That the Final Subdivision Plat of Missouri Hobbs Business Park, lying, being and situated within the corporate limits of the City of Jefferson, Missouri, as shown by the said plat attached hereto and made a part of this ordinance, is hereby approved and accepted by the City Council of the City of Jefferson, Missouri. . SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of Jefferson. SECTION 3. This ordinance shall be in full force and effect from and after the date of its passage and approval. Application filed by Clyde Lear, authorized representative, Five-O-Five Hobbs, LLC., property owner, for a final plat of 11.63 acres. This proposed final plat includes two commercial lots. The property is located on the southern side of Missouri Boulevard immediately east of Hobbs Road and is described as part of the Southeast Quarter of the Northwest Quarter of Section 9, Township 44 North, Range 12 West, City of Jefferson, Cole County, Missouri. (Central Missouri Professional Services, Consultant) Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, distributed copy of the subdivision plat of Missouri Hobbs Subdivision. No one spoke in opposition to this request and no correspondence was received. Mr. Barron gave the Planning Division staff report and explained that this request is for a minor subdivision plat for Missouri Hobbs Business Park which was submitted concurrently with a rezoning and a Preliminary PUD Plan application. He stated that a four story hotel is proposed to be developed on Lot 2 while Lot 1 will be held for future development. Mr. Barron explained that a private access easement across Lot 1 will accommodate driveway access to Missouri Boulevard for Lot 2. • Excerpt of Minutes/Jefferson City Planning &Zoning Commission Page 2 • August 14, 2008 Mr. Wade gave the Engineering Division staff report and explained that staff supports the approval of the proposed subdivision subject to review and approval of improvement plans for sanitary sewer extension to Lot 2 and any improvements proposed to the Hobbs Road and Missouri Boulevard intersection. Facilities for fire hydrants and street lights will need to be installed along Missouri Boulevard in accordance with City Code. Mr. Lake moved and Mr. Bickel seconded to recommend approval of the Final Subdivision Plat of Missouri Hobbs Business Park to the City Council, subject to the following conditions: 1. Compliance with the sidewalk requirements as outlined in the City Code; 2. Compliance with the comments and technical corrections by the Engineering Division, including the provision of sewer service to Lot 2. Application filed by Five-0-Five Hobbs LLC, property owner, Clyde Lear, authorized representative, for a final plat of 11.63 acres on land zoned C-1 General Commercial (a portion of the property is proposed to be rezoned to PUD Planned Unit Development). This proposed final plat includes two commercial lots. The property is located on Missouri Boulevard immediately east of the intersection of Hobbs Road. The property also has frontage on Hobbs Road approximately 400 feet south of Missouri Boulevard. The property is described as part of the Southeast Quarter of the Northwest Quarter of Section 9, Township 44 North, Range 12 West, Jefferson City, Cole County, Missouri. (Central Missouri Professional Services,Consultant). Background This request for a minor subdivision plat was submitted concurrently with an application to rezone Lot 2 and a portion of Lot 1 of the proposed subdivision to PUD Planned Unit Development and a Preliminary PUD Plan to develop the property. The reason for the proposed rezoning and Preliminary PUD Plan is to accommodate the construction of a four story hotel with driveway access to Missouri Boulevard. The proposed subdivision consists of two lots. A four story hotel is proposed to be developed on lot 2 while lot I will be held for future development. A private access easement across lot 1 will accommodate driveway access to Missouri Boulevard for lot 2. Description of Proposed Plat Zoning: C-1 General Commercial and PUD Planned Unit Development(proposed) Size of Property: l 1.63 Acres Number of Lots: 2 .Lot Sizes: Lot 1 - 9.10 acres Lot 2-2.53 acres Streets: No new streets are proposed by the subdivision, the two lots have existing street frontage on Missouri Boulevard and Lot 1 has existing frontage on Hobbs Road. Sanitary Sewer: Lot I is adequately served by sanitary sewers. Lot 2 does not have access to sanitary sewers. A sanitary sewer easement and improvement plan will be necessary in order to provide adequate sewer service to Lot 2. Sidewalks: Sidewalks will be required along Missouri Boulevard and along Hobbs Road Staff Recommendation Staff recommends approval of the final subdivision plat subject to the following conditions: 1. Compliance with the sidewalk requirements as outlined in the City Code. 2. Infrastructure Summary * Infrastructure exists to serve the subdivision. Streets,,storm sewers, and sanitary sewers exist to serve the subdivision. A sanitary sewer main extension is planned for this subdivision. Improvements to the Hobbs Road intersection of Missouri Blvd. may need to be reviewed and approved, subject to MoDOT approval. Storm Water/Erosion Control * Storm water and erosion control plans will be reviewed as part of future site plan development for the proposed lots. Sanitary Sewer * The development is served by sanitary sewer, and an extension of the main is planned for the proposed Lot 2. Sidewalk * Sidewalk will be required as a part of site plan development for the proposed lots. Streets/Traffic Impact * Missouri Blvd, is a two(2) lane roadway with a center turn lane along the frontage of the proposed subdivision,no parking allowed. A right turn lane exists into this development from Missouri Blvd, Hobbs Road is a two(2) lane roadway with no center turn lane except for at the intersection with Missouri Blvd., parking allowed. Fire Hydrants/Street Lights * Facilities currently do not exist along Missouri Blvd. and Hobbs Road, and will need to be installed in accordance with City Code.
