AWARDING BID FOR CLEA1'IING MID TELEVISION INSPECTION
OF EXISTING SAt'llT ARY At'ID STORM SEWERS
TENNYSON ESTATES PROJECT
WHEREAS, the Borough has publicly advertised for the receipt of bids for the cleaning and television
inspection of existing sanitary storm sewers within the Tennyson Estates Project; and
WHEREAS, the Borough has solicited and received three (3) bid proposals for the cleaning and
television inspection of existing sanitary and storm sewers ,vithin the Tennyson Estates Project follows:

3. National Water Main Cleaning Co.
WHEREAS, Russell Reid Co., has submitted the lowest bid for said contract as evidenced by the
response on file with the Borough's Purchasing Department and with the Borough Engineer; and
WHEREAS, the Borough Engineer bas reviewed the above bid proposals and has recommended the
award ofa contract to Russell Reid Co., in a total amount not to exceed $48,613.00 and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose.
NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of Carteret as
follows:
1. That the appropriate Borough Officials are hereby authorized to enter into a contract with
Russell Reid Co., Keasbey, N.J. for the cleaning and television-inspection of existing sanitary
and storm sewers within the Tennyson Estates Project for the sum of $48,613.00 in
accordance in all respects with the request for proposals and bid on same.
2. That a copy of this Resolution shall be forwarded to the Borough's Purchasing Department
and Borough Engineer.
3. That tbe aforementioned award of bid is contingent upon formal approval from the New
Jersey Department ofLahor, Division of Wage and Hour Compliance.

Dear Mayor Borough Council:
Enclosed herewith please find a summary of bids received on June 22, 2010, for the
above referenced project. A total of three (3) bids were submitted, ranging from a low
base bid of $48,613.00 by Russell Reid Co., to a high bid of $91,690.00 by National
Water Main Cleaning Co. The Engineer's Estimate was $46,200.00.
Please find enclosed a complete Summary of Bids for the Council's review. There were
minor irregularities in some of the bids including that of the low bidder, Russell Reid Co.
Russell Reid Co.'s bid was not submitted in tact as specified in the bid specifications,
there were math errors in some of their bid price extensions, and they did not completely
fill out their certificate of equipment. However, we do not believe the low bidder's
irregularities are a mandatory cause for the bid to be rejected and therefore, does not
affect the outcome of the bid.

As a matter of procedure, our office has contacted Russell Reid Co. to discuss their bid.
The representative we spoke to indicated they are comfortable with the bid as submitted
and there is no objection to completing the project based on the bid prices submitted
and the contract time.

Based on this information, we recommend the following actions:
1. Award of the contract to the low bidder, Russell Reid Co., 200 Smith Street,
Keasbey, NJ 08832, within 60 calendar days, on a unit price basis in the total
amount of $48,613.00 for bid items 1 through 4 inclusive, as available funding
permits. The award should be subject to review and approval by the Borough
Attorney, including concurrence to waive the minor irregularities, the review of the
bid bond and surety from the low bidder relative to licensing to do business in the
State of New Jersey and appearance on the current list of "Surety Companies
Acceptable on Federal Bonds", U.S. Treasury Department, and submission of the
required bonds and insurance certificates for the project.
2. Bids and bid securities of the second and third low bidders be retained and held
open, pending execution of the contract agreement by Russell Reid Co.
