RESOLUTION NO. 15-8975
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA LOCKA, FLORIDA, AUTHORIZING THE CITY
MANAGER TO PURCHASE THIRTY FIVE TASERS WITH
ACCESSORIES ON BEHALF OF THE OPA LOCKA POLICE
DEPARTMENT USING LAW ENFORCEMENT TRUST FUND
MONIES; PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, The City of Opa -locka Police Department would like to use industry
standard equipment for non - lethal force to reduce the risk of harm to both subjects and
officers; and
WHEREAS, The City of Opa -locka Police Department requests that the City
Commission authorize the City Manager to purchase, with no burden on the City of
Opa -locka tax payers, 35 TASER International Weapons and accessories, in the amount
of $40,707.19 to be purchased with monies from the Law Enforcement Trust Fund; and
WHEREAS, the City Commission believes it is in the best interests of the tax
payers and in the interests of public safety to purchase these TASERs; and
WHEREAS, The Guide For Equitable Sharing For State and Local Law
Enforcement Agencies permits the usage of these funds for the purchase of such
equipment.
NOW THEREFORE BE IT RESOLVED THAT THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference;
Section 2. The City Manager is authorized to purchase 35 TASER
INTERNATIONAL weapons using $40,707.19 Law enforcement Trust Fund
monies.

Section 3. This Resolution shall take effect immediately upon adoption.

Analvsis: TASERS provide a non - lethal option regarding use of force reducing the
possibility of harm to both the subject and to the police officer. Taser
International is the only company for this purchase as they are the sole source.

A sole source justification exists because the following goods and services required to satisfy the agency's needs
are only manufactured and available for purchase from TASER International.

• ARC switch enables drive -stun with or without a Smart cartridge installed
• Central Information Display (CID): Displays mission - critical data such as remaining battery energy,
burst time, operating mode, and user menu to change settings and view data on a yellow -on -black
display
• The TrilogyTM log system records information from a variety of sensors into three data logs: Event log,
Pulse log, and Engineering log. Data can be downloaded using a universal serial bus (USB) data
interface module connected to a personal computer (PC). Data may be transferred to
EVIDENCE.com services.
• Real -time clock with back -up battery
• Onboard self- diagnostic and system status monitoring and reporting
• Ambidextrous safety switch
• Capable of audio /video recording with optional TASER CAM HD recorder
• The trigger activates a single cycle (approximately 5 seconds). Holding the trigger down will continue
the discharge beyond the standard cycle (except when used with an APPM or TASER CAMM HD
