5 -0, motion carried.
Motion by Mark Hammer to accept Ordinance 2013 -2 (First Reading),
second Terry Smith, 5 -0, motion carried
Ordinance 2013 -3 (First Reading)- An Ordinance Amending Ordinance
2012 -10, An Ordinance Establishing The Size of the Department of
City Government of the City of Greencastle, Indiana, Fixing Salaries
for the Employees of Such Departments and Fixing the Salaries for
the Employees of Such Departments and Fixing the Salaries of
Certain Other Appointed Officials for the Year 2013.- Motion by Adam
Cohen to accept Ordinance 2013 -3 (First Reading) as presented, second
Jinsie Bingham, 5 -0, motion carried.
Ordinance 2013 -4 (First Reading) — An Ordinance Amending Section
6 -70 of the Greencastle City Code Regarding Abatement of Rank
Vegetation. - Motion by Adam Cohen to accept Ordinance 2013 -4 (First
Reading), second Jinsie Bingham, 5 -0, motion carried.
D. Purchase of Property — Beyond Homelessness Inc. — Motion was made
by Terry Smith that the city not purchase the building, second Adam
Cohen, 5 -0 motion carried.
Special Session will be held on May 20, 2013 at 6:30 City Hall.
X. Adjournment
Motion by Jinsie Bingham to dismiss at 8:47 PM, second by Terry Smith,
5 -0, motion carried.
