SEPTEMBER 20, 2016 — 6:00 P.M.
IONA COMMUNITY CENTER
PRESENT: Council President Dan Gubler, Council Member Dan Garren, Council Member Rob
Geray, Council Member Kathy McNamara, City Clerk Shara Roberts, Public Works Director
Zech Prouse, and Chief of Police Karl Bowcutt.
ABSENT: Mayor Brad Andersen.
VISITORS: None.
Council President Dan Gubler entertained a motion to add to the agenda the Discussion of
Authorization for Schooling. A seconded motion was not stated.
Discussion of Authorization for Schooling: Council President Gubler proceeded to explain
that, in the past, when an employee was sent to training, regardless of whether it was in the
budget or not, it was discussed amongst the City Council. He expressed he didn't recall a
conversation during a meeting in which there was authorization for Officer Dustin Mathie to
attend Peace Officer Standards & Training (POST) and to pay his wages while he was away.
Council Member Geray inquired if the hiring committee was aware of him needing his POST
certification when he was hired. Council President Gubler explained he had the certification
when he was hired, but it lapsed about a week after.
Council President Gubler expressed he understood the reason for Officer Mathie needing to
attend POST, but from his perspective it should have been taken through City Council because of
how it affected the City financially and physically, since now they are down to one officer. Chief
Bowcutt explained he did let Bonneville County know they were down to one officer and
requested extra coverage until Officer Mathie returns.
Clerk Roberts referenced resolution 2008-1, which authorizes one elected official and one
employee to pay invoices less than $5,000 between city council meetings. She expressed it is
important to talk about whether that process is still the same, and if not making changes to the
resolution so everyone was on the same page to avoid situations like this in the future. Council
President Gubler expressed the intention behind that resolution is for the day-to-day stuff.
Chief Bowcutt noted in Officer Mathie's employment contract he signed when he was hired, it
was contingent upon him passing his POST training. He further explained he had discussed this
with and the Mayor and let the City Council know via a report each month that Officer Mathie
would be attending POST.
Overall, it was discussed making the entire City Council more aware of these decisions in the
future and reviewing this further at a future meeting.

Discussion of Annexation Agreement and Chip Sealing in Country Haven Subdivision:
Public Works Director Prouse explained the last time they met with Rockwell Homes regarding
other development, it was brought up in conversation the chip sealing in Division 1 of the
Country Haven Subdivision was never completed. He further explained it appears Rockwell
doesn't believe they have the responsibility to fulfill that stipulation of the development
agreement. He reported he discussed this with City Attorney Dale Storer who has drafted a letter,
and recommended sending it to Rockwell outlining the City's expectations moving forward.
Depending on what their response is, the City can look at a set of standards to follow which are
outlined in the original development agreement regarding lack of compliance.
Discussion of Bonn. Co. Law Enforcement Contract: Council President Gubler inquired if
there was anything different in the contract from last year. Chief Bowcutt replied there was a 5%
increase. Council President Gubler indicated he would like Chief Bowcutt to gather more
information regarding the reasons behind the increase. Chief Bowcutt informed the Council he
would discuss this more with the County tomorrow and bring it back to the next meeting.
Discussion of Police Vehicle Options: Chief Bowcutt reported he looked into some other
options besides an SUV for a second police vehicle. He explained he contacted Smith Chevrolet
and Broadway Ford and they do not lease vehicles to police departments. He has been working
with 20th Century out of Blackfoot, ID who does have a great lease program for police
departments.
Chief Bowcutt further reported during his conversations with the dealership he found out a police
equipped vehicle is actually cheaper because of governmental rates. He had them do a price
comparison between these types of vehicles: Ford Taurus, Ford Interceptor, Dodge Durango, and
a Dodge Charger. A sedan type of vehicle is $300.00 cheaper per year vs. an SUV. The
dealership offers a 5 year bumper to bumper 60,000 miles warranty. Council Member Geray
commented he would like to see that in writing, and asked if Chief Bowcutt knew what the
difference was between the fuel mileages on the models. Chief Bowcutt indicated he wasn't sure,
but informed the Council he would gather more information.
Discussion of Reserve Police Officer Program: Chief Bowcutt reported the City office asked
Idaho Counties Risk Management Program (ICRMP) how the City could be affected in regards
to liability and insurance costs if they were to organize a reserve police officer program.
Treasurer Sullivan talked with J'Lean Wadsworth who informed her if any reserve officers were
to be injured it would be covered under workers compensation and covered under the City's
insurance as any other employee would be under the scope of their duties. Since they are
volunteers, the insurance premiums would not increase. However, if there was multiple claims
there could potentially be a spike in insurance premiums.
After further discussion, it was determined Chief Bowcutt would discuss with ICRMP if it was a
possibility to have the officers pay for their worker compensation premiums.
Council Member Garren inquired what need the City has for a reserve officer program. Chief
Bowcutt explained it would provide for a two -man unit, which would result in better coverage,
and helps individuals who are interested in getting their foot in the door with law enforcement.

Additionally, they can assist with larger city events and not have to rely as much on Bonneville
County.
Discussion of Security Cameras: Chief Bowcutt reported the reason he initiated getting a quote
for additional security cameras was mainly for the Public Works Department's shop, as it
currently does not have any. Public Works Director Prouse explained the door is left open while
they are on duty for convenience reasons, and it would be nice to know who is coming and
going. Council President Gubler suggested looking into a motorized gate in addition to
increasing surveillance.
Chief Bowcutt explained the second quote was for moving and/or adding additional cameras at
the City building. He explained since the new stage was built one of the cameras on the backside
of the building points directly at the roof. He further explained there have been a couple of break
ins and there are no cameras currently on the library's side of the building, or in the foyer of the
building. Council Member McNamara suggested also looking into some surveillance coverage
for the parks.
After further discussion, regarding resolution quality it was determined Public Works Director
Prouse would look into a self -install system with better resolution, as well as, a motorized gate.
Council Member Geray also suggested the possibility of looking into simplifying the lock system
and implementing smart keys, which could be transmitted from a Bluetooth capable phone.
Reports:
Public Works Director Prouse reported everything is on schedule regarding the water tank
rehabilitation. Originally, a contractor out of Utah was going to perform bacteria removal and
disinfection of the tank. However, Director Prouse determined he could perform the exact same
procedure and save those funds. He just received a change order this afternoon to remove it from
the list of services to be performed, resulting in a decrease of $8,200. The change order also
includes an increase of $763.82 to remove some existing hardware.
Council President Gubler asked if that change order was on the agenda for tonight's City Council
meeting. Clerk Roberts reported she received it via email yesterday afternoon, but she was out of
the office sick. Council President Gubler noted he would like to add it to the City Council agenda
for approval.
