IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council President Dan Gubler, Council Member Rob Geray, Council Member Dan Garren, Council Member Kathy McNamara, City Clerk Shara Roberts, Public Works Director Zech Prouse, and Chief of Police Karl Bowcutt. ABSENT: None. VISITORS: Greg Hansen. Discussion of Water System Improvement Project with Rockwell Homes: Mayor Andersen reported Council President Gubler, Director Prouse, and himself met with Rockwell Homes a couple of weeks ago to discuss potential improvements the City is considering for the water system. Mayor Andersen explained decisions were not made at this meeting, and turned the time over to Greg Hansen for further explanation on his understanding of the project. Mr. Hansen explained his understanding is the City is looking to construct a new storage tank up on the hill and bore a new transmission line underneath 55th. From there, Rockwell agreed they would take the water line and connect it to the center of the future development of Thomasville Estates. All costs associated with running the pipe from 55th to Thomasville would be the responsibility of Rockwell Homes with one exception. The difference of piping size from an 8 inch to a 16 inch would be the City's responsibility. Additionally from Thomasville Estates, Rockwell Homes will take that pipe and run it to the west and back out to Olsen Avenue and connect it to Main Street. All costs associated with this will be the responsibility of Rockwell with one exception. The difference of piping size from 8 inch to a 12 inch would be the City's responsibility. It is important to note Rockwell's costs for the lines they have agreed to run and the cost associated with the different piping sizes will not be included as part of the bond. The bond election voted on by the citizens would strictly be for the new storage tank and the new transmission line to 55th Mr. Hansen further reported he received a price quote on PVC pipe which was $20.00 per linear foot for an 8 inch pipe, $28.00 per linear foot for a 12 inch pipe, and $42.00 for 16 inch pipe. However, this project would probably begin construction in Spring of 2019 and he wanted to clarify pipe prices could fluctuate between now and then. As part of this agreement, establishing a secondary water system would not be required by the City. Council President Gubler reported he met with Progressive Irrigation who informed him there would be no cost for permitting to bore under canals. The only requirement is you have to be 4 feet underneath with compacted fill and complete the proper paperwork. Additionally, he asked Progressive Irrigation about installing a pump into the feeder canal if a secondary water system was to be established and he was told that wouldn't be a problem. 1 Director Prouse will continue work on the action item for finding out details in regards to railroad permitting. Mayor Andersen advised receiving information in writing so it is clearly outlined and both parties are on the same page. Council Member Geray expressed the importance of working with Engineer Paul Scoresby to revise the numbers including Rockwell's cost share. In closing, the Council reminded Mr. Hansen a potential name change was made from Thomasville Estates to Willowcreek or Sandcreek Estates making it something relatable to the City of Iona. Mayor Andersen thanked Mr. Hansen for his time. Report on Iona Days: Mayor Andersen discussed the outcome of Iona Days 2017 with the Council. He began by reporting that, with the amount of donations brought in, the City didn't end up going over budget this year. Additionally, he met with Iona Day Coordinator Emily Downey and she expressed she would like to take on this role again next year. He expressed what really hurt the event this year is Mrs. Downey had vendors for food all scheduled, and at the last minute they cancelled to provide food at the Blue Angels show instead. As a result, around 12:00 p.m. people started leaving. Mayor Andersen discussed in the future there needs to be an established committee started in January. Unfortunately, people like to attend, but there isn't much willingness to volunteer. He encouraged the Council to assist by recruiting at least one person from their circle of acquaintances to be charged with one specific task of the event, and the City would allocate a certain number of hours at an established hourly wage to execute their assigned task. He expressed this would help alleviate some of the overtime hours worked by City employees who contribute a lot of time each year to this event.
