PUBLIC ENTITY CREATED BY A LOCAL LEGISLATIVE BODY: TOWN MEETING CREATE & PRESERVE AFFORDABLE HOUSING LED BY A BOARD OF TRUSTEES Purpose of the Housing Trust “To provide for the creation and preservation of affordable housing in the Town of Brewster for the benefit of low and moderate income households and for the funding of community housing.” Background Information Brewster Vision Advisory Group Housing Goal: “Provide more affordable, safe, and accessible rental and home ownership options at different price points, particularly for single people, young families, and our older population. Achieve the state’s 10% affordable goal by 2025.” Brewster Housing Production Plan Priority Plan Needs: Low income rentals for families Rentals for singles Subsidized rentals for elderly Acquisition & rehabilitation of substandard housing Implementation Strategy #7: Municipal Affordable Housing Trust What is Affordable Housing? Housing that does not require low -income households to spend more than 30% of their monthly gross income on housing costs Low-income is a household earning, at most, 80% of the Area Median Income (AMI). 80% of Brewster AMI (2017)“Community Housing” 100% Brewster AMI $47,600 for 1 person $63,140 $54,400 for 2 people $72,160 $68,000 for 4 people $90,200 Affordable Housing in Brewster Brewster has 255 units on the Subsidized Housing Inventory (SHI). (Affordable, deed restricted, fairly marketed. In Brewster, this is done by Town Meeting. Brewster will vote on the creation of the Brewster Affordable Housing Trust Fund at the May 7, 2018 Special Town Meeting. Article 7 If accepted, the Town would then appoint the Board of Trustees and execute a Declaration of Trust. Who would be on the Housing Trust?
