RESOLUTION NO. 15-8987
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY
MANAGER TO REJECT ALL BIDS, CANCEL RFP 15-1604100
AND RE-ADVERTISE FOR DESIGN BUILD SERVICES FOR
ZONES 1 AND 2 INCLUDING NW 147TH STREET DRAINAGE
AND ROADWAY, SANITARY SEWER, AND DRINKING
WATER SYSTEM FUNDED BY THE STATE REVOLVING
LOAN PROGRAM; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City Commission authorized the issuance of RFP 15-1604100 using
funds from the State Revolving Loan Program For Design Build Services For Zone 1 and Zone
2; and
WHEREAS, the City Charter and City Code authorize the Manager to reject all bids,
cancel bids and re-advertise when it is in the public interest; and
WHEREAS, as outlined in Exhibit "A", the Manager's memo, the lowest and highest
bidders responding to the RFP did not make commitments to hire local employees in accordance
with the terms of the RFP; and
WHEREAS, the second ranked bidder is more than one million dollars higher in cost
then the lowest bidder; and
WHEREAS,the City Commission wishes to re-advertise the project.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.

Section 2. The City Commission of the City of Opa-locka hereby authorizes the City
Manager to reject all bids, cancel RFP 15-1604100 and re-advertise the project.
Section 3. This Resolution shall become effective immediately upon adoption,
PASSED AND ADOPTED this 13th day of May, 2015.

REQUEST: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,
FLORIDA AUTHORIZING THE CITY MANAGER TO CANCEL RFP#15-1604100 AND RE-
ADVERTISE FOR THE DESIGN BUILD SERVICES FOR ZONE 1 AND 2 INCLUDING NW
147TH STREET DRAINAGE & ROADWAY,SANITARY SEWER,AND DRINKING WATER
SYSTEM PROJECT FUNDED BY THE STATE OF FLORIDA REVOLVING FUNDS.
DESCRIPTION: The City of Opa-locka issued a Request for Proposal (RFP) to solicit competitive
proposals from qualified professional firms and received three (3) bid packages to provide design-build
services for Zone 1 and 2 including NW 147th Street wastewater, stormwater, and drinking water system
improvements. The lowest and also the highest bidders did not make firm commitment for local hire in
accordance to the RFP requirements and the 2nd lowest bidder proposed only 10 local hire. The only
qualified 2nd lowest bidder's bid price is more than a million dollar higher than the lowest bidder. The
bid is not competitive as the lowest bidder does not qualify due to non-compliance with the RFP
requirements of the local hire.

RECOMMENDATION(S):
The staff recommends to cancel RFP# 15-1604100 and re-advertise for the design build services for Zone
1 and 2 including NW 147th Street wastewater, stormwater, and drinking water system improvements
project.
