RESOLUTION NO. 15-8983
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA- LOCKA, FLORIDA, SPONSORING THE NATIONAL
LEAGUE OF CITIES SERVICE LINE WARRANTY PROGRAM;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, on The National League of Cities sponsors a Service Line Warranty
Program that offers citizens in sponsored communities the ability to insure their water and sewer
lines at nominal cost; and
WHEREAS, There is no cost to the City of Opa- locka; and
WHEREAS, the City Commission of the City of Opa -locka believes it is in the best
interests of the citizens of Opa -locka to offer this program; and
WHEREAS, The City Commission desires to authorize the City Manager to move
forward and facilitate sponsorship of the National League of Cities Service Line Warrant
Program in the City of Opa- locka.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA- LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa -locka hereby authorizes the City
Manager to take steps to facilitate the sponsorship of the Service Line Warranty Program in the
City of Opa -locka with no expenditure of Opa -locks funds

Mr. Brown for your perusal I have included a brochure on the National League of Cities Service Line
Warranty Program. At no cost to the CRA or City of Opa Locka this program can be offered to our
Citizens so that they can insure their water and sewer lines for a nominal monthly fee. This warranty
is for their protection against costly repairs of their lines for up to $4,000 for each incident. I must
reiterate that the only cost for the program is their monthly fee of $5.75 water line and $7.75 for
sewer line. There is no contract only enrollment on a month to month basis for the coverage. It will
be the responsibility of the Citizens to call the NLC if they are interested. The NLC will not solicit
them for enrollment. The NLC will do a mail out to all the Citizens to make a formal announcement of
services offered under this warranty program.

HOME PROTECTION SOLUTION
The NLC Service Line Warranty Program, administered
by Utility Service Partners, Inc. (USP), is an affordable
home protection solution for your residents offered at no
cost to the city. It helps city residents save thousands of
dollars on the high cost of repairing broken or leaking
water or sewer lines. The city also receives a share of
the revenues collected.
PEACE OF MIND
Residents who have not set aside money to pay for an
unexpected, expensive utility line repair, now have an
opportunity to obtain a low -cost warranty that will pro-
vide repairs for a low monthly fee, with no deductibles
or service fees. The work is performed by licensed, lo-
cal plumbers who will call the customer within one hour
of filing a claim. The repair is performed professionally
and quickly, with a local plumber dispatched no later
than 48 hours after claim is filed, but typically within 24
hours. USP provides a personally staffed 2417 repair
hotline for residents, 365 days a year.
IMPLEMENTATION PROCESS
The program will be offered to all cities in the 48 con-
tiguous states and rolled out over an 18 -month period
in six -month intervals. Once your city agrees to partici-
pate in the program, start up is simple. The program is
designed for a quick launch, taking up little of your city
employees' valuable time. USP administers the program
and is responsible for marketing, billing, customer ser-
vice, and performing all repairs to local code.
