Purpose of the Housing Trust
“To provide for the creation and
preservation of affordable housing in the
Town of Brewster for the benefit of low and
moderate income households and for the
funding of community housing.”

What is Affordable Housing?
Housing that does not require low -income
households to spend more than 30% of their
monthly gross income on housing costs
Low-income is a household earning, at most, 80% of the Area Median
Income (AMI).

Legally how does a town establish a
Housing Trust?
A town adopts the provisions of Massachusetts GL Ch 44, Sec 55C and
approves the Trust Bylaws. In Brewster, this is done by Town Meeting.
Brewster will vote on the creation of the Brewster Affordable Housing Trust
Fund at the May 7, 2018 Special Town Meeting. Article 7
If accepted, the Town would then appoint the Board of Trustees and
execute a Declaration of Trust.

Provide funds for the benefit of low and moderate income households in the acquisition, creation, preservation, rehabilitation and support of housing affordable to such families
