RESOLUTION NO. 15-9000
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF OPA LOCKA, FLORIDA, ACCEPTING THE
BID OF $305,000 SUBMITTED BY RRRZ DEVELOPER, LLC FOR
CITY OWNED PARCEL IDENTIFIED BY FOLIO NUMBER 08-
2129- 007 -0081 LOCATED IN THE LEJEUNE INDUSTRIAL PARK
AREA; PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, The City of Opa -locka issued Request For Proposals (RFP) 15-
1505200-01 for the sale of City owned property; and
WHEREAS, The City required a minimum bid and a proposal for how the land
would be developed; and
WHEREAS, RRRZ Developer, LLC submitted a bid of $305,000 on a parcel
identified by folio number 08 -2129- 007 -0081 and agreed to develop a Retail
Construction Equipment For Sale or a Shopping Center For Retail and Wholesale; and
WHEREAS, the City Commission recommends acceptance of the bid and sale of
the property with conditions.
NOW THEREFORE BE IT RESOLVED THAT THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference;
Section 2. The City Commission accepts the bid of $305,000 for the parcel
referenced herein and authorizes the sale of the City owned property to RRRZ
Developer, LLC, with the following conditions:
1. The proposed project for usage of these parcels must have an Agreement
between the City and the Developer;
2. The Agreement must contain a timeline for permitting through certificate of
occupancy;

3. The developer will forfeit any deposit and related expenditures should the
project not be built or developed as agreed;
4. The Agreement shall contain a reverter clause requiring the property to revert
to City ownership should the property not be developed as agreed.
Section 3. This Resolution shall take effect immediately upon adoption

Short Title:

2129- 007 -0081 located in the Lejeune Industrial Park area. The proposed developer has agreed to develop on this vacant parcel,
a class A Retail Construction Equipment -For Sale or A Shopping Center for Retail and Wholesale; providing for penalties for
violation of this resolution; containing a repealer provision, severability clause and providing for an effective date.
Staff Summary
The City of Opa -locka issued a Request for Proposal No. 15- 1505200 -01 for theSale of City Owned Surplus Property. The City
provided a list of properties that were available. The City required a minimum bid amount and required that the bidder provide a
proposal of how the land would be developed and an indication of the time frame for development. RRRZ Developer LLC has
submitted a bid of $305,000.00 and agreed to develop a class A Retail Construction Equipment -For Sale or A Shopping Center for
Retail and Wholesale within six months or three years respectively. Therefore the legislation must reference the following
stipulations: (1) The proposed project for the property must have an agreement between the City and the Developer; (2) There
must be a reference in the language in the developer's agreement regarding a timeline /deadline for building plan /permit

submission, and for the completion to certificate of occupancy, etc. (3) the developer forfeits the deposit and /or other project
related expenditures should the developer decide to not build or develop as agreed; (4) There must be a reverter clause for the
