CITY COUNCIL
MINUTES
AUGUST 16, 1983
INITIATION:
1. CALL TO ORDER:
Mayor Gillanders called the regular meeting of the City Council to
order at 7:30 p.m. on Tuesday, August 16, 1983, in the Council
Chamber of the City Hall.
2. The invocation was given by City Manager Koski.
3. The Pledge of Allegiance to the Flag was led by Mayor Gillanders.
4. ROLL CALL:
Present: Councilmen- Atkins, Swain, Tyrell, Gillanders
Absent: Councilmen - Dennis
Also Present: City Manager Koski, City Attorney Martin, Assistant
City Manager Kimbrough, Parks and Recreation Director
Kobett, Planning Director Shaw, Julie Estrada, Temple
City Times and Clint Lyons, the Pacesetter.
Councilman Tyrell moved to excuse Councilman Dennis for cause, seconded
by Councilman Atkins and unanimously carried.
5. CONSENT CALENDAR:
Councilman Atkins requested Item E be removed from the Consent Calendar.
On motion by Councilman Atkins, seconded by Councilman Tyrell all other
items on the Consent Calendar were unanimously approved as recommended.
A. APPROVAL OF MINUTES - Regular Meeting of August 2, 1983.
Approved as written.
B. RECOMMENDATION FROM TRAFFIC COMMISSION - Meeting of August 3,
1983, PARALLEL PARKING STALLS - SULTANA AVENUE, NORTH OF LAS
TUNAS DRIVE
Approved recommendation from Traffic Couunission placing marked
parallel parking stalls on the east and west sides of Sultana
from the alley north of Las Tunas Drive to Hermosa Drive.
C. PLANNING COMMISSION ACTION - Meeting
Received and filed memo relating to action by the Planning Com-
mission at their regular meeting held August 9, 1983.
D. APPROVAL OF FINAL MAP: TRACT NO. 41245, 9021 EMPEROR (R -4 Zone)
Richard Renner
Approved final map; accepted abandonment and /or restriction of
access rights, as offered for dedication on said map; found that
the project will not violate any of the provisions of the Sub-
division Map Act, and will not interfere with the rights of public
division of land; and instructed the City Clerk to endorse on the
face of the map their approval.
F SET PUBLIC HEARING: STREET LIGHTING IMPROVEMENTS - WEDGEWOOD
STREET, ALESSANDRO TO ENCINITA AVENUE (Pursuant to Chapter 27,
Streets and Highways Code)
Accepted petition requesting installation of four street lights and
adopted Resolution No. 83 -2185 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY DECLARING ITS INTENTION TO CAUSE CONSTRUC-
TION OF CERTAIN IMPROVEMENTS PURSUANT TO THE PROVISIONS OF SECTION
5870, ET. SEQ., OF THE STREETS AND HIGHWAYS CODE OF THE STATE OF
CALIFORNIA.

G. RESOLUTION NO. 83 -2186: EMPLOYMENT OF PERSONNEL
Adopted Resolution No. 83 -2186 A RESOLUTION OF THE CITY COUNCIL

H. RESOLUTION NO. 83 -2187: WARRANTS AND DEMANDS
Adopted Resolution No. 83 -2187 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF
$76,006.86 DEMAND NOS. 6206 THRU 6286.
CONSENT CALENDAR ITEM E CLAIMS FOR DAMAGES.
Councilman Atkins stated the cost of paper work in denying this small
claim would exceed the amount of the claim itself and therefore rec-
ommended its approval.
On motion of Councilman Atkins, seconded by Councilman Swain and unan-
imously carried, the claim of Helen Preble was approved in the sum of
$23.96 upon receipt of the appropriate executed release from her.
6. UNFINISHED BUSINESS:
A. DANCE PERMIT AND BUSINESS LICENSE - TEMPLE CITY ALANO CLUB
City Manager Koski presented background information stating when the
Alano Club originally applied for a Business License in December 1981,
it was denied based on the building use being changed from Retail Com-
mercial to Public Assembly. The applicants modified the building to
meet Building and Fire Code requirements after which the License was
approved on October 6, 1982, with an occupancy limit of 61 persons.
A dance permit was approved on December 14, 1982. As a follow -up
to complaints presented to the City Council at their August 2 meeting,
request was made of the Sheriff's Department to investigate the
alleged problems and submit their report.
Lt. Bill Mangan in reference to the Sheriff's Report of 8/11/83
had interviewed a number of business people, some of the residents,
their own records of call activity, every deputy that has worked in
Temple City in the last 12 months, reviewed crime reports, incident
reports, and concluded that the incident reported in the last Council
meeting was an isolated outbreak and believed it to be retaliatory in
nature directed toward the complainants, and also believed that com-
plaints of disturbing conduct prior to that incident were of a general
nature and not directed toward any one individual. He stated further,
that the residents who live in the area are primarily elderly who will
not call the Sheriff's Department under any circumstances even if they
are the victims of a disturbance.

Councilman Tyrell stated he found it disturbing that there are senior
citizens in Temple City who are reluctant to call the Sheriff's Depart-
ment and felt that some method of familiarizing them with Sheriff De-
partment procedures should be considered.
Lt. Mangan stated he felt their reluctance is a fear due to lack of
trust of the system and they have tried to initiate programs such as
"Senior Power" which was well attended and they will try and set up
similar programs in the near future.
Councilman Tyrell moved to set public hearing for October 4, 1983,
at which time the dance permit conditions will be reviewed along with
the business license which comes up for renewal on October 6, seconded
by Councilman Atkins and unanimously carried.
B. AUTHORIZATION TO SOLICIT BIDS - LIVE OAK PARK IMPROVEMENTS
City Manager Koski presented background information stating that at
the August 2, 1983 meeting Council took no action regarding the approval
of the final plans and specifications for Live Oak Park until further

information could be obtained>regardin g >; alternative methods and costs
of the Patio Shelter. Staff met with the architect and personally
visited various recreational sites having shade shelters and have come
up with alternative cost figures that might be acceptable. Alternative
B is the same structure but less elaborate thus reducing the cost.
Councilman Atkins moved to approve the plans and specifications for
Live Oak Park improvements to include Shade Shelter Alternates "A"
and "B" and authorized the staff to solicit bids, seconded by Council-
man Swain and unanimously carried..
7. NEW BUSINESS:
None.
. COMMUNICATIONS:
None.
9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Marianne Milch, Manager of Temple City Chamber of Commerce, stated
the "Gold Miner Days" was a tremendous success with 81 merchants
contributing $5000 in prizes with all of our community working in
a "togetherness spirit" in the month long promotion. Also, the
subvention funds were a major concern to the Promotion Committee
and Legislative Committee rand'• the Chamber ,. is trying to do their part
in advising the residents and shoppers that come into town of
the situation. They were pleased to get the release that was pre-
pared by the City Hall from which they printed 20,000 flyers "Are
you Paying Too Much in Taxes" and are askins residents to write the
Governor and state legislators regarding this loss of revenue.
RECESS TO CRA:
t this time, Council recessed to meet as the Community Redevelopment
Agency, four members being present, approved the minutes of the regular
meeting of August 2, 1983, and adopted resolution approving warrants and
demands. The minutes are set forth in full in the records of the Agency.
RECONVENE AS CITY COUNCIL:
10. ACTION ON REQUEST BY CRA:
There was no action to be taken.
11. MATTERS FROM CITY OFFICIALS:
A. REQUEST FOR LEAVE OF ABSENCE FOR MARILYN PROCK
Councilman Tyrell moved to approve the leave of absence for Marilyn
Prock through September 6, due to illness, seconded by Councilman
Atkins and unanimously carried.
B. PARKING ENFORCEMENT
City Manager Koski presented background information stating that since
the City still has many outstanding parking violations, Staff is rec-
ommending that those with five or more parking citations be sent a
letter from Captain Callas of the Sheriff's Department notifying them
that if their fines have not been paid within thirty days, a warrant
will be issued for their arrest.
It was the unanimous concensus of the Councilmembers to implement the
policy regarding the parking control program and the issuance of
warrants for the arrest of parking violators with five or more out-
standing parking citations.

C. Open House - Temple City Sheriff's Station
City Manager presented a request from the County Sheriff's Depart-
ment regarding .a donation of a savings bond to be presented to the
winner of the coloring contest promoting the Open House at Temple
Station on September 24.
In response Councilmembers presonally contributed $5 each for a total
of $25 for the purchase of a $50 savings bond for that purpose.
12. ADJOURNMENT:
On motion by Councilman Atkins, seconded by Councilman Swain, meet-
ing adjourned at 8:10 p.m. Next regular meeting of the City Council
will be heard Tuesday, September 6, 1983, 7:30 p.m. in the Council
Chamber of the City Hall.
The Councilmembers and audience had the opportunity to view the video
tape that Mayor Gillanders brought back from Hawkesbury Shire, Australia,
a potential Sister City, and also the tape that staff prepared of Temple
City.
