A WARDING BID FOR THE HERi"!AJ.'lN AVENUE
PHASE II RECONSTRUCTION PROJECT
\YHEREAS, the Borough has publicly advertised for the receipt of bids for the Hermann A venue Phase
II Reconstruction Project; and
WHEREAS, the Borough has solicited and received three (3) bid proposals for the Hermann Avenue
Phase II Reconstruct Project as follows:

WHEREAS, S. Brothers Geneml Contractors, has submitted the lowest bid for said contract as evidenced
by the response on file with the Borough's Purchasing Department and with the Borough Engineer; a.i1d
WHEREAS, the Borough Engineer has reviewed the above bid proposals and has recommended the
award of a contract to S. Brothers General Contractors, in a total amount not to exceed $497,861.60; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose.
NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of Carteret as
follows:
1. That the appropriate Borough Officials are hereby authorized to enter into a contract with S.
Brothers General Contractors, South River, N.J. for the Hermann Avenue Phase n
Reconstruction Project for the sum of $497,861.60 in accordance in aU respects with the
request for proposals and bid on same.
2. That a copy of this Resolution shall be forwarded to the Borough's Purchasing Department
and Borough Engineer.
3. That the aforementioned award of bid is contingent upon formal approval from the New
Jersey Department of Labor, Division of Wage and Hour Compliance.

Hermann Avenue Phase II Reconstruction
Dear Mayor and Council Members:
On Tuesday, June 15, 2010, three (3) bids were received for the Hermann Avenue Phase II
Reconstruction Project. Enclosed is a bid summary for the project. The following is a list of bids
received:

Based on the above summary, the lowest responsive bidder for the base bid is S. Brothers General
Contractors, of P.O. Box 317, South River, New Jersey 08882, with a base bid amount of
$399,906.60. S. Brothers is also the lowest bidder if any or all of the altemate bid items are
awarded.
S. Brothers has worked on other recent capital improvement projects for the Borough within the
past several years including the most recent phase of the Streetscape Improvements. We have also
had recent experience with this Contractor and their work was satisfactory.
An altemate bid (Altemate A) was takcn for use of Belgium block curb instead of straight concrete
curb. Altemate bids (Altemates B and C) were also taken for sanitary sewers, which require lining
within the project area. If the Borough chooses to award these alternates, the total bid amount is
$497,861.60
Therefore, based on their low bid and satisfactory past performance, it is recommended the Borough
award a contract to S. Brothers General Contractors for the Hermann Avenue Phase II
ReconstlUction for a total amount of$497,861.60 (Base Bid plus Altemates A-C).

A ward should be contingent upon certification of funds by the Chief Financial Officer, review of
the bid docmnents by the Borough Attorney, Concurrence of Award by the NJDOT, and approval
from the New Jersey Department of Labor and Division of Wage and Hour Compliance.
