RESOLUTION NO. 15-8976
A RESOLUTION OF THE CITY COMMISISON OF THE
CITY OF OPA- LOCKA, FLORIDA AUTHORIZING THE
CITY MANAGER TO ENTER INTO A CONTRACT WITH
MY LAWN SERVICE AS THE MOST RESPONSIVE AND
RESPONSIBLE PROPOSER TO MAINTAIN THE CITY'S
MEDIANS, PAYABLE FROM ACCOUNT NUMBER 41-
541340 IN THE AMOUNT OF $61,750.00 FOR CUTTING
SERVICES; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, The City Manager requested competitive proposals from
qualified firms to provide maintenance of the City's medians throughout the City
of Opa- locka; and
WHEREAS, a total of four vendors submitted proposals; and
WHEREAS, the four applicants were Road Runner, Three Hearts, My Lawn
Service, and Mitchell's Lawn Service; and
WHEREAS, Road Runner was disqualified due to prior litigation with the
City and being nonresponsive by not providing documents requested in the RFP;
and
WHEREAS, Three Hearts was disqualified based on field evaluations; and
WHEREAS, the Evaluation Committee deemed Mitchell's Lawn Service to
be the most responsive bidder based on the RFP criteria and it is recommended
that the City Manager be authorized to enter into a contract with this company.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA- LOCKA:
Section 1. The recitals to the preamble herein are incorporated by reference.

Section 2. The City Commission hereby authorizes the City Manager to
enter into a contract with My Lawn Service to provide lawn service to
maintain the City's medians as specified in the RFP, in the amount of
$61,750.00 for cutting services.
Section 3. This resolution shall take effect immediately upon adoption.

Staff Summary:
The City of Opa -locka requested competitive proposals from qualified professional firms to provide the
maintenance of city medians throughout the City. The request for proposals was posted in City's website and
also in DemandStar. The DemandStar is the the automated e- procurement system that automatically notify
vendors of your bids and RFPs via email, distribute bid and RFP documents and specs online, track all
vendor bid activity online and verify that vendors have received bid documents and addenda. City received
the following four (4) proposals:

Staff recommends approval in order to for the interest of public safety, health, environment, and business

BUDGETED
Description: A total of four (4) vendors submitted proposals: Road Runner Professional
Services; Mitchell's Lawn Maintenance, My Lawn Service and Three Hearts. Road Runner
Professional Service was disqualified due to previous litigation against the City and being non-
responsive by not returning requested documents in the RFP. They were also the highest
proposer in terms of cost. The evaluation committee met on February 26, 2015 to review the
bid results and decided that field evaluations were needed to make sure the vendors had the
tools necessary to perform the job satisfactorily. On April 9, 2015, the evaluation committee
finalized the evaluation taking into account the field evaluations. Three Hearts Company was
disqualified based on the field evaluations. The Company does not have the equipment and
employees required to take on this scope of work. A company representative mentioned that if
they were awarded the agreement, they would then make the necessary investment.
Financial Impact: $ 41,800.00 per year. THIS ITEM IS NOT BUDGETED.
