He explained that the proposed development will consist of a four story Marriott Town and Place Suites with 87 units. No one spoke in opposition to this request and no correspondence was received. Mr. Barron gave the Planning Division staff report and explained that the Preliminary PUD Plan indicates that the hotel will have one monument sign located at the front of the property and three building mounted signs located on the front and two sides of the building. He stated that. all of the signs will be internally illuminated. Mr. Barron explained that an associated minor subdivision plat for Gordon Brothers Truman Acres Subdivision was submitted in conjunction • with the rezoning application. Mr. Wade gave the Engineering Division staff report and explained that new sidewalks are planned along W. Truman Boulevard. He stated that storm water detention may be necessary as the capacity of the enclosed system on Truman Boulevard may be exceeded. The size of the site is 1.97 acres. The hotel will incorporate an indoor pool and small meeting room of approximately 705 square feet. Off street parking will be accommodated with a 90 space parking lot with islands for tree planting. A 5 ft. wide concrete sidewalk shall be constructed along the front of the site on the right of way. The hotel will have a monument sign and signage on the front of the building. The monument sign will be interior lit and approximately 6 ft. x 6 ft. The building sign will be approximately 6 ft. x 15 ft., individual interior lit letters and no higher than 32 ft. above finish grade. This sign shall be on the front of the building and both ends. Request filed by Gordon Builders Inc,property owner,Dan Gordon,authorized representative, on behalf of ARV Group LLC, applicant, Mark Randolph, authorized representative, to rezone approximately 1.97 acres from C-1 Neighborhood Commercial to PUD Planned Unit Development and for approval of a Preliminary PUD Plan to construct a four story hotel containing 87 rooms. The property is located on the northern side of West Truman Boulevard approximately 500 feet east of Scott Station Road and is described as part of the Southeast Quarter of Section 4,Township 44 North, Range 12 West, City of Jefferson, Cole County, Missouri, also known as proposed lot 1 of Gordon Brothers Truman Acres Subdivision. Notification By publication in the newspaper, by letter to adjacent and affected property owners within 185 feet, and by posting a sign on the property. Nature of Request The applicant requests a rezoning of the property from C-1 Neighborhood Commercial to PUD Planned Unit Development and approval of a Preliminary PUD Plan for consisting of a four story hotel. The property owner has submitted an associated minor subdivision plat that would accommodate the development of the property. The purpose of these requests is to make the property available for the construction of a hotel that would • exceed the height limitations and maximum hotel size limitations of the C-1 Neighborhood Commercial zoning district. Location The subject property is located on the northern side of West Truman Boulevard approximately 500 feet east of Scott Station Road. The PUD Plan indicates that the hotel would consist of 87 rooms with a meeting area of approximately 705 square feet,resulting in a total parking requirement of 90 spaces. The PUD Plan shows a total of 90 spaces. Permitted Uses: The PUD Plan identifies an underlying zoning district of C-1 for the purpose of establishing allowed uses on the property with the addition of hotels and motels with building area of 100,000 square feet or less as an allowed use and a maximum height established as 60 feet. • Access/Traffic: One driveway entrance off of West Truman Boulevard is proposed by the PUD Plan. The number of additional peak hour vehicle trips that would be expected to be generated by the proposed hotel is 54, based on an average peak hour generation rate of 0.62 trips per room. No • specific construction materials for the building facade are identified within the PUD Plan. Landscaping: The PUD plan indicates a total of 35 parking lot landscaping trees, which would exceed the minimum 35% parking lot coverage ratio requirement as outlined within the zoning code. Signs: In PUD districts,the location, size and character of signs shall be established by the Commission and Council during site plan review and approval.The PUD Plan indicates that the hotel will have one monument sign located at the front of the property(approximate size of 6' by 6')and three building mounted signs(each approximately 6' by 15', maximum height of 32 feet)located on the front and two sides of the building. All signs would be internally illuminated. Total signage area on the site, as indicated by the PUD Plan, is 306 square feet. Lighting: The PUD Plan indicates that the outdoor lighting shall comply with the requirements of the C-1 underlying zoning district as outlined within the Jefferson City Zoning Code. Pedestrian Walkways: A 5 foot wide sidewalk is shown along West Truman Boulevard as required. Staff Recommendation Case No. P08025— Staff recommends approval of the request to rezone the property from C-1 to PUD. Case No. P08026— Staff recommends approval of the Preliminary PUD Plan with the following conditions: A. The underlying zoning district of the Preliminary PUD Plan shall be established as C-1 • Neighborhood Commercial for the purpose of determining allowed uses with the addition of hotels and motels with building area of 100,000 square feet or less as an allowed use and a maximum height established as 60 feet. Infrastructure Summary * Infrastructure exists in the vicinity.New sidewalk is planned along West Truman Blvd. Storm water detention may be necessary, as the capacity of the enclosed system on Truman Blvd. may be exceeded. Sanitary sewer service exists for the property. Storm water will be directed to the enclosed system along West Truman Blvd. Site Plan Summary Storm Water/Erosion Control * A grading, storm water,detention storage and erosion control plan will be needed with the final plan. Sanitary Sewer * The existing development is served by sanitary sewer from the main serving the property. Sidewalk * A five(5)feet sidewalk is proposed along West Truman Blvd. Street Access /Traffic Impact * One (1) drive entrance is proposed onto Truman Blvd. Sight distance is adequate for this entrance and will need to be quantified on the final plan. Future direct access to/from proposed Lot 2 is being accomodated for the site. An ingress/egress or cross-access easement will be needed to/for proposed Lot 2 from/to proposed Lot 1. No other access is being proposed for the site. * West Truman Blvd. is considered an arterial roadway. * West Truman Blvd. is a two(2) lane road with a center turn lane, no parking allowed. • Fire Hydrants/Street Lights * Facilities are existing along West Truman Blvd.
