LYNWOOD.SETTING_FORTH THE SALARIES BY CLASSIFI- �
... CATION OF ITS OFFICERS AND EMPLOYEES, AND OTHER
. BENEFITS.
BE IT RESOLVED by the City Council of the City of Lynwood
� as follows:
.. Section 1 .. That Resolution No. 62-43 of the City of
Lynwood adopted the 3rd day of July 1962 prescribes the time and
method of.paying.salaries and wages of the officers and employees
of said city,..as_r.equir.ed by.Section 37zo6 of the Government Code
of the.State.of California.
Section 2 . That the salaries and wages for officers.and
employees for the various classifications falling within the schedules,
included herein, effective at the beginning of the first regular pay
period subsequent to the adoption of this resolution, are as follows:

A Public Works standby shift for all working days is �
hereby fixed-as a duty period extending from 4 p.m. to 8 a.m. i
. of,the following day. From 8 a.m. on Saturdays, Sundays,
and holidays.to 8 a.m. of the following day shall be consider- I
. ed as, two (2) standby shifts. All employees during the

period.they are seheduled £or such duty shall perform
such services as may-be designated by the Water :--
Superintendent, Street Superintendent, or City Manager,
and..shall.be,available all times during the duty shift
f.or emergency.,work. No overtime credit will be allowed
. .employees working standby shifts.
� _ A Police.Detective standby schedule is hereby fixed
as any..continuous seven day period wherein a Police
Detective.is on emergency call to provide investigative
assistance. All detectives during the period they are
scheduled for.such duty shall perform such services as
may be designated by the Chie£ of Police, Watch Commander,
or Detective Lieutenant, and shall be available all times
during the duty schedule for emergency work.

For those employees under the basic five-step salary plan,
the beginning,.salary shall.be at Step "A," or the lowest salary shown
, for the position. However, where circumstances so warrant, appointment
". may be made_at other than the first step, or after appointment, an
intermediate step may be skipped when recommended bythe City Manager.
Increases.throughout the remainder of the steps shall be given upon
r.ecommendation,of the department head and approval of the City Manager,
until the highest or top step is reached. Step raises shall generally
be at six-month intervals from the effective date of employment,
commencing on the next succeeding pay period date from the actual
anniversar-y date. Salar.y increases, over and above the top step,
shall be.granted police officers through the rank of Lieutenant upon
receipt of an.."Intermediate" or "Advanced" POST Certificate. .

I. UNIFORM ALLOTMEIdT
.. All uniformed police officers shall receive a
uniforin allowance of $50 per year. Payment shall be made at
the completion of the first regular pay period following
August.l, 1969. In the case of new employees, payment shall
be made at the completion of the first pay period following
date.of hire.
..,� Section 3. Overtime Overtime is defined as:
_ a.. Unfinished work at the end o£ the regular work day
or shift.which, in the�opinion of the supervisor in charge, must be
completed..prior to.personnel leaving the place of employment; such '
overtime.to-be compensable either by straight time pay as herein

defined or by compensating time of£ as herein defined, when said
overtime extends.one-half hour beyond the regular work day shift.
b. Call-back worlc incurred at the direction of the
. department head.wherein city personnel are ordered to return to work
for the welfare of the public and the city, such overtime work to be
totally.compensable either by straigh* time pay as herein defined, or
' by compensating time-off beginning from the time the employee reaches
his place of employment.
' 2..,Straight.time.pay.for overtime pay purposes is defined
as follows
a. The hourly.-,r.ate.of..,each.approved classification
as..determined.by..dividing t,he bi-weekly rate by 80 hours.
b. ..IJnder:no.circumstances shall any classified
employee.of the.city.while.employed overtime, as "overtime" is herein
defined,..be deemed an hourly, per diem or seasonable employee and
each such ?mployee is bound to render services to the city without
regard to the number of hours worked.
3. .Compensating.time.fer overtime is defined as follows:
� a. That portion of time that an employee is author-
, ized by tYiis resolution to take off, subject to the direction of his
department head as to.when and over what periods he may do so, to
'. compensate him for overtime tivorked. During periods o£ compensating
time off the�employee.shall be paid his regular salary.
'" 4.. Straight Time.f'or Overtime to Include all Classified
. Employees That except pursuant employee's option, as hereinafter,

set forth, a11 employees of the city shall be eligible to receive
straight time pay,_as defined in t1�is resolution, for all overtime
as herein def.ined. This.shall include, but is not limited to, what
has been re£err.ed to in previous resolutions as "off-duty court time"
and "emergency call-back time."
Option.:ancl Withholding The City Treasurer is directed
to withhold all.,overtime pay due and payable to each classified
employee during.each.monthly period following the effective date of
these.pr.ovisions unless,an employee during such period files with
the department.head, a statement in writing that he forever waives
his option,to take compensating time off for overtime in lieu of
straight time pay earned during said monthly period. Upon the filing
of such,a.waiver the department head shall submit a compilation of
a11 overtime pay hours.to the City Treasurer who sha11 include in
the employees' payroll.checks compensation for such overtime at the next
e�zcceeding regular.bi-weekly payroll.
. At any_time during..said monthly period an employee may, at
his option,.elect to.take compensating tinie off for al1 or part of
his overtime in lieu of straight time pay, provided, however, that
this option._is,conditional.upon the head of the department, acting
within his reasonable.discretion as hereinafter defined, having suffici,ent
personnel.to enable him to grant the time off. Such election to
exercise said option must be contained in a written statement by the
employee filed with the depa,r�ment head, that he elects to take a
designated number of hours or fractions thereof as compensating time �

for overtime in lieu of straight time pay and that upon receiving said
compensating time off he f'orever waives and discharges city from
payment for said services so taken. An employee shall not be permitted
to accumulate overtime which is eligible for compensating time off
in excess of 40 hours and all hours exceeding forty in number remain-
ing on the books of the city to the credit of the employee at the end
of any monthly period shall be compensated for by payment therefor
in the next.succeeding.regular bi-weekly payroll check. If the said
written.election.to.take compensating time off for overtime in lieu
of straight time pay.is not on file with the department head before
the expiration of said monthly period, the employee shall be deemed
to have waived his right to take compensating time of£ £or said over-
time and�,he-shall be.paid straight time therefor as hereinabove set
forth.
Nothing.herein contained shall prevent the said employee
from r.equesting..full payment for all overtime on a straight time basis
on the.books.of the city.to the credit of said employee, irrespective
of previous notices of.election to take compensating time for overtime
in lieu of.straight time payment. Al1 such requests shall be made in
writing.to the.,department head and such overtime shall be compensated
. for in the.next.succeeding regular bi-weekly salary check for said
employee,,provided_however,.that said employee sha11 have no right to
straight.time..payment or other payment for overtime accumulated prior
to July,.2,,.1968. �

Upon.payment for. overtime for whatever reason, the City
Treasurer.shall forthwith notify the City Manager and the department
head the number of hours that have been compensated for by payment and
the department head shall, upon receipt of said notice, forthwith remove '
the accumulated.overtime thus.compensated from the records of the
department.
� 5•�_ Resolution:Not.Retroactive Nothing contained in this
resolution.shall apply to any over•time whatever accumulated on the
books.of the city..to the.credit of any classified employee before
July 2, 1968.

.Whether..or. not compensatory time off shall be given to the employee I

7.... Eligibility.for.Overtime. The overtime provisions of �

this.r.esolution.shall..include classified employ?es below the rank of �
Lieutenant, Fir.e..Captain and Superintendent. Those employees, who ,
receive_by.,virtue.of the provisions of this resolution compensation i
over and.above the basic five-step salary schedule during the time J
they ar.e assigned.to duties specified in this resolution, except I

employees..of the.street and water department on "standby shi£t," r
shall be.entitled to the.same benefits of and shall be subject to the I
. same limitations.and.conditions of this resolution as other classified I

8.. Reasonable Discretion Defined As used in this resolution �

"reasonable.discretion" is defined as the exercise of that kind of
judgment as-.will.accord to each employee within a given category, fair
and equal treatment, having due regard for the public health, safety
and general welfare.
Prior..to disability retirement, service retirement, or death
of the employee, compensatory time off or, in the case of death,
straight time pay, £or a11 accumulated overtime accrued subsequent
to March 15, 1966, shall be granLed. This provision does not apply
to voluntary termination or termination for cause.
Section 4. Premium Pay To encourage employees in under-
taking outside.study to the end that they may perform their duties
in a more efficient.manner, a system of premium pay, over and above

established pay...schedules, is hereby established.
. Premium pay is allowable for completed courses of approved ,
subjects.at.accredited.schools, and is fixed at $1.00 per month £or i
each seinester.hour.of.work.satisfactorily completed by the employee
with a.g'rade o£ ',:C".or.better. Maximum pay is fixed at $40 per month. �
Police.o#'ficers, upon.receipt of a salar,y increment as a

result of attaining.an Intermediate or Advanced POST Certificate, !
shall cease..to..receive any premium pay accrued prior to the effective �
date of the.above described increment. Said police officers may begin ,
anew to undertake.outside.studies as herein described and shall receive
. pnemium pay. for.acceptable.courses undertaken subsequent to the �
,. receipt of the„Intermediate or Advanced POST Certificate up to the �
. . maximum pay_of $40 per month. ;

A semester hour is defined as one hour of classroom work per
week for. one-semester of 18 weeks, plus necessary outside study. All
courses of study,must.have prior approval by the department head and
City Manager in order to receive premium credit.
Accredited schools are herein defined as college,s, junior
colleges,,or universities, or such other institutions as may be approved
by the City.Manager. ,
Suitable,written certification from the school showing
satisfactory completion of each.course shall be submitted to the.
Personnel Officer for personne]. records. Premium pay wi11 commence the
first pay period.after the first of the month following the submission
of the written certification. '
The city will contribute 50% of the cost of tuition over
$10 where the.cost of such tuition exceeds the sum of $10 per semester
course,while the.employee is accruing the $40 per month maximum pay.
The provisions of this section do not apply to hourly
employees or.employees undertaking an approved course during a regular
work day or assigned shift.
Section 5• Employee's.Insurance Coverage The city wi11
contribute the employee',s.share toward any health insurance, accident
insur.ance,.or.life.insurance policies which the City Council agrees
to provide. .If desired, the.employee may obtain coverage for members
of his family.. Such premium shall be.borne by the employee and payment
will be:made.by payroll deduction.
Section 6 . Nothing herein contained shall be construed in

any way as affecting P.ersonnel Ordinance No. 671 of the City of Lynwood,
or the Rules and Regulations.adopted pursuant thereto.
Section 8 . This resolution shall be effective at the beginning
of the first regular pay period following adoption of this resolution
and Resolution No,.68-40 is hereby repealed.
