Roll Call The City of Tiffin City Council held a work session Tuesday, June 1, 2021, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 5:33 PM. Upon roll being called the following members were present: Jim Bartels, Chris Olney, Al Havens, Skylar Limkemann. Eric Schnedler present via Microsoft Teams, arrives at 5:41 PM. Others present City Administrator Doug Boldt, City Clerk Abigail Hora and Brian Shay. B. Agenda Additions/Agenda Approval Motion to approve agenda by Limkemann. Second by Havens. All ayes, agenda approved. C. Discussion and Review of Fire Department Stipend Program Discussion: Mayor Berner recused himself from the discussion. City Administrator Doug Boldt discussed one and a half times the stipend rate for holidays Day D. Discussion of Tiffin Rec Fest Discussion: Deputy City Clerk Brianna Wilkerson and Recreation Director Frank Haege presents Tiffin Rec Fest to council with the date of July 31, 2021. E. Discussion of Emergency Access Road off of Village Drive Discussion: This item will be discussed during the regular meeting. F. Discussion of Development Concept for Prairie Village Phase Three and Traffic Signal and Connection of Kimberlite and Highway 6 Discussion: Developer Matt Adams is present and discussed the traffic signal and connection of Kimberlite and Highway 6. G. Questions from Council Members regarding items on the Regular City Council Agenda H. Other Business I. Adjournment Motion to adjourn by Limkemann. Second by Bartels. Upon roll being called the following members were present: Jim Bartels, Chris Olney, Al Havens, Skylar Limkemann. Agenda Additions/Agenda Approval Motion to approve agenda by Bartels. Second by Limkemann. All ayes, agenda approved. D. Communications and Reports 1. Unscheduled I agenda is reached. If you wish to address the City Council on an item not on the agenda, please approach the lectern and give your name and address for the public record before discussing your item. If anyone would like to address the City Council but is unable to attend the Council Meeting, you can do so by telephone by calling 319-545-2572 ext. 0 at 7:00 p.m. Discussion: Genevieve Ellis who reside at 822 Jackson Street wanted an update on the dog situation at 824 Jackson Street. E. Consent Agenda Note: These are routine items and will be enacted by one motion without separate discussion unless a Council Member requests separate consideration. 1. Approval of City Council Minutes Motion to approve consent agenda which includes city council minutes by Havens. Second by Limkemann. All ayes, consent agenda approved. F. Mayoral Proclamation 1. G. Public Hearing 1. Public Hearing on FY 2020-2021 Budget Amendment a. Close Public Hearing and Proceed to I-1 Motion to open Public Hearing on FY 2020-2021 Budget Amendment by Havens. Second by Limkemann. Roll Call: Schnedler, Limkemann, Olney, Havens, Bartels. Discussion: Nothing Received at City Hall. Motion to close Public Hearing on FY 2020-2021 Budget Amendment by Bartels. Second by Olney. Roll Call: Limkemann, Olney, Havens, Bartels, Schnedler. 2. Public Hearing on the Disposition of Auditors Parcel 2012041, a portion of Lot 48, Timber Ridge View Phase Two a. Close Public Hearing and Proceed to I-2 Motion to open Public Hearing on the Disposition of Auditors Parcel 2012041, a portion of Lot 48, Timber Ridge View Phase Two by Bartels. Second by Olney. Roll Call: Havens, Bartels, Schnedler, Limkemann, Olney. Discussion: Nothing Received at City Hall. Resolution 2021-040 A Resolution Approving the City of Tiffin Budget Amendment for Fiscal Year 2020-2021. Motion to approve Resolution 2021-040 A Resolution Approving the City of Tiffin Budget Amendment for Fiscal Year 2020-2021 by Havens. Second by Schnedler. Roll Call: Olney, Havens, Bartels, Schnedler, Limkemann. All ayes, motion carried. 2. Resolution 2021-041 A Resolution Approving the Disposition of Auditors Parcel 2012041, a portion of Lot 48, Timber Ridge View Phase Two. Motion to approve Resolution 2021-041 A Resolution Approving the Disposition of Auditors Parcel 2012041, a portion of Lot 48, Timber Ridge View Phase Two by Bartels. Second by Havens. Roll Call: Schnedler, Limkemann, Olney, Havens, Bartels. All ayes, motion carried. 3. Resolution 2021-042 A Resolution Approving the Tiffin Fire Department Stipend Proposal. Mayor Berner rescued himself from the discussion. Motion to approve Resolution 2021-042 A Resolution Approving the Tiffin Fire Department Stipend Proposal with the changes that were made during the work session by as Bartels. Second by Olney Abstained: Limkemann All ayes, motion carried. Motion to approve as amended by Bartels Second by Olney. Roll Call: Olney, Havens, Bartels, Schnedler. Abstained: Limkemann. All ayes, motion carried. 4. Resolution 2021-043 A Resolution Authorizing the Removal of Stop Signs at Blue Jay Court and Fawn Avenue and Dakota Avenue. Motion to approve by Resolution 2021-043 A Resolution Authorizing the Removal of Stop Signs at Blue Jay Court and Fawn Avenue and Dakota Avenue by Limkemann. Second by Olney. Roll Call: Havens, Bartels, Schnedler, Limkemann, Olney. All ayes, motion carried. J. Old Business 1. Fire Department and Council Action as Needed. Motion to Adjourn from Regular Session into Closed Session in Accordance with Iowa Code Chapter 21.5(j) for Potential Real Estate Purchase by Limkemann. Second by Olney. Roll Call: Bartels, Schnedler, Limkemann, Olney, Havens. Council person Limkemann exits meeting at 8:40 PM. Motion to adjourn from Closed Session into Regular Session by Schnedler. Second by Havens. Roll Call: Schnedler, Olney, Havens, Bartels. All ayes, motion carried. L. Reports to be Received/Filed 1. M. Reports from City Personnel 1. Discussion: Mayor Berner attended MPO meeting. 2. City Council Reports Discussion: Council Person Limkemann discussed the accident that occurred at Deer View Avenue & Jackson Street. 3. Report Discussion: Public Works has received the speed trailer from placed in Tiffin Heights East. Splash pad is up and running. 4.
