AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING
THE FINAL SUBDIVISION PLAT OF GORDON BROTHERS TRUMAN ACRES SUBDIVISION, A
SUBDIVISION OF THE CITY OF JEFFERSON, MISSOURI.
WHEREAS, Gordon Brothers Inc, owner of the real estate hereinafter described, having
submitted to the City Council a plat of said real estate, being located in Jefferson City, Cole
County, Missouri, and being part of the Southeast Quarter and part of the Southwest Quarter of
Section 4, Township 44 North, Range 12 West, in the City of Jefferson, Cole County, Missouri,
more particularly described as follows:
Tract B of Survey Book A, page 506, Cole County Recorder's Office, being a part of the Northeast
Quarter of the Southwest Quarter and part of the Northwest Quarter of the Southeast Quarter all in
Section 4, Township 44 North, Range 12 West, in the City of Jefferson, Cole County, Missouri,
more particularly described as follows: From the southeast corner of the Southeast quarter of said
Section 4; thence S86 019'00"W, along the Section line, 1788.03 feet; thence NO3 048'49"W,
1653.91 feet to a point on the northerly right-of-way line of West Truman Boulevard; thence
southwesterly, along the northerly right-of-way line of West Truman Boulevard, on a curve to the
right having a radius of 2824.79 feet, an arc distance of 151.92 feet, (the chord of said curve being
S84057'11 7"W, 151.90 feet); thence S86 029'44"W, along the northerly right-of-way line of West
Truman Boulevard, 189.06 feet to the southeasterly corner of Tract B of Survey Book A, page 506,
Cole County Recorder's Office and the POINT OF BEGINNING of this description; thence along
• the boundary of said Tract B the following courses: S86 029'44"W, continuing along the northerly
right-of-way line of West Truman Boulevard, 753.06 feet; thence N74 051'23"W, continuing along
the northerly right-of-way line of West Truman Boulevard, 34.40 feet; thence northerly, leaving the
northerly right-of-way line of West Truman Boulevard and along the easterly right-of-way line of
Scott Station Road the following courses: N33 055'02"W, 48.09 feet; thence N15 049'19"W, 119.27
feet; thence northwestly on a curve to the left having a radius of 944.94 feet, an arc distance
105.82 feet, (the chord of said curve being N19 001'43"W, 105.76 feet); thence leaving the easterly
right-of-way line of Scott Station Road and along the southerly right-of-way line of North Ten Mile
Drive the following courses: N39 055'34"E, 37.92 feet; thence northeasterly on a curve to the left
having a radius of 2894.67 feet, an arc distance 263.33 feet, (the chord of said curve being
N62°04'41"E, 263.24 feet); thence leaving the southerly right-of-way line of North Ten Mile Drive,
N30°31'41"W, 25.22 feet; thence N59 033'39"E, 10.27 feet; thence S29 053'12"E, 191.56 feet;
thence N88 057'13"E, 423.60 feet; thence S79 008'47"E, 94.92 feet; thence S03 030'16"E, 221.06
feet to the POINT OF BEGINNING. Containing in all 5.48 acres.
WHEREAS, it appearing that said plat has been fully and properly signed and accepted by
the owner of said subdivision, known and referred to as the Final Subdivision Plat of Gordon
Brothers Truman Acres Subdivision, that all taxes have been paid, that in all respects the
requirements of Chapter 445, RSMo, entitled "Plats" have been fully complied with by the owner of
said subdivision, and that in all respects the requirements of the Planning and Zoning Commission
of the City of Jefferson, Missouri, relating to plats and subdivisions have been complied with.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
• SECTION 1. The Final Subdivision Plat of Gordon Brothers Truman Acres Subdivision,
lying, being and situated within the corporate limits of the City of Jefferson, Missouri, as shown by
the said plat attached hereto and made a part of this ordinance, is hereby approved and accepted
by the City Council of the City of Jefferson, Missouri.
• SECTION 2. Approval is made subject to the provision of an ingress/egress easement or
cross access agreement between Lot 1 and Lot 2.
SECTION 3. The Mayor and City Clerk are hereby authorized and directed to endorse
acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of
Jefferson.
SECTION 4. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

Case No. P08028 — 3500 West Truman Boulevard, Final Subdivision Plat of Gordon
Brothers Truman Acres Subdivision. Application filed ..by Dan Gordon, authorized
representative, Gordon Builders Inc., property owner, for a final plat of 5.48 acres. This
proposed final plat includes two commercial lots. The property is located on the northeastern
corner of the intersection of West Truman Boulevard and Scott Station Road and is
described as part of the Southeast Quarter and part of the Southwest Quarter of Section 4,
Township 44 North, Range 12 West, City of Jefferson, Cole County, Missouri. (Central
Missouri Professional Services, Consultant)
Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke
regarding this request. Mr. Bates distributed a visual depicting the layout of Lot 1 of the
proposed subdivision. He stated that he has nothing further to add and that he concurs with
staff comments and recommendations.
Mr. Barron gave the Planning Division staff report and explained that the proposed minor
subdivision plat for Gordon Brothers Truman Acres consists of two lots. He stated that no
new streets are proposed by the subdivision.
Mr. Wade gave the Engineering Division staff report and requested that an additional
easement between the two lots be added to the plat so that the traffic impact along W.
Truman Boulevard could be minimized. He stated that staff supports the approval of the
proposed subdivision plat subject to the addition of an ingress/egress or cross-access
• agreement for both proposed Lots 1 and 2 to allow direct access between the proposed lots.
Mr. Daniel Gordon, 2624 Country Club Drive, spoke regarding this request and
explained that it would be his preference not to have the two properties connected since
there will be two separate property owners and uses.

• Mr. Bange explained that there are not specific numbers in terms of what the traffic
impact would be. He stated that Truman Boulevard is an arterial street and any effort that
could be made to keep traffic from "driveway hopping" would certainly benefit the city at
large. Mr. Bange explained that staff is only trying to provide a safe entrance between the
proposed hotel and the undeveloped property.
Mr. Bickel stated that ingress/egress is important in this location and concurs with staff
that there does not need to be multiple driveways.
Mr. Lake moved and Mr. Hagan seconded to recommend approval of the Final
Subdivision Plat of Gordon Brothers Truman Acres Subdivision to the City Council, subject
to the following conditions:
1. Compliance with the comments and technical corrections by the Engineering Division;
2. Addition of an ingress/egress or cross-access agreement for proposed Lots 1 and 2;
3. Compliance with the sidewalk requirements as outlined in the City Code.

Subdivision. Application filed by Dan Gordon,authorized representative, Gordon Builders Inc.,property owner,for

Background
This minor subdivision plat was filed concurrently with a request to rezone proposed lot 1 to PUD Planned Unit
Development and a Preliminary PUD Plan detailing the development of an 87 room hotel for that portion of the
property.
The proposed subdivision consists of two lots. A hotel is proposed to be developed on lot 1 while the
remainder of the property would be held for future development.

ENGINEERING STAFF RECOMMENDATION-
Support approval of the proposed subdivision plat,subject to the addition of an ingress/egress or
cross-access agreement for both proposed Lots 1 & 2 to allow direct access between the proposed
lots.
Infrastructure Summary
* Infrastructure exists to serve the subdivision. Streets, storm sewers, and sanitary sewers exist to
serve the subdivision. No new improvement plans are necessary for the subdivision at this time.
Storm Water/Erosion Control
* Storm water and erosion control plans will be reviewed as part of future site plan development
• for the proposed lots.
Sanitary Sewer
* The development is served by sanitary sewer.
Sidewalk
* Sidewalk will be required as a part of site plan development for the proposed lots.
Streets/Traffic Impact
* West Truman Blvd. is a two (2) lane roadway with a center turn lane along the frontage of the
proposed subdivision, no parking allowed.
